Pursuant to Decree No. 81/CP dated November 8, 1993 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture and Information,

Pursuant to Decision No. 235/1999/QĐ-TTg dated December 23, 1999 of the Prime Minister on the establishment of the Directorate for the Campaign of the Movement for the Whole Population United to Build a Cultural Lifestyle;

Based on the proposal of the Standing Board

 

DECISION:

Article 1: This Decision hereby promulgates the Implementation Plan for the Movement for the Whole Population United to Build a Cultural Lifestyle attached hereto.

Article 2: This Decision takes effect from the date of issuance

Article 3: The Standing Board and members of the Directorate for the Movement for the Whole Population United to Build a Cultural Lifestyle shall be responsible for implementing this Decision.

IMPLEMENTATION PLAN FOR THE MOVEMENT

"WHOLE POPULATION UNITED TO BUILD A CULTURAL LIFESTYLE"

For the Whole Population United to Build a Cultural Lifestyle

I. OBJECTIVES - REQUIREMENTS

- To create changes in awareness among Party committees, authorities, all levels and sectors, from state agencies to society, among cadres, party members, and all social strata regarding the role and position of culture and human factors in the cause of industrialization and modernization of the country, building and defending the nation.

- To coordinate and promote existing mass movements within the overall movement of the Whole Population United to Build a Cultural Lifestyle, while incorporating cultural content into existing movements of ministries, departments, mass organizations, and localities.

- To preserve and promote traditional cultural values, selectively conserve good customs and traditions of the nation, gradually eliminate outdated and backward elements, and form new civilized habits, living and working according to the law.

- To build and strive towards standards, regulations, and rules concerning a cultured lifestyle. To mobilize all societal resources to participate in creative activities and the construction of a cultural lifestyle, creating conditions for cultural activities to develop, gradually improving the level of cultural enjoyment by the people, contributing to promoting social development.

II. GOALS AND MAIN CONTENTS

II.1 General Goals

In the short term, mobilizing the strength of the entire Party, the whole people, and all social resources to focus on two areas:

1. Uniting to build good thoughts, morals, and lifestyles

2. Uniting to build a rich, healthy cultural lifestyle, pushing back social evils.

Implementing the direction set out in Resolution No. 5 of the Central Committee (Term VIII) "to make culture permeate all aspects of life and social activities, into every person, every family, every group and community, every residential area, into all fields of human activity and relations, creating a high spiritual life, high literacy, scientific development, serving the force of the cause of industrialization and modernization for the goal of a wealthy people, a strong country, a fair and civilized society, advancing steadily towards socialism."

Striving to achieve the following main targets by 2005:

- 50% of families meeting cultural standards recognized by the People's Committee of districts, counties, towns, and cities.

- 40% of villages, hamlets, and neighborhoods meeting cultural standards recognized by the People's Committee of provinces and cities.

- 95% of families in the delta region, 80% of families in mountainous regions having audiovisual equipment.

- Each person has 4 books/year

- Each commune, ward, town has 1 cultural-sports facility

II.2 Main Contents

The basic content of the "Whole Population United to Build a Cultural Lifestyle" movement is reflected in five points as follows:

1. Developing the economy, helping each other to become properly wealthy, eliminating poverty.

Units, collectives, residential areas, villages, communes need to:

- Promote activities of various forms of vocational promotion, business clubs...

- Organize science and technology clubs.

- Have various forms of capital assistance, exchange of business experience to improve economic livelihood.

- Be supportive and help each other to escape poverty and backwardness.

2. Building a healthy political ideology

- Enhance patriotic feelings, national pride linked with the patriotic emulation movement.

- Consensus on the political line of the Party

- Strictly comply with state laws

- Fulfill assigned political tasks

- Struggle against wrong viewpoints

- Have a sense of self-reliance and national dignity

- Safeguard state secrets

3. Building a civilized lifestyle, social discipline, living and working according to the law.

- Building industrial work styles, working with discipline, complying well with unit internal regulations, village, commune, neighborhood conventions, and public place regulations. Living and working according to the law.

