BASED ON DECREE NO. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;

Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;Pursuant to Decree No. 87/CP dated August 5, 1997 of the Government promulgating the regulations on management and utilization of official development assistance;

Pursuant to Circular No. 124/1999/TT-BTC dated October 15, 1999 of the Ministry of Finance guiding the receipt and collection of the non-project unconditional aid from the Government of Japan for the fiscal year 1998;

Pursuant to the letter assigning officials to participate in the inter-ministerial advisory board to manage and collect the non-project unconditional aid from the Government of Japan for the fiscal year 1998 issued by the Ministry of Planning and Investment, the Ministry of Trade, and the Government Price Board;

Considering the proposal of the Director of the Department of Foreign Financial Affairs, the Director of the Department of Organization and Training;

The inter-ministerial advisory board to manage and collect the non-project unconditional aid from the Government of Japan for the fiscal year 1998 shall be established in accordance with Circular No. 124/1999/TT-BTC dated October 15, 1999 of the Ministry of Finance, consisting of the following individuals:

DECISION:

Article 1. 1. Mr. Nguyen Thanh Do, Deputy Director of the Department of Foreign Financial Affairs - Ministry of Finance, Chairman of the Board.

2. Mr. Tran Huu Tien, Deputy Director of the Enterprise Finance Department, Vice-Chairman of the Board.

3. Mr. Pham Minh Ngoc, Deputy Director of the Department of Trade and Services - Ministry of Planning and Investment, member.

4. Ms. Trinh Thanh Hien, Deputy Director of the Planning Department - Ministry of Trade, member.

5. Mr. Nguyen Dinh Anh, Head of the Comprehensive Planning Section - International Aid Reception Management Board, member.

6. Representative of the Government Price Board: The Government Price Board will assign a representative to participate in the Board, depending on specific aid items.

7. Representative of the agency managing the enterprise receiving goods: The Chairman of the Board will invite a representative of the agency managing the enterprise receiving goods to participate in the Board, depending on specific aid items.

The inter-ministerial advisory board assisting the Minister of Finance in managing and collecting the non-project unconditional aid from the Government of Japan for the fiscal year 1998 shall operate according to the working regulations attached to this decision. The Board will dissolve itself upon completion of its mission.

Article 2. This Decision takes effect from the date of signature. The Directors of the Departments of Organization and Training, Foreign Financial Affairs, the Director of the Enterprise Finance Department, the Director of the Ministry of Finance's Office, and the individuals named in Article 1 are responsible for implementing this Decision.

Article 3. This Decision shall take effect from the date of signing. The Director of the Cadre Organization and Training Department, the Director of the Foreign Financial Affairs Department, the Director of the Enterprise Finance Department, the Head of the Ministry of Finance’s Office, and the officials named in Article 1 shall be responsible for implementing this Decision.
