DECREE OF THE GOVERNMENT

Regarding the establishment of districts Ninh Kieu, Binh Thuy,

Cai Rang, O Mon, and counties Phong Dien, Co Do, Vinh Thanh, Thot Not

and communes, wards, towns under the city of Can Tho

under the central government

 

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 22/2003/QH11 dated November 26, 2003 of the National Assembly of the Socialist Republic of Vietnam, Session XI, fourth session on the division and adjustment of administrative boundaries of some provinces;

Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Can Tho City (former).

 

DECREE:

Article 1. Now, the administrative boundaries are adjusted to establish districts Ninh Kieu, Binh Thuy, Cai Rang, O Mon and counties Phong Dien, Co Do, Vinh Thanh, Thot Not and communes, wards, towns under the city of Can Tho directly under the Central Government as follows:

1. Establishing district Ninh Kieu and its affiliated wards:

a) Establishing district Ninh Kieu based on the entire natural area and population of the wards: Cai Khe, An Hoa, Thoi Binh, An Nghiep, An Cu, An Hoi, Tan An, An Lac, An Phu, Xuan Khanh, Hung Loi and commune An Binh (belonging to the former Can Tho City).

District Ninh Kieu, after being established, has 2,922.04 hectares of natural area and 206,213 inhabitants.

Administrative boundary: East borders Vinh Long province; West borders county Phong Dien; South borders district Cai Rang; North borders district Binh Thuy.

b) Establishing ward An Binh under district Ninh Kieu based on the entire 1,193.17 hectares of natural area and 18,906 inhabitants of commune An Binh.

Administrative boundary: East borders ward An Hoa, ward Xuan Khanh, ward Hung Loi; West borders county Phong Dien; South borders county Phong Dien, district Cai Rang; North borders district Binh Thuy.

District Ninh Kieu has 2,922.04 hectares of natural area and 206,213 inhabitants; it has 12 affiliated administrative units including the wards: Cai Khe, An Hoa, Thoi Binh, An Nghiep, An Cu, An Hoi, Tan An, An Lac, An Phu, Xuan Khanh, Hung Loi and An Binh.

2. Establishing district Binh Thuy and its affiliated wards:

a) Establishing district Binh Thuy based on the entire natural area and population of the wards: Binh Thuy, An Thoi, Tra Noc and communes: Long Hoa, Long Tuyen and Thoi An Dong (belonging to the former Can Tho City).

District Binh Thuy has 6,877.69 hectares of natural area and 86,279 inhabitants.

Administrative boundary: East borders Vinh Long province; West borders county Phong Dien; South borders district Ninh Kieu; North borders district O Mon.

b) Establishing ward Long Hoa based on the entire 1,395.08 hectares of natural area and 13,471 inhabitants of commune Long Hoa (belonging to the former Can Tho City).

Administrative boundary: East borders ward Binh Thuy, ward An Thoi; West borders ward Thoi An Dong, county Phong Dien; South borders ward Long Tuyen; North borders ward Tra Noc.

c) Establishing ward Long Tuyen based on the entire 1,413.55 hectares of natural area and 13,250 inhabitants of commune Long Tuyen (belonging to the former Can Tho City).

Administrative boundary: East borders district Ninh Kieu; West borders county Phong Dien; South borders county Phong Dien; North borders ward Long Hoa;

d) Establishing ward An Thoi Dong based on the entire 1,167.56 hectares of natural area and 9,438 inhabitants of commune Thoi An Dong (belonging to the former Can Tho City).

Administrative boundary: East borders ward Long Hoa, ward Tra Noc; West borders district O Mon; South borders county Phong Dien; North borders district O Mon.

District Binh Thuy, after being established, has 6,877.69 hectares of natural area and 86,279 inhabitants; it has 6 affiliated administrative units including the wards: Binh Thuy, An Thoi, Tra Noc, Long Hoa, Long Tuyen, Thoi An Dong.

3. Establishing district Cai Rang and its affiliated wards:

a) Establishing district Cai Rang based on the entire natural area and population of ward Hung Phu, commune Hung Thanh (belonging to the former Can Tho City); the entire 246.37 hectares of natural area and 13,968 inhabitants of town Cai Rang, 1,035.81 hectares of natural area and 10,431 inhabitants of commune Dong Thanh, 2,013.29 hectares of natural area and 12,781 inhabitants of commune Dong Thanh, 2,013.29 hectares of natural area and 12,781 inhabitants of commune Phu An, 806.66 hectares of natural area and 6,386 inhabitants of commune Dong Phu belonging to county Chau Thanh; 531.52 hectares of natural area and 6,339 inhabitants of commune Tan Phu Thanh belonging to county Chau Thanh A.

District Cai Rang has 6,253.43 hectares of natural area and 74,942 inhabitants.