- Practicing civilized, respectful communication, cheerful attitudes, and responsibility towards work.

- Building civilized workplaces, reducing cumbersome procedures, bureaucratic waste.

- Practicing a civilized, healthy, and thrifty lifestyle in weddings, funerals, ancestral anniversaries, festivals, and other social activities.

- Preserving and promoting fine traditional customs and moral values of the nation.

- Not performing religious practices (such as placing incense bowls, setting up altars, offering sacrifices...) outside the designated premises for worship.

- Not smoking cigarettes in kindergartens, hospitals, meeting rooms, movie theaters, concert halls, on trains, airplanes, and places where many people gather.

4. Building a clean, beautiful, safe cultural environment

- Maintaining hygiene at homes and public places

- Not causing disturbances and disrupting order

- Not occupying sidewalks, road edges, public land

- Not posting, writing, or drawing advertisements indiscriminately in public places

- Dressing neatly and appropriately when going out.

- Houses, workplaces, toilets tidy, neat, clean.

- Protecting public greenery and encouraging households and organizations to plant trees, build flower gardens, and ornamental plants.

- Protecting historical-cultural relics, revolutionary sites, and natural conservation areas.

- Not circulating harmful cultural products.

- Actively preventing prostitution, drug addiction, gambling, and corruption.

- Preventing theft, fire, explosion, traffic accidents.

5. Building cultural-sports facilities and improving the quality of grassroots cultural-sports activities.

Cultural and sports institutions include cultural houses, sports centers, various types of art clubs, artistic teams, mobile information teams, parks, entertainment areas, reading rooms, fitness rooms, communal postal and cultural service points... have been and continue to meet the needs for creative and cultural enjoyment, improving the quality of life, and contributing to educating thoughts, morals, and lifestyles. Therefore, units, groups, residential areas, villages, and communes need:

- Plan locations for organizing cultural and sports activities.

- Annually determine development targets for culture and sports, strengthen material infrastructure, and train staff for culture and sports.

- Determine funding for existing cultural and sports institutions.

- Establish a fund for building a civilized lifestyle.

- Organize exchange, creation, and cultural enjoyment activities.

III.3. Specific Movements

The All-People Solidarity Movement for Building a Civilized Lifestyle must be recognized as a broad mass movement where every individual and organization in society has the responsibility to participate. It is necessary to promote the following specific movements:

1. Building Good People and Good Deeds, Advanced Examples

All agencies, enterprises, organizations, and armed forces should identify the task of building and discovering, praising, and rewarding good deeds of individuals of all ages, praising good people as a positive contribution to shaping the character of Vietnamese people.

The criteria for assessing good people and good deeds are based on the five virtues outlined in Resolution 5 (Session VIII) as follows:

- Having a spirit of patriotism, self-reliance, striving for national independence and socialism, with the will to lift the country out of poverty and backwardness, uniting with the world's people in the struggle for peace, national independence, democracy, and social progress.

- Having a sense of collectivity, unity, and striving for common interests.

- Living a healthy lifestyle, practicing civilized habits, being thrifty, honest, benevolent, respecting laws, community regulations, and environmental protection.

- Working diligently with a sense of professional conscience, having skills, creativity, and high productivity for personal, family, collective, and societal benefits.

- Continuously studying to improve knowledge, professional expertise, aesthetic appreciation, and physical health.

Based on these five virtues, each level and sector should develop specific criteria suitable for their particular activities and work.

2. Building Civilized Families

The family is the cell of society. The cultural environment within the family is a crucial factor in shaping the thoughts, morals, and lifestyles of its members. Building a civilized family according to the following four criteria:

- A family that is prosperous, harmonious, progressive, healthy, and happy.

- Having a plan for developing family economy, becoming wealthy through legitimate means.

- Spouses being equal and respectful towards each other.

- Parents having the responsibility to raise children healthily, teach them well, and treat all children fairly.

