REGARDING GUIDELINES FOR BESTOWING THE TITLES
PEOPLE'S DOCTOR AND OUTSTANDING DOCTOR, SIXTH TIME
Implementing the Ordinance dated May 30, 1985 of the State Council on national honorary titles to be bestowed upon artists, teachers, and doctors, and Decree No. 05/HĐBT dated January 9, 1987 of the Council of Ministers (now the Government) on implementing the Ordinance of the State Council on national honorary titles to be bestowed upon doctors, and Circular No. 178 CV/CN dated June 25, 1996 of the President's Office agreeing to bestow the title of People's Doctor and Outstanding Doctor on pharmacists working at hospitals based on evaluation results and lessons learned from the first, second, third, fourth, and fifth times, the Ministry of Health guides the bestowing of the title of People's Doctor and Outstanding Doctor for the sixth time as follows:
I. OBJECTS
1- Physicians, medical assistants, traditional medicine doctors (collectively referred to as doctors) engaged in preventive health care, disease prevention and control, diagnosis and treatment, medical research, and management in all specialized technical medical units from central to local levels and in various sectors. all medical technical units from central to local levels and healthcare sectors.
2- University pharmacists and secondary school pharmacists (collectively referred to as pharmacists) currently working at hospitals.
3- Doctors and pharmacists in management agencies within the healthcare sector who previously had sufficient time directly engaged in specialized technical medical work for doctors and sufficient time working at hospitals for pharmacists. Specifically, they must have at least 10 years out of 15 years of service for People's Doctor and at least 7 years out of 10 years for Outstanding Doctor.
Doctors whose main responsibility is teaching at healthcare schools are not eligible for the title of Doctor but are eligible for the title of Teacher. Each individual can only be considered for one of the three national honorary titles (Artist, Teacher, Doctor).
II- CRITERIA
A. PEOPLE'S DOCTOR:
1- MORALITY
Loyalty to the country and socialism, passionate about their profession, with high sense of responsibility, rich in compassion, devoted to patients and the health care cause for the people according to President Ho Chi Minh's teachings "physicians are like mothers." Modest in learning, honest, united, and dedicated to helping colleagues, nurturing young generations. Adheres to the law, always serving as a shining example in the industry regarding lifestyle, conduct, and moral and medical ethics. virtue: 2- TALENT AND CONTRIBUTIONS TO THE CAUSE OF HEALTH CARE FOR THE PEOPLE: - Achieved outstanding results over many years, improving the quality and effectiveness of their work in their field of responsibility, recognized and highly evaluated by colleagues and management levels.
- Made significant contributions to the development of the unit and the industry in terms of professional technical development, training of cadres, building a technical medical workforce, organizational management improvements, thereby enhancing the quality of professional work and service efficiency.
- Conducted scientific research projects, innovative ideas, or applications of modern medical and pharmaceutical science and technology or traditional medical and pharmaceutical knowledge that have been widely applied and brought high effectiveness in health care work. These scientific research projects and innovations must be recognized and ranked highly by a scientific council at the ministerial level or higher.
3- TIME ENGAGED IN SPECIALIZED TECHNICAL MEDICAL WORK: Implemented as Article 2 of Decree No. 05/HĐBT dated January 9, 1987 of the Council of Ministers (now the Government). Specifically, for People's Doctor:
- At least 15 years directly engaged in specialized technical medical work in the industry.
- For those engaged in health management work, they must have at least 10 years of specialized technical medical work experience out of 15 years of service.
- For those working in remote, border, island areas, or in hazardous jobs prone to infection, the requirement is reduced by 5 years.
- For pharmacists, the time spent working as a pharmacist at a hospital counts as direct specialized technical medical work.

2- TALENT AND CONTRIBUTIONS TO THE CAUSE OF HEALTH CARE FOR THE PEOPLE:
- Achieved outstanding results over many years, improving the quality and effectiveness of their work in their field of responsibility, recognized by colleagues and direct management.
- Made positive contributions to the development of the unit and the industry in terms of professional technical development, cadre training, building a technical medical workforce, organizational management improvements, thereby enhancing the quality of professional work and service efficiency.
- Conducted scientific research topics, innovative ideas, or applications of modern medical and pharmaceutical science and technology or useful solutions belonging to modern or traditional medical and pharmaceutical knowledge that have been widely applied and brought practical benefits at the unit or locality.
- These scientific research topics and innovations must be recognized and ranked highly by a scientific council of the unit under the Ministry, provincial health department, or provincial hospital.
Implemented as Article 2 of this Decree No. 05/HĐBT dated January 9, 1987 of the Council of Ministers (now the Government). Specifically, for Outstanding Doctor:
- At least 10 years directly engaged in specialized technical medical work in the industry.
