Pursuant to the "Regulation on Investment Construction Management" issued together with Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government;
THE MINISTER OF INDUSTRY
Based on the Government's Decree No. 74/CP dated November 1, 1995 on the functions, tasks, powers, and organizational structure of the Ministry of Industry;
Pursuant to Circular No. 80/BXD-VKT dated January 20, 2000 of the Ministry of Construction agreeing to the Basic Construction Unit Prices for specialized installation, testing, and calibration of equipment and power communication lines;
The Basic Construction Unit Prices for specialized installation, testing, and calibration of equipment and power communication lines are hereby issued together with this Decision.
Delegating the Management Boards of High-Tech Zones in provinces and centrally governed cities the authority to approve plans for importing finished products to combine with export products and to approve the liquidation of machinery, equipment, transportation means, materials, and raw materials of joint ventures, wholly foreign-owned enterprises, export processing enterprises, and contractual joint ventures under the management of the delegated authority.

Article 1. These Unit Prices shall be used for preparing, reviewing, examining, tendering, and final settlement of construction contracts for projects permitted to be awarded through direct contracting in the work of installation, testing, and calibration of equipment and power communication lines.
Article 2. The Basic Construction Unit Prices for specialized installation, testing, and calibration of equipment and power communication lines shall be uniformly applied nationwide from January 1, 1999, replacing the Basic Construction Unit Prices for specialized installation, testing, and calibration of equipment and power communication lines issued together with Decision No. 3745/QĐ-KHĐT dated December 13, 1996 of the Ministry of Industry.
Article 3. The Director of the Office of the Ministry, heads of relevant departments, General Directors of Vietnam Electricity Corporation, and Project Management Board Directors for electrical works are responsible for implementing this decision.