- Elders (grandparents, parents, older siblings) living exemplary lives.

- Children being filial, obedient, courteous, fulfilling their duty to care for grandparents, parents, and relatives.

- Paying attention to maintaining health and preventing illness.

- Fulfilling civic duties properly.

- Not violating the law, fully complying with citizens' rights and obligations.

- Not having anyone involved in social evils.

- Not having school-age children who do not attend school.

- Maintaining环境卫生和保护村庄、街区的景观、文化遗产和历史遗迹。

实施计划生育

每对夫妇只生育一个或两个孩子。

制定合理的消费计划,节约开支。

在社区内团结互助:

共同建设新的社区生活。

团结帮助在困难和灾难时期互相支持,帮助贫困家庭和孤寡家庭,互相消除贫困。

积极参加由地方组织的社会慈善活动。

参与调解各种分歧关系,以建设性意识参与。

全面参加村、社区的各种会议和聚会。

全民团结建设新的社区生活

这是由越南祖国阵线中央委员会于1995年5月发起的一项运动,在全国各社区广泛开展,已取得许多实际成果。该运动旨在以下六个统一指导方向的内容:

- 团结帮助彼此发展经济,合法致富并消除贫困。

- 团结发扬互帮互助的传统,从事人道主义活动和报恩。

- 团结发扬民主,维护纪律,人人依法和社区公约生活和工作。

- 团结建设文明生活方式,保持和发扬民族文化和优良习俗。

- 团结关心教育事业,提高文化水平,并实施初级卫生保健计划。

- 团结建设坚强有力的政治基础,密切联系群众。

4. 建设文明村庄、社区

包括以下五个标准:

- 经济生活稳定并逐步发展。

- 精神文化生活健康丰富。

- 环境清洁美丽。

- 有娱乐场所和文化体育活动。

- 遵守法律,执行党的政策和社会政策,以及政府总理关于制定和实施村规民约的第24号指示。

5. 建设具有文明习惯的工作单位、企业、团体等

所有国家机关、武装力量单位、公安、学校、医院等(统称为工作单位),以及企业(生产和服务场所)都响应这一运动,并根据各自行业领域具体命名。达到文明习惯单位的标准包括以下几点:

- 工作环境整洁优美安全。

- 政治生活规范有序。

- 有劳动纪律意识,创新合作,共同高效完成任务,效果显著。有学习制度,提高专业技能。

- Maintain close relations with the grassroots level and the people; eliminate cumbersome procedures, effectively implement administrative reform, and cultivate civilized and courteous behavior in daily life and communication.

- Promote democracy at the grassroots level. Foster internal unity, seriously engage in self-criticism and mutual criticism; effectively combat corruption, wastefulness of public funds, and other negative phenomena.

- Safeguard state secrets

- Regularly organize cultural, artistic, physical education, and sports activities to enhance the cultural life and physical fitness of workers.

It is necessary to concretize and supplement the content of these movements to be appropriate and practical for each unit's operational area.

6. The entire population should exercise their bodies following the example of the great President Ho Chi Minh.

With the following contents:

- Each citizen chooses one sport to practice.

- Each family strives to meet the criteria of a sports family (at least 50% of family members regularly participate in physical exercise and sports training).

- Each school implements regular physical education classes and extracurricular activities well.

- Each military and police unit meets the standards for physical training as prescribed.

- Each commune and ward has at least one recreational and physical exercise area.

- Each village has one sports club.

- Complete land planning for physical education and sports in accordance with Directive 274/TTg of the Prime Minister.

7. Vigorously promote the study and creative labor movement.

- Widespread implementation of this movement among all strata of the population, especially intellectuals, artists, journalists, and scientists to raise the people's knowledge, professional skills, and produce many valuable cultural, artistic works and scientific projects serving the country's industrialization and modernization.

- All levels of government, agencies, and mass organizations need to:

+ Pay attention to creating favorable conditions for the people to improve their knowledge and skills in all aspects. Expand the study encouragement movement.