- For those engaged in health management work, they must have at least 7 years of specialized technical medical work experience out of 10 years of service.
- For those working in remote, border, island areas, or in hazardous jobs prone to infection, the requirement is reduced by 3 years.
- For those engaged in health management work, they must have at least 10 years of specialized technical medical work experience out of 15 years of service.
- For pharmacists, the time spent working as a pharmacist at a hospital counts as direct specialized technical medical work.
- The time directly working in the medical technical field must be at least 10 years.
- For health management staff, they must have at least 7 years of medical technical work experience within the total 10 years of service.
- For those working in remote, border, island areas, or in hazardous and infectious jobs, the requirement can be reduced by 3 years.

C- SOME PRINCIPLES FOR SELECTING PEOPLE'S DOCTORS AND OUTSTANDING DOCTORS
AND OUTSTANDING DOCTORS
1- Each individual may only be granted one of the three honors bestowed by the State. However, each honor can be considered from the Outstanding Doctor level up to People's Doctor if they meet the criteria and conditions. Therefore, those who have been honored with the title of Outstanding Doctor, through their efforts, may be eligible for the People's Doctor title if they meet the standards. The minimum period between receiving the Outstanding Doctor title and being nominated for the People's Doctor title is six years. 2- The primary criterion must be moral character, professional talent, and dedication to the profession, which are very important standards. The criterion regarding the time spent directly working in medical technical specialties is merely a qualifying standard and not a decisive factor in the selection process.
Units and localities need to ensure strict principles and apply these standards to select doctors who exemplify virtue, talent, and prestige within the profession to recommend for the People's Doctor and Outstanding Doctor titles. 3- The evaluation for granting the title should prioritize doctors directly engaged in medical technical specialties such as diagnosis and treatment, preventive medicine, community health, and medical research.
4- Individuals currently under disciplinary review or during the disciplinary period are not eligible for nomination for the People's Doctor and Outstanding Doctor titles.
5- For doctors currently working in health management agencies, if they meet the criteria stipulated in the Circular, they: - May participate in the assessment at their direct workplace before transitioning to management work or join the assessment at the Health Department Office or the office of relevant ministries.
- During their management tenure, they must maintain their achievements while contributing effectively to management work, making significant contributions to the development and construction of the health sector, and gaining high trust from their organization and the public.
6- The selection process must be based primarily on the established criteria but should reasonably consider factors such as participation in anti-French and anti-American resistance, gender, ethnic minority status, work in remote areas, and direct service in medical technical specialties in war zones B, C, and K, where they have made positive and effective contributions to the care and protection of public health. III. ESTABLISHING THE EVALUATION COMMITTEE FOR GRANTING THE TITLES OF PEOPLE'S DOCTOR AND OUTSTANDING DOCTOR AT ALL LEVELS
(referred to as the Evaluation Committee for Doctors' Titles)
A- TASKS AND METHODS OF OPERATION OF THE COMMITTEES AT ALL LEVELS:
1- Direct and urge the evaluation of the People's Doctor and Outstanding Doctor titles in Ministries, units, and localities to ensure quality, timing, and compliance with national, government, and Ministry of Health regulations.
2- The committee has the responsibility to select and propose to the higher-level committee lists of individuals meeting the criteria for the People's Doctor and Outstanding Doctor titles.
3- The committee operates according to democratic, collective principles and secret ballot voting. At least two-thirds of the total number of committee members must attend for a session to be valid. Only individuals receiving at least two-thirds of the votes of confidence from the total number of committee members as per the Decision shall be proposed to the higher-level committee for consideration.
B- ESTABLISHMENT OF COMMITTEES AT ALL LEVELS:
1- Central Committee:
Established by the Prime Minister's decision. The Minister of Health serves as the Chairman of the Central Committee.
2- Committee of Ministries and equivalent agencies:
Composed of 9 to 15 members appointed by the Minister. The committee includes: a leader of the Ministry as the Chairman, the Chairman of the Sectoral Trade Union (if there is no sectoral trade union, then the Director of the Cadre and Civil Servant Affairs Department serves as Vice-Chairman), members are heads of certain functional departments, the person in charge of the sectoral health, the Chairman of the Scientific Council of the Ministry, some People's Doctors and Outstanding Doctors (if available) or doctors and pharmacists with capability and prestige representing internal medicine, surgery, preventive medicine, traditional medicine, pharmacy... 3- Committees in localities (Health Departments of provinces and centrally-administered cities):
Each province and centrally-administered city establishes a provincial committee with 9 to 15 members appointed by the Health Department Director and approved by the Chairman or Deputy Chairman of the Provincial People's Committee.
