CIRCULAR

Guidelines for Admissions to Bachelor's and Associate Degree Programs in Nursing, Medical Technology, and Public Health Education on a Part-time Basis,
Guidelines for Admissions to Bachelor's and Associate Degree Programs in Nursing, Medical Technology, and Public Health Education on a Part-time Basis (Vocational Program),

Based on the Education Law dated June 27, 2005;

Based on Decree No. 49/2003/NĐ-CP dated May 15, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Health;

To implement the Action Program issued with Decision No. 243/2005/QĐ-TTg dated October 5, 2005 of the Prime Minister regarding the implementation of Resolution No. 46/NQ-TW dated February 23, 2005 of the Politburo on health care work for the people under new circumstances;

The Ministry of Health issues these Guidelines for Admissions to Bachelor's and Associate Degree Programs in Nursing, Medical Technology, and Public Health Education on a Part-time Basis (Vocational Program) as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. In order to meet the demand for human resources serving the cause of protecting and improving public health and to create favorable conditions for medical staff who have completed secondary medical education to be trained at the bachelor’s level so that after graduation they can continue working better at their original units, the Ministry of Health has decided to admit students to bachelor’s and associate degree programs in nursing, medical technology, and public health education on a part-time basis.

2. Admissions to bachelor’s and associate degree programs in nursing, medical technology, and public health education on a part-time basis shall be carried out in accordance with the general regulations of the Admissions Regulations for universities and colleges currently in force issued by the Ministry of Education and Training and the guidelines issued by the Ministry of Health.

3. The number of admissions to the part-time program for each specialty will be specifically announced by the schools to the provincial health departments (hereinafter referred to collectively as provinces) within the recruitment areas based on the total number of admissions assigned by competent state authorities to universities and colleges. Schools are not allowed to admit more than the assigned quota.

4. Upon completion of the course, the schools will hand over the students along with their files to the sending agencies for job placement. Students who fail to graduate or must stop studying before graduation will also be returned to the province or the sending agency for resolution.

5. Recruitment Areas: These are divided according to the current regulations of the Ministry of Education and Training.

Each candidate's examination area is determined based on the address of the workplace where the candidate is employed.

6. Other Provisions

a) Long-term labor contracts refer to labor contracts or employment contracts with a term of one year or longer and employees who are required to contribute to compulsory social insurance, hereinafter referred to as labor contracts.

b) Contracts within the staffing plan refer to contracts signed in accordance with Circular No. 08/TT-LB dated April 20, 1995 of the Joint Ministries of Health - Finance - Labor, Invalids and Social Affairs - Government Organizational Affairs (now the Ministry of Home Affairs). Contracts within the staffing plan are considered a form of long-term labor contracts.

II. ELIGIBILITY FOR ADMISSION

Vietnamese citizens who are currently working in the relevant field and educational level, holding a diploma from an associate or secondary vocational school in a related field, trained according to the curriculum of the Ministry of Health, may take the entrance examination for the corresponding major.

III. ADMISSION REQUIREMENTS

1. Political Quality

Clear personal and family history, completion of assigned tasks, good moral character, full compliance with state policies and laws. Those undergoing disciplinary action (from reprimand onwards) are not eligible for admission.

2. Educational Level

All candidates must have completed secondary education or supplementary education, or have passed cultural subjects in the training program for secondary medical or pharmaceutical education, confirmed by the training institution.

3. Professional Qualifications

a) For Bachelor's and Associate Degree Programs in Nursing and Medical Technology from Secondary Level: Candidates must hold a diploma in secondary nursing, midwifery, or technical assistant in a relevant field; If they have a secondary medical assistant diploma, they must also have a certificate of conversion to secondary nursing according to the curriculum of the Ministry of Health issued by authorized training institutions.

b) For Bachelor's Degree Programs in Nursing and Medical Technology from Associate Level: Candidates must hold a diploma in associate nursing or associate medical technology in a relevant field.

c) For Bachelor's Degree Programs in Public Health Education: Candidates must hold a diploma in secondary medical education.