+ Develop plans to hold vocational training courses, train and support cultural and artistic talents.

+ Invest funds to organize creative camps and implement scientific topics.

+ Award prizes to outstanding works and projects.

+ Bestow state honors on authors who have contributed to developing the country's cultural, artistic, and scientific endeavors.

Depending on the characteristics of each type of movement, ministries, sectors, mass organizations, social organizations, and localities shall base on the basic content of the "All People United to Build a Civilized Lifestyle" movement to specifically define the criteria for building a civilized lifestyle in each field and at each facility appropriately. Respect and highlight the creativity and exploration of various forms of grassroots activities to quickly integrate the movement into daily life.

III. MAJOR MEASURES

1. Strengthen Party leadership, enhance awareness of the significance and objectives of the movement, closely coordinate and synchronize between the grassroots-level administration and management agencies with the People's Councils and mass organizations at all levels.

In accordance with the guidelines of Resolution No. 5 of the Central Committee (Term VIII), all levels of government, ministries, sectors, and mass organizations must determine the role and position of culture, based on the content of building a civilized lifestyle to incorporate and supplement into the content of movements initiated by units. Consider directing, launching, and building the "All People United to Build a Civilized Lifestyle" movement as a driving force and a component of the patriotic emulation movement. Effectively carry out information dissemination and propaganda work.

2. Increase investment in cultural, artistic, information, and sports facilities at all levels.

Implementing Resolution No. 5 must ensure that the proportion of budget spending on culture increases in line with the economic growth rate. Encourage localities to increase investment in cultural facilities. Aim for each commune and ward to have a cultural facility (community center) linked with trained management staff. Develop a broadcasting network to reach every household, supporting mass cultural and artistic activities.

3. Implement policies to socialize cultural construction activities:

Fully understand and organize the promotion and implementation of Resolution No. 90/CP and Decree No. 73/CP of the Government on socializing cultural activities. With the goal of relying on the people's strength to care for the people, thereby improving the quality of life for each individual.

- Encourage various economic components and social strata to participate in cultural construction activities.

- Form clubs.

- Implement policies to protect intellectual property rights for producers, creators, artists, and those serving the cultural life of the people.

- Implement preferential policies on tax, land, and loans for cultural construction activities.

- Implement policies to reward collectives and individuals actively serving cultural life.

- Encourage investment in building grassroots cultural facilities.

- Implement the National Cultural Fund for mountainous areas, ethnic minority groups, revolutionary regions, resistance areas, remote areas, border areas, islands, and disadvantaged social groups.

4. Strengthen state management, inspection, and supervision.

The Central Steering Committee and local governments, ministries, sectors, and mass organizations should select pilot points to direct the movement, strengthen inspections and supervision, draw lessons from successful models, address weaknesses, correct deviations, and ensure the "All People United to Build a Civilized Lifestyle" movement develops firmly and rapidly integrates into daily life.

The Ministry of Culture, Sports, and Tourism and central agencies should strengthen state management over culture and information to contribute to the rich, diverse, healthy, and correct development of cultural activities. Enhance inspections and supervision to restore cultural order according to Decree No. 87/CP and build civilized lifestyles according to the Central Committee's Directive No. 27.

Annually, local governments, departments, and mass organizations at the same level should conduct cross-checks, assess the actual situation of the movement, promptly propose solutions to overcome difficulties, create conditions for the movement to develop, and consider recognizing individuals and collectives with achievements for timely publicity and commendation.

5. Vigorously promote competition and reward activities.

- Organize the first nationwide review conference. The State and Government shall have forms of commendation and reward (Certificates of Recognition, Orders, Medals, Commemorative Medals, Merit Titles, etc.) to honor and commend outstanding collectives and individuals in the "All People United for the Civilized Life" movement.

