The printing industry has made significant progress in technology, production capacity, and product quality over recent years, contributing to economic and cultural development and enhancing the spiritual life of the people.

However, alongside rapid development in many aspects, printing activities in recent years have also revealed deficiencies and shortcomings that need timely rectification. In some sectors and localities, printing establishments have developed spontaneously without proper planning and rational organization to fully utilize equipment capacity, lacking focused investment in key enterprises for advanced technology and high competitiveness. Private individuals bringing machines into state-owned printing establishments contrary to State regulations on joint ventures and cooperation has led to tax losses for the State and increased complexity in managing printing activities. The phenomenon of internal printing establishments operating in violation of legal provisions and engaging in illegal business is quite common. Many printing establishments have pursued pure profit without considering social impact.

To strictly implement Directive 22/CT-TW dated October 17, 1997 of the Politburo on continuing reform and strengthening leadership and management of press and publishing work, gradually restoring order, and ensuring printing activities comply with legal provisions, the Ministry of Culture and Information requests central ministries, agencies, and provincial People's Committees to implement the following tasks:

1- Conduct reviews and reorganize printing establishments under their direct management and those within their jurisdictional areas. Particularly, focus on reviewing and reorganizing internal printing establishments according to the essential conditions below:

a- There is genuine internal printing demand with sufficient print page volume to establish a printing establishment.

b- Machine capacity, equipment, factory space, and labor must be commensurate with demand and print page volume.

c- Have qualified leaders and managers with professional standards and political integrity.

d- Have financial conditions to ensure the printing establishment operates legally and does not engage in business.

After review, if a printing establishment does not meet these conditions, it may be dissolved or its organizational form changed according to the Regulations on the Organization and Operation of Printing issued by Decision 2607/VHTT-QĐ-XBI dated August 26, 1997 of the Ministry of Culture and Information.

2. Register important printing equipment such as industrial printing machines, typesetting systems, and major finishing equipment. Equipment registration must meet the following requirements:

- Statistics on the quantity, type, quality, and capacity of printing equipment in the locality and nationwide, serving as initial data for the development plan until 2000 and subsequent years.

- Clarify the origin of printing equipment to formulate appropriate policies.

3. The Ministry of Culture and Information assigns the Publishing Department to provide detailed guidance on reviewing and reorganizing printing establishments and organizing equipment registration nationwide.

Implementation begins from May 1, 1998, and must be completed no later than June 15, 1998, for central ministries, agencies, and provinces to complete restructuring plans for printing enterprises under their management. For Hanoi and Ho Chi Minh City, the deadline is June 30, 1998. Reviewing and reorganizing internal printing establishments and registering printing equipment must be completed by October 31, 1998.

Restructuring the printing industry's organizational system and registering printing equipment is a new, very difficult, and complex task. The Ministry of Culture and Information requests central ministries, agencies, and provincial People's Committees to instruct relevant agencies to promptly implement these tasks and report results to the Ministry of Culture and Information (Publishing Department). The Publishing Department will compile the situation and report on implementation progress, results, and arising issues for the Ministry to address promptly.