4. Professional Experience

Professional experience refers to continuous work in the relevant field after graduating from an associate or secondary medical education program, calculated from the date of the decision on recruitment as civil servants or public officials by the competent authority, employment contracts in public or private healthcare facilities, or individual permission to practice private medical or pharmaceutical work, up to October 31 of the year of application.

For secondary medical assistants converted to nursing: Professional experience is calculated from the date of the conversion certificate to October 31 of the year of application.

There are two levels of professional experience requirements:

a) One year (12 months) of professional experience applies to the following groups:

- Individuals with associate or secondary diplomas in the relevant field ranked excellent.

- Medical assistants who have obtained a certificate of conversion to nursing.

- Individuals designated as teaching staff in universities, colleges, and secondary medical schools.

- Individuals with associate diplomas in medical education after obtaining a secondary diploma in the same field.

b) Two years (24 months) of professional experience applies to individuals not covered by point a of this clause.

5. Health Status

Must be in good health to study and work as stipulated in Circular No. 10/TT-LB dated August 18, 1989 of the Joint Ministries of Health - Higher Education - Vocational Training.

IV. PRIORITY POLICIES

Admission scores are given priority based on regions and within each region, there are policy-based priority groups.

1. Regional Priority

As per the current regulations of the Ministry of Education and Training.

2. Policy Priority

a) Priority Group 1:

- Heroes of the Armed Forces, Labor Heroes, National Model Workers.

- Members of ethnic minority groups working in Zone 1 (Zone 1).

- War invalids, disabled veterans, and persons enjoying policies similar to those for war invalids.

- Teachers at universities, colleges, and intermediate health schools.

b) Priority Group 2:

- Persons continuously working in Zone 1 for 24 months or more up to October 31 of the year of examination.

- Members of ethnic minority groups not belonging to Priority Group 1.

- Persons directly caring for or treating AIDS patients, conducting autopsies.

- Persons working at leprosy hospitals, dermatology hospitals, mental hospitals, tuberculosis hospitals, and centers for preventing social diseases, having worked there for at least 24 months up to October 31 of the year of examination.

- Head nurses (head nursing assistants), head midwives, chief technicians in hospital departments.

- Persons awarded resistance medals, resistance commendations, or labor medals.

- Model soldiers at the provincial or central city level for two consecutive years prior to the examination year.

- Persons awarded creative certificates by the General Confederation of Labor of Vietnam.

- Children of martyrs, children of war invalids, children of disabled veterans, and children of persons enjoying policies similar to those for war invalids.

- Children of Heroic Mothers of Vietnam, children of National Heroic Armed Forces, and children of National Heroic Workers.

- Children of individuals who were engaged in revolutionary activities before the August 19 Revolution in 1945.

- Biological children of individuals engaged in anti-war resistance who were affected by chemical toxins (individuals recognized by the provincial People's Committee as deformed, disabled, or with reduced self-care and study capabilities due to the consequences of chemical toxins).

Each individual can only enjoy one highest priority standard regarding policy.

V. APPLICATION PACKAGE FOR ENROLLMENT

1. One application form issued by the employer sending the applicant to the enrollment and approved by the Provincial Health Department. Applicants working in units outside the Health Sector must have a recommendation from their management unit.

2. Legal copies of relevant documents related to educational history (originals must be presented upon enrollment):

- Graduation certificate and grade sheet of relevant college or intermediate health school courses.

- High school graduation certificate or equivalent cultural supplementary education certificate.

3. Legal copy of birth certificate.

4. Certificate of good health for study issued by a healthcare facility at the district level or higher.

5. Certificate of enrollment preference issued by the competent authority.

6. Decision on enrollment (to be submitted upon enrollment) issued by the management unit.

7. Legal copies of relevant documents related to work history (originals must be presented upon enrollment):

a) For those working in public healthcare facilities: Decision on recruitment as civil servants or employees by the competent authority or employment contract in public healthcare facilities.

b) For private medical practitioners: Private medical practice certificate, confirmation of practice duration issued by the Health Department.

c) For other applicants: Employment contract, social insurance book.

