Pursuant to the Law on Government Organization dated September 30, 1992; To have comprehensive information about the socio-economic situation and the distribution of economic, administrative, and public service units operating throughout the country and by each province, city, district, and county; serve as a benchmark for evaluating the achievement of socio-economic development goals according to the Resolution of the Ninth National Party Congress for the period 2001-2010; serve as a basis for developing regional planning; and simultaneously provide basic data for the overall framework of annual sample surveys;

At the proposal of the General Statistics Office Director,

DECISION:

Article 1. Organize the General Census of Economic, Administrative, and Public Service Units (the second time) in 2002 nationwide (excluding economic units in agriculture, forestry, and fisheries sectors which already have data from the General Census of Rural Areas, Agriculture, and Fisheries in 2001).

Article 2. The content of the census includes the following main issues:

- General indicators regarding economic, administrative, and public service units (name, address, organizational form, economic component...);

- Indicators on workforce size, skill level, industries, production and business results;

- Some indicators on information technology infrastructure and application levels.

Article 3. The implementation period of the General Census is from July 1, 2002 to July 30, 2002; the General Statistics Office will report preliminary results in October 2002; the official results of the General Census will be announced at the end of the second quarter of 2003.

Article 4. Implementation organization:

Establish a Central Steering Committee for the General Census headed by the Director of the General Statistics Office.

The head of the General Census Steering Committee shall direct local Statistical Offices and coordinate with Ministries and sectors to develop plans and schemes, organize the implementation of the General Census effectively; coordinate with the Ministry of Planning and Investment and the Ministry of Finance to prepare the budget for approval by the Government.

Article 5. This Decision takes effect from the date of issuance;

Article 6. The Director of the General Statistics Office, Ministers of Ministries, agencies equivalent to ministries, Heads of government agencies, Heads of central agencies of political organizations, and the Chairmen of Provincial People's Committees directly under the Central Government are responsible for implementing this Decision./.
