THE MINISTER OF TRADE
On the basis of Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade;
Pursuant to Decision No. 11/2005/QĐ-TTg dated January 12, 2005 of the Government Chairman promulgating the Regulation on the Special Economic Zone - Trade Lao Bao, Quang Tri Province and Circular No. 10/2005/TT-BTM dated May 16, 2005 of the Ministry of Commerce guiding the implementation of certain issues related to trade activities stipulated in the Regulation on the Special Economic Zone - Trade Lao Bao, Quang Tri Province issued together with the aforementioned Decision;
Pursuant to Decision No. 130/2005/QĐ-TTg dated June 2, 2005 of the Government Chairman regarding the establishment of the Management Board of the Special Economic Zone - Trade Lao Bao, Quang Tri Province;
At the request of the People's Committee of Quang Tri Province concerning the delegation of certain tasks to the Management Board of the Special Economic Zone - Trade Lao Bao,
DECISION:
Article 1. Delegates to the Management Board of the Special Economic Zone - Trade Lao Bao, Quang Tri Province the performance of the following tasks:
1. Issuing Certificate of Origin Form D, Form S for businesses operating in the Special Economic Zone - Trade Lao Bao.
2. Issuing, amending, supplementing, and revoking Licenses for establishing branches of foreign traders operating in the field of trade within the Special Economic Zone - Trade Lao Bao.
Article 2. The Management Board of the Special Economic Zone - Trade Lao Bao shall implement the contents specified in Article 1 in accordance with the current laws of Vietnam (List of relevant legal documents attached as an appendix) and report on the implementation of the above tasks to the Ministry of Commerce by January 15 each year at the latest.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette./.