The committee includes: the Health Department Director as the Chairman, the Chairman of the Local Health Sector Trade Union as the Vice-Chairman, members are: Deputy Directors of the Health Department responsible for specific fields, the Head of the Cadre and Civil Servant Affairs Department, the Heads of the Medical and Pharmaceutical Affairs Departments, the Chairman of the Scientific Council of the Health Department, the Chairman of the Traditional Medicine Association of the Province, the Director of the Provincial General Hospital, doctors and pharmacists with capability and prestige representing internal medicine, surgery, preventive medicine, traditional medicine, pharmacy...
4- Committees in units subordinate to Ministries and Ministry Agencies:
Composed of 9 to 15 members appointed by the Unit Leader.

Members are: the Head of the Cadre and Civil Servant Affairs Department, the Head of the Professional Affairs Department (or Medical Affairs Department), some People's Doctors and Outstanding Doctors (if available) or doctors and pharmacists with capability and prestige representing departments and sections within the unit.
+ Committees in Ministry Agencies include: the agency leader as the Chairman, the Trade Union Chairman as the Vice-Chairman. Members are: the Head of the Cadre and Civil Servant Affairs Department, some Heads of Departments and Bureaus, some People's Doctors and Outstanding Doctors (if available) or doctors and pharmacists with capability and prestige representing Departments and Bureaus within the agency. scientific Ministry, some People's Doctors, Excellent Doctors (if any) or doctors and pharmacists with competence and reputation representing internal medicine, surgery, preventive medicine, traditional medicine, pharmacy...
3- Councils at local levels (Provincial Health Departments):
Each province or centrally governed city shall establish a provincial council with 9 to 15 members, proposed by the Provincial Health Department Director and decided upon by the Chairman or Vice-Chairman of the Provincial People's Committee.
The council consists of: The Provincial Health Department Director as Chairperson, the Chairman of the Local Health Workers' Union as Deputy Chairperson, and members including Deputy Directors responsible for medical and pharmaceutical specialties, Head of Personnel Department, Heads of Medical and Pharmaceutical Departments, Chairman of the Scientific Council, Chairman of the Traditional Medicine Association, Director of the Provincial General Hospital, doctors and pharmacists with competence and reputation representing internal medicine, surgery, preventive medicine, traditional medicine, pharmacy...
4- Councils at subordinate ministries and ministry-level agencies:
Consisting of 9 to 15 members, established by the head of the unit.
+ The councils at subordinate ministries consist of: the head of the unit as Chairperson, the Chairman of the Unit's Trade Union as Deputy Chairperson, and members including the Head of Personnel Department, the Head of Business Department (or Medical Affairs Department), some People's Doctors, Excellent Doctors (if any) or doctors and pharmacists with competence and reputation representing departments within the unit.
+ The ministry-level agency council consists of: the head of the agency as Chairperson, the Chairman of the Agency's Trade Union as Deputy Chairperson, and members including the Director of the Cadre and Civil Servant Organization Department, some Department Directors (or Bureau Directors), some People's Doctors, Excellent Doctors (if any) or doctors and pharmacists with competence and reputation representing departments and bureaus within the agency.
All levels of Councils shall establish a secretariat (or committee) to assist the Council, as decided by the Chairperson of the Council. Where Councils are not established (such as District Health Centers and units directly under the Department of Health), a Steering Committee (comprising the Party, government, trade union, and staff organization) must be formed to thoroughly and promptly direct the awarding process.
IV. PROCEDURE FOR AWARDS SELECTION
NATIONAL MEDICAL DOCTOR AND OUTSTANDING MEDICAL DOCTOR TITLES
Step 1: Preparation and dissemination of awarding documents at the grassroots level:
Meetings between the Party, government, trade union, and youth organizations shall be held to disseminate the documents, develop implementation plans, and establish an awarding council for the National Medical Doctor and Outstanding Medical Doctor titles at the unit and local level.
The Director of the Department of Health and the Heads of units directly under the Ministry have the responsibility to organize guidance on the following documents: the Ordinance dated May 30, 1985, Decree 05/HĐBT dated January 9, 1987, and Circulars issued by the Ministry of Health guiding the awarding of the National Medical Doctor and Outstanding Medical Doctor titles for the sixth time to all medical officers and civil servants under their management. over cadres and civil servants under their management.
Step 2: Nomination from the masses:
- After studying, discussing, and mastering the awarding regulations, the leadership of the unit shall convene meetings with officers and employees to compare individual achievements against the criteria and nominate those who deserve the title within the unit and locality. - Each unit and locality must prepare a list of nominees along with a summary of each person's achievements for public display.
- If conditions permit, nominees may be asked to report their personal achievements before all officers and employees of the unit.
- If possible, candidates may be organized to report their individual achievements before all staff of the unit.
Step 3: Secret ballot voting at the base-level medical conference:
AT For units directly under the Ministry, each unit constitutes a voting entity.
