Decision No. 05/2005/QĐ-BGD&ĐT On Amending and Supplementing Certain Articles of the Regulations on National Excellent Student Selection Examinations for Grade 12 High School Students

Regarding amendments and supplements to certain provisions of the Examination Regulations for National Excellent Students in Grade 12 of Secondary Schools selects

Decision No. 41/1999/QĐ-BGD&ĐT dated December 10, 1999; Decision No. 44/2001/QĐ-BGD&ĐT dated November 12, 2001 and Decision No. 05/2004/QĐ-BGD&ĐT dated March 1, 2004) Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government on the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies; of the Minister of Education and Training)

 MINISTER OF EDUCATION AND TRAINING

Upon the proposal of the Director of the Department of Examinations and Quality Assurance in Education,

WHEREAS, Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Amending and supplementing certain provisions of the "Examination Regulations for National Excellent Students in Grade 12 of Secondary Schools", annexed to Decision No. 65/1998/QĐ-BGD&ĐT dated December 18, 1998; Decision No. 41/1999/QĐ-BGD&ĐT dated December 10, 1999; Decision No. 44/2001/QĐ-BGD&ĐT dated November 12, 2001 and Decision No. 05/2004/QĐ-BGD&ĐT dated March 1, 2004 of the Minister of Education and Training, as follows:

DECISION:

Article 1. 1. Article 7 shall be amended and supplemented as follows:

"Article 7. Maximum number of participants for each team

- There are 8 (eight) candidates per subject per unit.

- For Hanoi, Ho Chi Minh City, Ha Tay, Thanh Hoa, Nghe An, and universities, each team has 10 (ten) candidates:

- Specifically, for the teams of Mathematics, Physics, Chemistry, Biology, and Informatics from the University of Natural Sciences (Hanoi National University) and the Informatics team from the University of Ho Chi Minh City, there are 15 (fifteen) candidates per team."

2. Replace the phrase "Department of Secondary Education" with the phrase "Department of Examinations and Quality Assurance in Education" in Article 9 Clause 2.

3. Point b Clause 2 Article 20 shall be amended and supplemented as follows:

"b) The examination board of Hanoi National University:

- Chairperson: The Rector or Deputy Rector of another university within the unit;

- Two Vice-Chairpersons: One is a leader of a university within Hanoi National University and the other is the Head or Deputy Head of the training department of another university;

- Two secretaries: One is a specialist from the training department of a university within Hanoi National University and the other is a specialist from the training department of another university;

- The invigilators are staff members or teachers from secondary schools, or teachers from specialized high school classes of universities within the participating units. Each examination room has three invigilators: Invigilator No. 1 and Invigilator No. 2 inside the examination room, and Invigilator No. 3 outside the examination room."

4. Clause 1 Article 27 shall be amended and supplemented as follows:

"Article 27. Examination materials that candidates are permitted to bring into the examination room

1. For mathematics, physics, chemistry, biology, and geography subjects, the following common examination materials:

- Pocket calculator (except for mathematics), ruler, set square, compass, drawing tools, graph paper,

- Periodic table of elements and solubility chart (for chemistry), Vietnam Geography Atlas (for geography). These materials must be published by the Educational Publishing House and must not have any additional markings or writings."

5. Point a Clause 3 Article 29 shall be amended and supplemented as follows:

"3. Sending postal packages to the Ministry:

a) Immediately after the last exam session, the examination papers and files will be sent through the post office to the address:

Mr. Director of the Department of Examinations and Quality Assurance in Education - Ministry of Education and Training - 49 Dai Co Viet Street - Hai Ba Trung District - Hanoi."

6. Article 33 shall be amended and supplemented as follows:

"Article 33. After being approved by the Chairman of the Marking Board, the Director of the Department of Examinations and Quality Assurance in Education shall be responsible for announcing the official examination results and issuing certificates to students who have won awards in the national excellent student selection examination for Grade 12 of secondary schools, to be completed before May 31 of the year the examination takes place. Certificates will only be issued once. In case of loss of certificates, they will not be reissued but only confirmed in the student's application form."

The Directors of the Office, Heads of the Department of Organization and Cadres, Heads of the Department of Planning and Finance, Director of the Department of Examinations and Quality Assurance in Education, Heads of the Department of Secondary Education, Heads of relevant units under the Ministry of Education and Training, Directors of Provincial Departments of Education and Training, Directors of Hanoi National University, Directors of Ho Chi Minh City National University, Principals of universities with specialized secondary school classes, and Principals of boarding schools for ethnic minority students under the Ministry are responsible for implementing this Decision./.

Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations that conflict with this Decision are hereby abolished.

Article 3. The Heads of the Office, the Heads of the Personnel Organization Department, the Heads of the Planning and Finance Department, the Director of the Testing and Quality Assurance Agency, the Head of the Secondary Education Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of Provincial Departments of Education and Training, the Directors of the Hanoi National University, the Directors of the Ho Chi Minh City National University, and the Principals of universities with specialized high school classes and the Principals of boarding schools for ethnic minorities under the Ministry shall be responsible for implementing this Decision./.
