Regarding the issuance of the list of positions for civil servants, public officials, and employees in the State Organization sector who do not hold leadership or management positions and must undergo regular rotation 

THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Pursuant to Decree No. 158/2007/NĐ-CP dated October 27, 2007 of the Government stipulating the list of positions and the regular rotation period for civil servants, public officials, and employees;

At the proposal of the Director of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. The list of positions for civil servants, public officials, and employees in the State Organization sector who do not hold leadership or management positions and must undergo regular rotation as prescribed in Clause 21, Article 8 of Decree No. 158/2007/NĐ-CP dated October 27, 2007 of the Government includes:

1. Recruitment work, including:

a) Secretary of the examination board for recruitment and selection examinations and assessment tests;

b) Receiving and reviewing recruitment applications; compiling examination scores and announcing recruitment results.

2. Training and development work for cadres, civil servants, and public officials, including:

a) Reviewing, advising, and proposing plans for allocating training and development funds and quotas both domestically and internationally;

b) Organizing and managing training and development courses for cadres, civil servants, and public officials;

c) Reviewing, advising, and proposing the dispatch of cadres, civil servants, and public officials for long-term study or participation in short-term training and development courses both domestically and internationally.

3. Work related to promotion, transfer, and reclassification of civil servants and public officials, including:

a) Advising and proposing plans for allocating quotas for civil servant and public official promotion examinations;

b) Receiving and reviewing application files and proposing the dispatch of cadres, civil servants, and public officials to participate in promotion examinations;

c) Secretary of the examination board for civil servant and public official promotion, transfer, and reclassification examinations;

d) Compiling examination scores for promotion;

đ) Announcing the results of the promotion examination period;

e) Reviewing, advising, and proposing the appointment of grades and salary scales after the promotion examination for civil servants and public officials;

g) Reviewing, advising, and proposing the adjustment of salary scales and grade appointments after transfer and reclassification for civil servants and public officials.

4. Human resources and personnel management work, including:

a) Reviewing, advising, and proposing the acceptance, transfer, dispatch, rotation, assignment, reappointment, resignation, dismissal, retirement, termination, or reduction in staff strength for cadres, civil servants, and public officials;

b) Reviewing, advising, and proposing the examination and promotion of grades without examination, early salary increase, and regular salary adjustment for cadres, civil servants, and public officials;

c) Reviewing and proposing the competent authority to approve or decide on the allocation of staffing quotas for administrative agencies and state-owned organizations;

d) The assigned area for monitoring human resources work.

In cases where the tasks assigned to cadres, civil servants, and public officials under Clauses 1, 2, 3, and 4 of this Article are insufficient to constitute a position, they shall undergo regular rotation based on the specific tasks assigned.

Article 2. Periodic rotation period and reporting responsibility

1. The periodic rotation period for positions or specific tasks assigned to cadres, civil servants, and public officials shall be implemented according to the provisions of Article 7 of Decree No. 158/2007/NĐ-CP dated October 27, 2007 of the Government.

2. The responsibility to report annually to the Ministry of Home Affairs on the implementation of periodic rotation shall be carried out according to the provisions of Article 15 of Decree No. 158/2007/NĐ-CP dated October 27, 2007 of the Government by ministries, ministerial-level agencies, government agencies, provincial people's committees, and centrally-administered city people's committees.

Article 3. Effectiveness and Responsibility for Implementation

1. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

2. Ministries, ministerial-level agencies, government agencies, provincial people's committees, centrally-administered city people's committees, agencies, organizations, and cadres, civil servants, and public officials are responsible for implementing this Decision.
