JOINT MINISTRY OF FINANCE - NATIONAL POPULATION FAMILY PLANNING COMMISSION
DIRECTIVE
ON THE MANAGEMENT AND DISTRIBUTION OF FUNDS FOR POPULATION FAMILY PLANNING PROGRAMS
To effectively manage funds for population family planning programs, the National Population Family Planning Commission and the Ministry of Finance issue guidelines on the distribution and management of funds for population and family planning programs as follows:
1. The population family planning program is one of the key national programs. The funds allocated to implement the program must be spent reasonably and efficiently. In addition to direct budget expenditures from the state budget, other sources of funding should also be tapped, such as direct aid for the program and funds raised from the public.
2. Each year, the National Population Family Planning Commission prepares the budget estimate for the population family planning program for the entire sector and submits it to the Ministry of Finance and the State Planning Commission for review and consolidation into the state budget to be submitted to the Prime Minister for approval by the National Assembly.
I. GENERAL PRINCIPLES:
3. The approved funds for the population family planning program can only be spent according to the planned content based on the allocation plan of the National Population Family Planning Commission, the Ministry of Finance, and the State Planning Commission.
A. CONTENT OF EXPENSES AND SOURCES OF FUNDS DISTRIBUTED
1. Central budget funds supporting localities under the target program include the following specific contents:

+ Essential equipment, means, materials, and documents for population family planning information, education, and communication activities (the specific expenditure levels for each year will be determined by the National Population Family Planning Commission based on the approved state budget capacity and guidance within the industry).
+ Contraceptive devices and essential medicines for contraception, including:
- Intrauterine devices (excluding aid).
- Oral contraceptives (excluding aid).
- Male condoms for contraception.
- Antibiotics for intrauterine device insertion, abortion, and suction curettage procedures.
(Specific expenditure levels will be based on standards set by the Ministry of Health, allocated and managed by the National Population Family Planning Commission within the approved state budget capacity).
+ Implementation of certain policies to encourage reduction in population growth rates, such as:
- Compensation for individuals who undergo sterilization.
- Compensation for personnel involved in population family planning propaganda and mobilization work with couples to adopt contraceptive measures.
- Compensation for personnel providing family planning services.
+ Management of population family planning work in key communes...

B. GRANTING, DISTRIBUTION, AND MANAGEMENT
Annually, based on the budget plan assigned by the government for distribution, granting, and management of funds, the following levels of budget will carry out these tasks:
a) Central budget funds granted to localities under the target program.
Based on the unified plan between the National Population Family Planning Commission, the State Planning Commission, and the Ministry of Finance, quarterly, the Ministry of Finance grants to provincial Departments of Finance and Prices through the form of "Authorized Funds" via the state treasury system into account 936 "Authorized Fund Deposits under the Central Budget" opened by the provincial Department of Finance at the local Treasury Office according to the state budget outline as follows:
- Chapter 99 type 13 item 01 class 4: Family planning service costs (part of central support under the program targets approved by the National Population Family Planning Commission). After the Provincial Health Department signs a responsibility contract with the provincial Population Family Planning Commission, the provincial Department of Finance and Prices transfers the authorized funds to the Provincial Health Department.
- Chapter 99 type 13 item 01 class 4: Population work costs (part of central support for information, education, communication, and management activities at local levels approved by the National Population Family Planning Commission). The provincial Department of Finance and Prices transfers the authorized funds to the provincial Population Family Planning Commission.
b) The Ministry of Finance grants funds to the National Population Family Planning Commission for expenditures on population family planning activities for central sectors and mass organizations according to the annual plan agreed upon by the Ministry of Finance and the National Population Family Planning Commission.
c) Local budget funds distributed to the local Population Family Planning Commissions according to the content specified in section 4, point 3 above will still be implemented according to the current regulations of the provincial Department of Finance.
C. INSPECTION, REPORTING, AND SUBMITTING FINAL ACCOUNTS
Population Family Planning Commissions at all levels are responsible for coordinating with relevant agencies (planning, finance) to organize inspections, supervision, and use of funds for the program, and to verify the results of the program's objectives according to the responsibility contracts signed between the Population Family Planning Commissions at various levels and the implementing agencies.
- Quarterly and annually, Population Family Planning Commissions at all levels are responsible for preparing comprehensive final accounts reports for the population family planning program as follows:
Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).a) Final accounts report on authorized funds transferred from the central budget to localities:
- For family planning services: The Provincial Health Department prepares a report sent to the provincial Population Family Planning Commission, which confirms the objectives based on the signed responsibility contract with the Provincial Health Department and sends it to the provincial Department of Finance and Prices for review and approval. After the provincial Department of Finance and Prices approves, the provincial Population Family Planning Commission sends one copy to the National Population Family Planning Commission.
- For population work:
The provincial Population Family Planning Commission prepares a report sent to the provincial Department of Finance and Prices for review and approval. After the provincial Department of Finance and Prices approves, the provincial Population Family Planning Commission sends one copy to the National Population Family Planning Commission.
- For population work: Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The provincial Department of Population and Family Planning shall prepare a report to be submitted to the Provincial Department of Finance for examination and approval. After being examined and approved by the Provincial Department of Finance, the provincial Population and Family Planning Committee shall send one copy to the National Population and Family Planning Council.
- After reviewing the expenditure on reproductive health services and population work funded by the central government's delegated budget, the Department of Finance and Prices shall compile and report to the Ministry of Finance in accordance with current regulations regarding the use of the central government's delegated budget.
b) The final account for the portion of expenditure related to the population program objectives within the local final accounts still needs to be submitted to the Department of Finance according to the current system.
c) The final account for the implementation of funds by central-level agencies and mass organizations (or at the local level) shall be sent back to the Population and Reproductive Health Committee at the same level (two copies) after being reviewed and confirmed by the competent financial authority of the agency or mass organization.
d) Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).The National Population and Reproductive Health Council shall aggregate and report the final accounts of subordinate units (units directly receiving funds from the National Population and Reproductive Health Council) to the Ministry of Finance in accordance with current regulations.
e) The finance and price management body shall have the responsibility to regularly inspect, together with the Population and Reproductive Health Committee at the same level, the agencies using the government funds approved for the population and reproductive health program for other purposes.
III. IMPLEMENTATION PROVISIONS
1. This Circular takes effect from January 1, 1993, and all conflicting circulars are hereby repealed.
2. Within 10 working days from the date of receipt of the dossier as mentioned in Sub-clause b, Clause 1, Article 3 above, the Ministry of Foreign Affairs will review and submit to the competent authority for decision (Issues exceeding the Ministry of Foreign Affairs' jurisdiction will be referred to the Prime Minister for consideration and decision).Population and Reproductive Health Committees at local levels shall coordinate to provide specific guidance for consistent implementation at the local level. Any difficulties encountered during implementation should be promptly reported to the relevant ministries for appropriate amendments.
