DECISION OF THE PRIME MINISTER
Approving the Master Plan for Socio-Economic Development of Bac Giang Province
by 2020
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Government Decree No. 92/2006/NĐ-CP dated September 7, 2006 on the preparation, approval, and management of master plans for socio-economic development; and the Government Decree No. 04/2008/NĐ-CP dated January 11, 2008 amending and supplementing certain articles of the Government Decree No. 92/2006/NĐ-CP dated September 7, 2006;
Considering the proposal of the Chairman of the People's Committee of Bac Giang Province at the report No. 42/TTr-UBND dated August 18, 2006, and the document No. 4022/BKH-TĐ&GSĐT dated June 4, 2008 of the Minister of Planning and Investment;
DECISION:
Article 1. Approves the Master Plan for Socio-Economic Development of Bac Giang Province until 2020 (hereinafter referred to as the Master Plan) with the following specific contents:
I. VIEWS AND DEVELOPMENT OBJECTIVES
1. Development Orientation
a. To mobilize all resources to accelerate the pace of development and improve the quality of economic growth; effectively exploit potential and strengths in the economy, promote the restructuring of the economic structure towards industrialization and modernization. By 2020, the economic structure of the province will mainly be industry and services;
b. To focus on developing industry, small-scale industry, and rural trades; prioritize the development of key products with advantages and high technological content, gradually orient towards export, enhance the efficiency and competitiveness of goods and the entire economy;
c. To develop agriculture and rural areas towards industrialization and modernization; rapidly transform the agricultural economic structure, develop commodity production, link with processing industries, and meet market demands; increase productivity, quality, and value per unit area of cultivation. Transform the labor structure towards reducing agricultural labor, increasing industrial and service labor;
d. To integrate economic development with social development, eradicate poverty, create jobs, reduce disparities in living standards between regions, continuously improve the material and spiritual life of the people; pay attention to building and developing culture, protecting the environment, ensuring national defense, security, public order, and social safety.
2. Main objectives
a. On the economy
- Achieve an average annual economic growth rate of 10-11% during the period from 2006 to 2010; 12% during the period from 2011 to 2015; and 12% during the period from 2016 to 2020;
- Strive to reach by 2010, the proportion of the industry-construction sector accounting for 35%; services for 34.5%; agriculture, forestry, and fisheries for 30.5%; by 2015, these proportions correspondingly are 44.7% - 35.1% - 20.3%; and by 2020, they are 49.2% - 37.1% - 13.7%.
- Strive to gradually reduce the per capita GDP gap compared to the national average and exceed the targets set forth in Resolution No. 37-NQ/TW dated July 1, 2004 of the Politburo for the Northern Midland and Mountainous Region.
b. On culture and society:
- Create fundamental changes in the quality of various fields: culture, health care, education, training, and raising public awareness; continuously improve the living standards of the people, quickly reduce the poverty rate (average reduction of 3.3% per year during the period from 2006 to 2010, at least 1.8-2% per year during the period from 2011 to 2015, and 0.5-0.8% per year during the period from 2016 to 2020). Strive to achieve a poverty rate equal to the national average by 2010.
- By 2010, the completion rate of universal secondary education should reach 80%, and by 2015, it should reach 100%. In 2010, the percentage of schools that have been reinforced should reach 90%, and by 2015, it should reach 100%;
- Reduce the urban unemployment rate to about 4.5% by 2010, 4.3% by 2015, and 4% by 2020. Increase the working time of rural labor to 90% in 2010 and reach 93-95% by 2020; raise the proportion of trained labor to over 30% by 2010 and over 50% by 2020;
- Strive to achieve by 2010, 82% of households meeting the criteria for cultural families, 87% by 2015, and 90% by 2020. By 2010, 60% of villages, communes, and wards should meet the cultural standard recognized by the district level, reaching 70% by 2015 and 80% by 2020; by 2010, 85% of agencies and units should meet the cultural standard, and by 2020, it should exceed 90%.
c. On the environment:
- Create fundamental changes in the public's understanding of environmental protection, gradually form habits and lifestyles that contribute to a green, clean, and beautiful environment. Prevent and limit the degree of environmental pollution, degradation, and incidents. Increase forest coverage to 40.5% by 2010 and 43% by 2020 (including fruit trees on forest land);
- Protect and sustainably utilize natural resources, conserve biodiversity, scenic landscapes, and ecological balance;
- Industrial parks and concentrated industrial zones must treat waste to meet Vietnam's environmental quality standards;
- Strive to achieve by 2010, 95% of urban residents using safe water and 85% of rural residents; by 2020, these rates should be 99.5% and 95%, respectively. The proportion of households with hygienic latrines should reach 75% by 2010, 85% by 2015, and 100% by 2020.
d. On national defense and security:
- Leverage the comprehensive strength of all levels, sectors, and the masses of the people, build a people's national defense system and a people's security posture. Closely combine the tasks of national defense and security with economic development, maintain political stability, public order, and social safety, creating a favorable environment for economic and social development;
- Consolidate the political system at all levels, strengthen the capacity to detect and handle violations of the law, fully implement the requirements of the Administrative Reform Program and the Strategy for Building and Improving the Legal System as issued by the competent authority.