AT the For provinces and centrally-administered cities, the voting entities are defined as follows:
- Each provincial general hospital or specialized hospital constitutes a voting entity.
- The Provincial Health Department Office includes: the Provincial Health Department Office, stations, centers, and subordinate health units; commissions and associations related to health under the People's Committees of provinces and cities constitute a voting entity.
- District Health Centers include: district hospitals, teams, and units under the Health Center, village health stations, and community health stations constitute a voting entity.
Those eligible to vote are: medical doctors (doctors, pharmacists, traditional medicine practitioners), pharmacists, and other university-level staff working in the same unit.
Voting results are valid only if more than two-thirds of the eligible voters participate. Only those medical doctors who receive at least 60% of the votes of trust from the total number of participants will be recommended for further consideration at the grassroots council.
After counting the ballots, the Steering Committee must publicly post or announce the list of individuals who received votes of trust throughout the unit for the officers and employees to know and provide feedback. The files of those medical doctors receiving 60% or more votes will be compiled by the secretariat and submitted to the grassroots council for review according to regulations.
Step 4: Awarding the medical doctor title at councils:
* At grassroots councils (provincial councils or councils of units directly under the Ministry): - After carefully reviewing individual achievement reports, comparing them with the awarding criteria, and hearing reflections from the masses, functional departments, unions, and inspections if there are complaints or accusations, these must be resolved immediately before being brought to the council for review. The council convenes to discuss and conduct a secret ballot. Only those who receive two-thirds or more of the votes from the total number of council members (as per the decision establishing the council) will be listed and sent to the Ministry level.
The list of individuals who receive votes of trust for the National Medical Doctor and Outstanding Medical Doctor titles must be publicly posted or announced throughout the unit and locality. After collecting public opinions, the grassroots council convenes its final meeting to decide on the list to recommend to the Ministry-level council.
The recommendation lists for the National Medical Doctor and Outstanding Medical Doctor titles from localities and units directly under the Ministry must have the agreement of the People's Committee of the province or centrally-administered city (signed and stamped) before being sent to the Ministry-level council. level. After collecting public opinions, the grassroots council convenes its final meeting to decide on the list to be submitted to the central council.
* At the Ministry-level council:
After studying the recommendation lists from localities and units directly under the Ministry, the Ministry-level council convenes to discuss, review, and conduct a secret ballot. Only those who receive two-thirds or more of the votes from the total number of council members (as per the decision establishing the council) will be listed and sent to the Central-level council.
The list of individuals who receive votes of trust for the National Medical Doctor and Outstanding Medical Doctor titles must be reported back to the grassroots council. After hearing reflections from units and localities, the council convenes its final meeting to decide on the list to recommend to the Central-level council.
All cases that participated in the evaluation but did not achieve the required results or were not recommended to the higher council must be informed and explained the reasons by the respective level to avoid appeals to higher authorities.
V. APPLICATION FILES FOR THE AWARDING OF THE NATIONAL MEDICAL DOCTOR AND OUTSTANDING MEDICAL DOCTOR TITLES:
A. INDIVIDUAL APPLICATION FILE:
(Two copies to be submitted to the Ministry).
1- Personal achievement report (Form 1) not exceeding three typed pages, confirmed by the immediate supervisor (signed and stamped).
2- Scientific research and innovation achievement report (Form 2) confirmed by the unit or local supervisor (signed and stamped).
B- APPLICATION FILE FROM THE LOWER LEVEL COUNCIL: (Two copies to be submitted to the Ministry).
1- Report to the higher-level council (Form 3).
2- Report on the procedure for awarding the National Medical Doctor and Outstanding Medical Doctor titles by the Ministry, sector, unit, or locality.
3- List of recommendations for the National Medical Doctor and Outstanding Medical Doctor titles (Form 4).
4- Decision to establish the council.
5- Minutes of the council's voting (Form 5).
6- Minutes of the public's voting.
VI. TIMEFRAME FOR IMPLEMENTATION
To ensure timely submission to the Government and the President for the decision to confer the National Medical Doctor and Outstanding Medical Doctor titles on the occasion of Vietnam Medical Day on February 27, 2003, the Ministry of Health requests all Ministries, sectors, units, and localities to proceed with reviews and expedite the process, ensuring compliance with the prescribed timeline as follows:

VI. TIME FRAME
To ensure timely submission to the Government and the President for the decision to confer the titles of People's Doctor and Excellent Doctor on the occasion of the Vietnamese Doctors' Day on February 27, 2003, the Ministry of Health requests all ministries, sectors, units, and localities to proceed with the examination process promptly and adhere to the prescribed timeline.
July 31, 2002 is the final deadline for the Councils at the provincial level and the units directly under the Ministry to submit their files to the Council at the Ministry level.