Administrative boundary: East borders Vinh Long province; West borders county Phong Dien; South borders Hau Giang province; North borders district Ninh Kieu.

b) Establishing ward Le Binh based on the entire 246.37 hectares of natural area and 13,968 inhabitants of town Cai Rang.

Administrative boundary: East borders ward Hung Thanh; West, North borders district Ninh Kieu; South borders ward Thuong Thanh.

c) Establishing ward Thuong Thanh based on 1,035.81 hectares of natural area and 10,431 inhabitants of commune Dong Thanh (belonging to county Chau Thanh).

Administrative boundary: East borders ward Phu Thu; West borders ward Ba Lang; South borders Hau Giang province; North borders ward Le Binh, ward Hung Thanh.

d) Establishing ward Phu Thu based on 2,013.29 hectares of natural area and 12,781 inhabitants of commune Phu An (belonging to county Chau Thanh).

Administrative boundary: East borders ward Tan Phu; West borders ward Thuong Thanh; South borders Hau Giang province; North borders ward Hung Phu, ward Hung Thanh and Vinh Long province.

đ) Establishing ward Tan Phu based on 806.66 hectares of natural area and 6,386 inhabitants of commune Dong Phu (belonging to county Chau Thanh).

Administrative boundary: East, South borders Hau Giang province; West borders ward Phu Thu; North borders ward Phu Thu and Vinh Long province.

e) Establishing ward Ba Lang based on 531.52 hectares of natural area and 6,339 inhabitants of commune Tan Phu Thanh (belonging to county Chau Thanh A).

Administrative boundary: East borders ward Thuong Thanh; West borders county Phong Dien; South borders Hau Giang province; North borders ward Le Binh.

g) Establishing ward Hung Thanh based on the entire 867.15 hectares of natural area and 8,249 inhabitants of commune Hung Thanh (belonging to the former Can Tho City).

Administrative boundary: East, South borders ward Phu Thu; West borders ward Thuong Thanh, ward Le Binh; North borders ward Hung Phu, district Ninh Kieu.

District Cai Rang, after being established, has 6,253.43 hectares of natural area and 74,942 inhabitants; it has 7 affiliated administrative units including the wards: Le Binh, Thuong Thanh, Phu Thu, Tan Phu, Ba Lang, Hung Phu, Hung Thanh.

4. Establishment of O Mon District and its affiliated wards:

a) Establish O Mon District based on the entire area and population of O Mon Town and the communes Thoi An, Phuoc Thoi, Truong Lac, and 3,585.49 hectares of natural land and 35,376 inhabitants of Thoi Long commune under O Mon District.

O Mon District has 12,557.26 hectares of natural land and 128,331 inhabitants.

Administrative boundary: East borders Binh Thuy District; West borders Co Do District; South borders Co Do District, Phong Dien District; North borders Thot Not District, Vinh Long Province, Dong Thap Province.

b) Establish Chau Van Lien Ward based on the entire 1,658.42 hectares of natural land and 30,485 inhabitants of O Mon Town.

Administrative boundary: East borders Phuoc Thoi Ward; West borders Co Do District; South borders Truong Lac Ward; North borders Thoi An Ward, Thoi Long Ward.

c) Establish Thoi An Ward based on the entire 2,430.62 hectares of natural land and 26,474 inhabitants of Thoi An Commune.

Administrative boundary: East borders Phuoc Thoi Ward; West borders Thoi Long Ward; South borders Chau Van Lien Ward; North borders Dong Thap Province.

d) Establish Phuoc Thoi Ward based on the entire 2,682.57 hectares of natural land and 20,193 inhabitants of Phuoc Thoi Commune.

Administrative boundary: East borders Binh Thuy District; West borders Chau Van Lien Ward; South borders Truong Lac Ward; North borders Vinh Long Province, Dong Thap Province.

đ) Establish Truong Lac Ward based on the entire 2,200.16 hectares of natural land and 15,803 inhabitants of Truong Lac Commune.

Administrative boundary: East borders Binh Thuy District, Phong Dien District; West borders Co Do District; South borders Phong Dien District; North borders Chau Van Lien Ward, Phuoc Thoi Ward.

e) Establish Phuoc Long Ward based on 3,585.49 hectares of natural land and 35,376 inhabitants of Thoi Long Commune.

Administrative boundary: East borders Thoi An Ward; West borders Thot Not District; South borders Co Do District; North borders Thot Not District and Dong Thap Province.

After establishment, O Mon District has 12,557.26 hectares of natural land and 128,331 inhabitants; it includes five affiliated administrative units comprising the wards: Chau Van Lien, Thoi An, Phuoc Thoi, Truong Lac, Thoi Long.

5. Establishment of Phong Dien District:

Establish Phong Dien District based on the entire natural land and population of My Khanh, Giai Xuan, Tan Thoi, Nhon Ai, Nhon Nghia, and Truong Long communes.

Administrative boundary: East borders Ninh Kieu District, Cai Rang District; West borders Co Do District; South borders Hau Giang Province; North borders Binh Thuy District, O Mon District.

