Issuing Regulations on National Postal Codes
THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to the Postal and Telecommunications Ordinance dated May 25, 2002;
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
At the proposal of the Director of the Post Department,
ON DECIDE:
Article 1. This Decision promulgates the "Regulations on National Postal Codes" attached hereto.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Heads of the Office, Inspectorate, Departments, Directorates, Heads of units under the Ministry of Posts and Telecommunications, General Directors of Vietnam Post and Telecommunications Corporation, and Heads of related enterprises and social organizations are responsible for implementing this Decision.
REGULATIONS ON NATIONAL POSTAL CODES

Chapter I: GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This document stipulates the construction and management of national postal codes (hereinafter referred to as postal codes) for use in the operation of public postal networks and postal services within the entire country.
Article 2. Postal codes apply to all organizations and individuals participating in postal activities.
Article 3. State Management of Postal Codes
The Ministry of Posts and Telecommunications shall implement state management of postal codes through the following contents:
Clause 1. Establishing basic principles for constructing postal codes;
Clause 2. Reviewing and issuing postal codes;
Clause 3. Deciding on the supplementation and modification of postal codes.
Article 3. Explanation of Terms
Some terms used in these Regulations are understood as follows:
Point 1. A postal code is a set of characters expressed in numerical form used to identify a cluster of sending addresses or a specific sending address.
Point 2. A cluster of sending addresses is a set of postal addresses determined based on administrative management levels.
Chapter II: PROVISIONS ON POSTAL CODES
Article 4. Principles of Constructing Postal Codes
The construction of postal codes must ensure the following principles:
Clause 1. Postal codes must be scientific, stable, and non-repetitive.
Clause 2. Postal codes are constructed based on geographical administrative boundaries, population density, and administrative management levels throughout the country.
Clause 3. Postal codes are distributed across the entire country; there are reserve codes for new geographic areas and newly planned residential areas.
Clause 4. Postal codes are not affected by changes in organizational structures and postal service operations.
Clause 5. Postal codes are constructed based on international practices and guidelines of the Universal Postal Union (UPU).
Article 5. Structure of Postal Codes
The structure of postal codes must include at least a set of six numerical characters identifying the location of provinces/cities, districts/counties, and clusters of sending addresses or specific sending addresses nationwide.
Article 6. Construction, Review, and Issuance of Postal Codes
Clause 1. Vietnam Post is responsible for constructing postal codes based on the principles outlined in Article 4 of these Regulations.
Clause 2. The Ministry of Posts and Telecommunications reviews and issues postal codes.
Clause 3. Within forty-five days from the date of receipt of the postal code application file from Vietnam Post, the Ministry of Posts and Telecommunications shall organize a review and notify the results to Vietnam Post.
Clause 4. Based on the review results of the Ministry of Posts and Telecommunications, Vietnam Post is responsible for perfecting the application file and submitting it to the Ministry of Posts and Telecommunications for issuance.
Article 7. Supplementing and Amending Postal Codes
1. In cases where it is necessary to supplement or amend postal codes, Vietnam Post shall submit a document to the Ministry of Posts and Telecommunications regarding the reasons for supplementation or amendment and the implementation plan for the new postal code.
2. Within thirty days from the date of receipt of the document proposing the supplementation or amendment of postal codes from Vietnam Post, the Ministry of Posts and Telecommunications shall examine and issue a decision promulgating the new postal code.
Article 8. Dissemination and Updating of Postal Codes
1. From the date on which the Decision on the issuance or supplementation or amendment of postal codes takes effect, Vietnam Post shall be responsible for disseminating the postal codes to all organizations and individuals using them throughout the country.
2. Vietnam Post shall be responsible for regularly updating new postal codes and ensuring the provision of information about postal codes to users.
Chapter III IMPLEMENTATION PROVISIONS
Article 9. Effective Date
1. This regulation shall take effect fifteen days from the date of publication in the Official Gazette.
2. During the implementation process, if any difficulties arise, Vietnam Post and organizations and individuals using postal codes shall be responsible for reporting them to the Ministry of Posts and Telecommunications for examination and resolution.
