DECISION
Regarding the use of the parameter system for coordinate transformation between the International Geodetic Reference System WGS-84 and the National Geodetic Reference System VN-2000
Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
In accordance with the proposal of the Director of the Surveying and Mapping Department.
Now, the parameter system for coordinate transformation between the International Geodetic Reference System WGS-84 and the National Geodetic Reference System VN-2000 shall be used as follows:
DECISION:
Article 1. 1. Coordinate origin shift parameters:
∆x0 = -191.90441429 meters;
∆y0 = -39.30318279 meters;
∆z0 = -111.45032835 meters.
2. Axis rotation angles:
ω0 = -0.00928836 arcseconds;
ψ0 = 0.01975479 arcseconds;
ε0 = -0.00427372 arcseconds.
3. Length scale factor:
k = 1.000000252906278.
This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 2. The Director of the Surveying and Mapping Department under the Ministry of Natural Resources and Environment shall be responsible for guiding the use of the aforementioned parameters.
Article 3. The Minister, Heads of ministerial-level agencies, Heads of government-affiliated agencies responsible for managing specialized surveying and mapping activities; Chairpersons of provincial and centrally-administered city People's Committees; Directors of relevant Bureaus under the Ministry of Natural Resources and Environment; Directors of Provincial Departments of Natural Resources and Environment; organizations and individuals permitted to engage in surveying and mapping activities shall be responsible for implementing this Decision.