8. Four recent photographs (within six months) size 4x6 (one photo attached to the application form, stamped and sealed).

Other documents: As stipulated by the school.

Applicants must submit the application package to the Admissions Board of the school within the prescribed deadline.

The officer issuing the decision to send someone to study shall bear legal responsibility for the legality of the applicant's application package.

VI. ORGANIZATION OF THE EXAM AND SELECTION OF ADMISSIONS

1. Subjects of Examination

Candidates must take three subjects: Mathematics, Chemistry, and Specialty Subject; candidates applying for public health university admission must take Biology instead of Chemistry.

a) Mathematics, Chemistry, Biology: Secondary school or supplementary education level according to the current curriculum of the Ministry of Education and Training.

b) Specialty Subject: A combination of subjects taught in a College program (for admissions from College to University) or Intermediate School program (for admissions from Intermediate School to College or University) according to the curriculum of the Ministry of Health, suitable for the applied field.

Candidates who already hold a diploma from an Intermediate Health School and also have a Bachelor’s or College degree in Medicine, Natural Sciences, Engineering, if they have taken both Mathematics and Chemistry (or Biology) when applying for University or College admission in these fields will be exempted from taking Mathematics and Chemistry (or Biology) and only need to take the Specialty Subject. These candidates must include a legal copy of their Bachelor’s or College diploma and a certificate confirming that they took the entrance exams for Mathematics and Chemistry (or Biology) from the institution that issued their diploma in their application package.

If candidates wish to achieve higher scores, those exempted from Mathematics and Chemistry (or Biology) may still take these subjects and be considered for admission alongside candidates who are not exempted.

Candidates applying for University admission from College level only need to take the Specialty Subject.

2. Organization of the Exam

The exam schedule is determined by the schools and reported to the Ministry of Health (Department of Science and Training), and publicly announced through mass media for candidates in the school's recruitment area.

Schools may organize review classes for candidates. The time and fees for review classes are regulated by the school according to current regulations.

3. Selection for Admission

a) Candidates meeting the criteria and achieving the required score, including a minimum of 5 points in the Specialty Subject and no zero in cultural subjects, will be considered for admission.

The admission score for candidates exempted from Mathematics and Chemistry (or Biology) and only taking the Specialty Subject is calculated as the average score for one subject and must be at least 5 points.

b) Universities and colleges determine admission scores based on the recruitment region, prioritizing candidates from mountainous areas, remote regions, border areas, islands, and regions facing difficulties in human resources for nursing and technical staff.

c) Verify the entire application package of admitted candidates, and where necessary, conduct interviews with the units sending candidates to verify the legality of the documents in the application package.

All cases of false declarations in application files must be handled according to the current Admissions Regulations of the Ministry of Education and Training.

d) Compile the list of successful candidates and report to the Ministry of Health.

VII. LIVING ALLOWANCE AND TUITION FEES REGIME

1. Successful candidates within the national budget quota must pay tuition fees in accordance with the current regulations; for candidates under the定向培训计划, localities shall directly enter into contracts with training institutions.

2. During the study period, salaries and all benefits of the students shall be resolved by the dispatching agency in accordance with the current regulations.

3. Successful candidates not within the national budget quota must pay tuition fees and other charges (if any) in accordance with the current regulations.

VIII. IMPLEMENTATION PROVISIONS

1. This Circular shall take effect fifteen days from the date of publication in the Official Gazette.

2. The Circular No. 13/2005/TT-BYT dated April 21, 2005 of the Ministry of Health guiding the admissions and training of undergraduate and college-level nursing, medical technology, and public health university part-time programs in 2005 is hereby abolished.

3. Upon receipt of this Circular, units and localities shall organize its implementation, select and send cadres to participate in the admission examination and study in accordance with the specified categories and standards set forth in this Circular.

Universities and colleges shall announce on mass media for candidates to be aware and implement the admissions process in accordance with the current regulations to ensure the quality of training and social equity.

In the course of implementation, if units or localities encounter difficulties or obstacles, they must report to the Ministry of Health (Department of Science and Training) for timely consideration and resolution./.