6. Establishment of Co Do District and its affiliated communes:

a) Establish Co Do District based on the entire natural land and population of two towns: Thoi Lai, Co Do and the communes: Thoi Thanh, Dinh Mon, Thoi Dong, Truong Thanh, Truong Xuan, Truong Xuan A, Dong Thuan, Xuan Thang, Thoi Lai, Dong Binh, Dong Hiep, and 69.81 hectares of natural land and 13,017 inhabitants remaining of Thoi Lai Commune under O Mon District.

Administrative boundary: East borders Phong Dien District, O Mon District; West borders Vinh Thanh District, Kien Giang Province; South borders Hau Giang Province, Kien Giang Province; North borders Thot Not District, Vinh Thanh District, O Mon District.

b) Establish Thoi Hung Commune based on 6,981 hectares of natural land and 13,017 inhabitants of Thoi Long Commune under O Mon District.

Administrative boundary of Thoi Hung Commune: East borders Thoi Thanh Commune, Xuan Thang Commune; West borders Vinh Thanh District; South borders Dong Hiep Commune, Co Do Town, Xuan Thang Commune; North borders Vinh Thanh District; Thot Not District, O Mon District.

After establishment, Co Do District has 40,256.41 hectares of natural land and 172,041 inhabitants; it includes fourteen affiliated administrative units comprising the towns: Thoi Lai, Co Do and twelve communes: Thoi Thanh, Dinh Mon, Thoi Dong, Truong Thanh, Truong Xuan, Truong Xuan A, Dong Thuan, Xuan Thang, Thoi Lai, Dong Binh, Dong Hiep, Thoi Hung.

7. Establishment of Vinh Thanh District and its affiliated communes:

a) Establish Vinh Thanh District based on the entire natural land and population of Thanh An Town and the communes: Thanh An, Thanh Loc, Thanh Quoi, Thanh My, Thanh Phu, Thanh Thang, Trung Hung, and 2,811.47 hectares of natural land and 19,171 inhabitants of Vinh Trinh Commune under Thot Not District.

Vinh Thanh District has 41,034.84 hectares of natural land and 153,964 inhabitants.

Administrative boundary: East borders Thot Not District, Co Do District; West borders An Giang Province; South borders Kien Giang Province; North borders Thot Not District, An Giang Province.

b) Establish Vinh Trinh Commune based on 2,811.47 hectares of natural land and 19,171 inhabitants of Vinh Trinh Commune under Thot Not District.

Vinh Trinh Commune has 2,811.47 hectares of natural land and 19,171 inhabitants.

Administrative boundary: East borders Thot Not District; West borders An Giang Province; South borders Thanh My Commune; North borders An Giang Province.

After establishment, Vinh Thanh District has 41,034.84 hectares of natural land and 153,964 inhabitants; it includes nine affiliated administrative units comprising Thanh An Town and the communes: Thanh Loc, Thanh Quoi, Thanh My, Thanh Phu, Thanh Thang, Trung Hung, Vinh Trinh.

8. Establishment of Thot Not District:

a) Establish Thot Not District based on the entire natural land and population of Thot Not Town and the communes: Thuan Hung, Trung Nhat, Tan Loc, Trung Kien, Trung An, Trung Thanh, Thoi Thuan, and 85.94 hectares of natural land and 1,618 inhabitants remaining of Vinh Trinh Commune.

Administrative boundary: East borders O Mon District; West borders Vinh Thanh District and An Giang Province; South borders Vinh Thanh District, Co Do District; North borders Dong Thap Province.

b) Merge 85.94 hectares of natural land and 1,618 inhabitants (remaining part of Vinh Trinh Commune) into Thoi Thuan Commune.

Thoi Thuan Commune has 2,891.50 hectares of natural land and 32,586 inhabitants.

Administrative boundary: East borders Trung Kien Commune; West borders Vinh Thanh District; South borders Thot Not Town; North borders Dong Thap Province and An Giang Province.

After establishment, Thot Not District has 17,110.08 hectares of natural land and 189,641 inhabitants; it includes eight affiliated administrative units comprising Thot Not Town and the communes: Thuan Hung, Trung Nhat, Tan Loc, Trung Kien, Trung An, Trung Thanh, Thoi Thuan.

The city of Can Tho, directly under the Central Government, after adjusting administrative boundaries, establishes subordinate administrative units with a natural area of 138,959.99 hectares and a population of 1,112,121; including 8 administrative units comprising 4 districts: Ninh Kieu, Binh Thuy, Cai Rang, O Mon and 4 counties: Phong Dien, Co Do, Vinh Thanh, Thot Not; there are 67 administrative units at the commune level: 30 wards, 33 communes, and 4 towns.

Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.

Article 3. The Chairman of the Provisional People's Committee of Can Tho City, the Minister of Home Affairs, and the heads of relevant agencies are responsible for implementing this Decree./.
