Issuing Regulations on Procedures for Establishing and Registering Vocational Training Activities for Colleges of Vocational Education and Intermediate Vocational Schools

Pursuant to the Education Law dated June 14, 2005.

Pursuant to the Labor Code dated June 23, 1994, and the Law Amending and Supplementing Certain Provisions of the Labor Code dated April 2, 2002.

Pursuant to Decree No. 29/2003/ND-CP dated March 31, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs.

In accordance with the proposal of the General Director of the General Department of Vocational Training.

Article 1. These Regulations on Procedures for Establishing and Registering Vocational Training Activities for Colleges of Vocational Education and Intermediate Vocational Schools are hereby promulgated together with this Decision.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Vocational training schools established before the effective date of this Decision must complete the process of converting to intermediate vocational schools according to the Regulations promulgated together with this Decision by December 31, 2006.

For those schools meeting the conditions stipulated, they shall be upgraded to colleges of vocational education according to the Regulations promulgated together with this Decision.

Article 3. Heads of Ministries, agencies at the ministerial level, central agencies under the Government, heads of central agencies of political-social organizations having intermediate vocational schools or colleges of vocational education under their jurisdiction; Chairpersons of People's Committees of provinces and centrally governed cities; Directors of Departments of Labor, Invalids, and Social Affairs; Head of the Office of the Ministry, General Director of the General Department of Vocational Training, Heads of related agencies and units are responsible for implementing this Decision.
