MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decision No. 2978/QD-BGD&ĐT-TCCB dated June 1, 2005 of the Minister of Education and Training regarding the establishment of the Hanoi College of Natural Resources and Environment based on the merger of the Hanoi Meteorology and Hydrology College and the Central Institute of Land Administration I;

At the proposal of the Rector of the Hanoi College of Natural Resources and Environment and the Director of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1Position and Function

The Hanoi College of Natural Resources and Environment is an educational public service organization under the Ministry of Natural Resources and Environment, with the function of training and upgrading cadres at the college level and lower levels in meteorology, hydrology, water resources, environment, surveying, cartography, land management, information technology; upgrading and retraining cadres, civil servants, and employees in the natural resources and environment sector; conducting scientific research and experiments; linking and cooperating in training both domestically and internationally; implementing scientific and technological services in accordance with the fields and professions permitted for training as stipulated by law.

Article 2Tasks and Powers

1. Submit to the Minister for approval the project on building and developing the School, the five-year and annual training plans, and organize their implementation after approval;

2. Organize the training process in accordance with the objectives and training programs at the college level and lower levels in meteorology, hydrology, water resources, environment, surveying, cartography, land management, and information technology;

3. Develop training programs and teaching plans based on the framework programs issued by the competent authority; organize the compilation and approval of textbooks for the permitted fields and professions;

4. Organize the upgrading and retraining of cadres, civil servants, and employees in the sector according to the annual plan assigned;

5. Implement experimental activities, scientific research, and scientific and technological services in accordance with the permitted fields and professions;

6. Collaborate with educational institutions, economic, cultural, and social organizations to develop training work and improve its quality and effectiveness;

7. Cooperate in training and scientific research with foreign organizations and individuals in accordance with the law;

8. Manage and utilize state-assigned financial resources and assets effectively; manage construction investment projects in accordance with the law;

9. Manage the organization, staffing, and professional training and upgrading for staff members of the College in accordance with the division of authority of the Ministry;

10. Statistically report regularly and urgently on the implementation of tasks in the assigned areas of work;

11. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

a) The School leadership consists of the Director and Deputy Directors.

The Rector is responsible before the Minister for the assigned tasks and is responsible under the law for all activities of the College; defines the functions and tasks of the organizations within the College; establishes the College Charter, working regulations, and manages all activities of the College.

The Deputy Rector assists the Rector in school management, is responsible before the Rector for the areas of work assigned.

b) The Director's support staff includes:

1. Office of Organization and Administration;

2. Office of Training and Science;

3. Office of Planning and Finance;

4. Office of Student Management;

5. Office of Facility Management.

c) Departments:

1. Department of General Sciences;

2. Department of Meteorology, Hydrology, and Water Resources;

3. Department of Environment;

4. Department of Surveying and Cartography;

5. Department of Land Management;

6. Department of Information Technology.

d) Center:

Center for Professional Training and Civil Servant Training.

The Hanoi College of Natural Resources and Environment is a Level III budget unit, has its own seal, and is allowed to open bank accounts in accordance with current regulations.

The Center for Professional Training and Civil Servant Training has its own seal and is allowed to open deposit accounts in accordance with current regulations.

Article 4Effectiveness and Responsibility for Implementation

This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Rector of the Hanoi College of Natural Resources and Environment, the Director of the Cadre and Civil Servant Organization Department, and the Heads of subordinate agencies and units under the Ministry are responsible for implementing this Decision./.
