RESOLUTION
The regular meeting of the Government in April 1998
On April 26, 1998, the Government convened its regular meeting in April 1998 to discuss and adopt the following issues:
1. Adoption of the draft Decree detailing the implementation of the Ordinance on thrift and anti-waste presented by Minister of Finance Nguyen Sinh Hung. The Ministry of Finance is instructed to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, based on the additional comments from the meeting, to finalize the draft Decree for the Prime Minister's signature and promulgation.
2. Adoption of the draft Decree detailing the implementation of certain provisions of the Ordinance on anti-corruption presented by State Inspector General Ta Huu Thanh. The State Inspectorate is instructed to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, based on the additional comments from the meeting, to finalize the draft Decree for the Prime Minister's signature and promulgation.
3. Regarding the draft Decree on the Regulations for Implementing Democracy in Agencies presented by Deputy Head of the Organization-Cadre Department of the Government Do Quang Trung, the Organization-Cadre Department of the Government is instructed to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, based on the additional comments from the meeting, to finalize the draft Decree for submission to the Standing Committee of the Party Central Committee and the Standing Committee of the National Assembly for their opinions before the Prime Minister signs and promulgates it.
4. Adoption of the draft Decree on Securities and the Securities Market presented by Chairman of the State Securities Commission Le Van Chau. The State Securities Commission is instructed to coordinate with the Ministry of Justice, the Government Office, and relevant agencies, based on the additional comments from the meeting, to finalize the draft Decree for the Prime Minister's signature and promulgation in May 1998.
The main drafting agencies of the above Decrees and the agencies assigned to them are instructed to promptly submit the Decrees to the Prime Minister for issuance or issue them within their authority, along with necessary guiding documents, to ensure that when the Decrees take effect, they can be implemented immediately.
5. Adoption of the draft Memorandum to the National Assembly regarding the renaming of the Ministry of Home Affairs to the Ministry of Public Security presented by Deputy Head of the Organization-Cadre Department of the Government Do Quang Trung. The Organization-Cadre Department of the Government is instructed to coordinate with the Ministry of Home Affairs, the Ministry of Justice, and the Government Office, based on the additional comments from the meeting, to finalize the draft Memorandum and report to the Prime Minister to submit it in time to the third session of the tenth National Assembly.