This is a broad movement attracting the participation of all social strata, so there will be many branch movements. Each movement corresponds to a merit title such as:

- Good person and good deed

- Cultural family

- Advanced and excellent residential area

- Cultural village, hamlet, commune, ward

- Workplace meeting cultural standards

- Civilized enterprise, factory, business...

- School with civilized lifestyle

- Unit achieving high results in physical training

- Artist contributing to the construction of civilized life

- Soldier contributing to the construction of civilized life

- Platoon, company, regiment... border guard post, police station... having a good cultural environment.

Study and propose to the Steering Committee for approval of a general merit title for individuals and collectives achieving outstanding results in the "All People United for the Civilized Life" movement.

IV. IMPLEMENTATION

- The Central Steering Committee for the "All People United for the Civilized Life" movement has a permanent office and a secretariat to assist the Steering Committee. The Central Steering Committee coordinates with local authorities to guide the movement, implement plans, establish operational regulations, specific programs, and implementation measures for each locality, compile and grasp the situation, organize surveys, reviews, summaries, commendations, and public recognition of the movement.

- The Ministry of Culture, Sports and Tourism plays a leading role, advises the Steering Committee; institutionalizes Party and State documents; guides and summarizes practical experience, combining management work with scientific research work, quickly forming a standard concept about civilized life and supplementing and perfecting the basic content of civilized life construction to meet the requirements of movement guidance; directly supervises and guides the movement of building cultural families, villages, communes, wards.

- The Vietnam Fatherland Front Committee serves as the main link between mass organizations, sectors, and associations, serving as the backbone of the movement. At the same time, it directly leads the campaign "All People United to Build a New Life in Residential Areas."

- The General Department of Physical Culture and Sports leads the movement to encourage the whole people to exercise according to the example of the Great President Ho Chi Minh, coordinating with the Ministry of Culture, Sports and Tourism to consolidate the organizational system of culture, information, and sports at provincial, district, and grassroots levels.

- The Review and Reward Councils at all levels are responsible for assisting local authorities in regularly guiding the movement; working with the Ministry of Culture, Sports and Tourism to develop proposals on general merit titles for the movement and to classify rewards for each level and sector.

- Ministries, Committees, and Sectors coordinate their actions to guide their organizational systems to implement this Plan well. Each agency and unit needs to formulate specific action programs to implement the "All People United for the Civilized Life" movement in accordance with its work situation and historical context. Set criteria for competition and rewards. The Ministry of National Defense and the Ministry of Public Security monitor and guide this movement in military and security units. The Ministry of Education monitors and guides this movement in schools.

- Vietnam Television, Voice of Vietnam, and other mass media agencies regularly promote and introduce exemplary models of good people, good deeds, advanced examples, experiences, and successful models of the "All People United for the Civilized Life" movement... criticize irresponsible behaviors of individuals and collectives towards the movement.

- The National Center for Social Sciences and Humanities should soon implement basic research and sociological surveys on cultural life across various fields and regions in the country, helping to improve the quality and effectiveness of the movement's guidance.

- The Central Propaganda and Culture Board, the Central Mass Mobilization Board, and mass organizations: Vietnam Veterans Association, Vietnam Women's Union, Vietnam Farmers' Union, Ho Chi Minh Communist Youth Union, Vietnam General Confederation of Labor coordinate and guide the organizational system from central to local levels to act together and organize teams closely following the areas, based on the content of the "All People United for the Civilized Life" movement, mobilizing the people to effectively respond and implement, summarizing experiences, expanding exemplary cases, overcoming weaknesses, correcting deviations to ensure the steady development of the movement. The Vietnam General Confederation of Labor monitors and guides this movement among workers and civil servants.

- Literary and Art Associations organize forces to go into practice, encouraging artists and scientists to create many works and scientific projects on culture, literature, and art to serve the people, especially topics related to patriotism, revolution, ethnicity, and mountainous areas.

Annually, members of the Steering Committee are responsible for reporting the results of organizing and implementing the movement in their respective fields to the Permanent Office of the Steering Committee for compilation and reporting to the Prime Minister./.