II. DIRECTIONS FOR DEVELOPING SECTORS AND FIELDS
1. Directions for developing the industry and construction sector
- Strive to achieve an average annual growth rate of industrial and construction output value of 21% during the period from 2006 to 2010, 18% during the period from 2011 to 2015, and approximately 14.5% during the period from 2016 to 2020. Transform Bac Giang from a predominantly agricultural province to a province with an economic structure primarily based on industry and services.
- Focus intensely on the development of industry and small-scale handicrafts, accelerate growth and structural transformation of the economy, create a foundation for labor structure transformation. Identify industrial zones and clusters as important economic areas, concentrate on developing industrial zones and clusters into driving forces for economic growth, urban development, and services.
- Export goods value reaches approximately 350 to 500 million US dollars by 2020; increase the proportion of labor working in the industry-construction sector from 8.86% to nearly 22% by 2020;
- Arrange industrial zones in conjunction with services and urban development along main spatial development axes including: the South-North axis connected to National Highway 1A, the Southwest-Northeast axis connected to National Highway 31, the West-South axis connected to National Highway 37, and the Northwest-Southeast axis connected to Provincial Road 398 linking to the Hanoi-Halong Expressway.
2. Orientation for the development of agriculture, forestry, and fisheries
a. Agriculture:
- Strive for an average annual growth rate of production value of about 4% during the 2006-2010 period, reach 3.8% during the 2011-2015 period, and 3.5% during the 2016-2020 period;
- Ensure food security, promote the development of commodity production based on developing groups of crops and livestock with strengths being "4 plants (fruit trees, cereals, vegetables, and short-cycle industrial crops), 2 animals (pigs and cattle)"; increase production value per unit area of cultivation, striving to reach about 45 million VND by 2020. The ratio of agricultural commodities during the 2006-2010 period is expected to be around 40%, and during the 2011-2020 period around 50%.
- Form regions of clean ecological agricultural commodity production with high technology serving domestic consumption and export. Expand winter crop areas, strengthen the application of biotechnology and technical progress in production, develop safe vegetable planting, flower growing, and ornamental plant cultivation in suburban and town areas;
- Increase the share of animal husbandry up to about 45% of the agricultural production value, the share of crop farming remains at about 49%, and the share of agricultural services increases to 6% throughout the planning period;
- Agricultural labor productivity during the 2006-2020 period increases by an average of about 5.5% per year. Stabilize the area and improve the quality of fruit trees, with a scale of about 45 thousand hectares, mainly lychee with an area of about 35 thousand hectares. Implement intensive cultivation, improve quality, restructure varieties to stagger harvest times; simultaneously, apply biotechnology to have high-quality and safe lychee regions for processing and export industries.
b. Forestry:
- Establish stable forest compartments according to three types of forests, strive to bring the structure of the sector to account for about 3% of total GDP at the end of the planning period;
- By 2020, the total area of forestry land is expected to be 145,974.7 hectares. Among which, the special-use forest area will remain stable at 15,411.3 hectares, protective forest 18,803 hectares, and productive forest 111,760.4 hectares.
c. Fisheries:
Strive to reach by 2020, exploit 90% of the total area capable of aquaculture (approximately 13 thousand hectares). Apply new technologies to increase the yield of aquaculture to 25 to 30 hundred kilograms per hectare through industrial and semi-industrial farming methods. Increase the total production of farmed fish in the Province to 25 to 30 thousand tons by 2010 and 38 to 40 thousand tons by 2020. Aim for an average annual growth rate of the fisheries sector of about 15%.
3. Orientation for the development of service sectors
- Strive to achieve a growth rate of the service sectors of about 9.9% per year during the 2006-2010 period, about over 12% during the 2011-2015 period, and about 13.6% during the 2016-2020 period. Focus on developing trade and tourism services to quickly become important economic sectors; prioritize the development of trade, transportation, warehousing, postal and telecommunications, banking, financial credit, insurance, real estate, and tourism. Among them, direct the economy towards export activities with the goal of increasing export turnover by an average of 15-16% per year during the 2006-2020 period;
- By 2010, the workforce in the service sectors reaches a proportion of over 18% and 27% by 2020. Gradually invest in infrastructure for the service and trade sectors in a civilized and modern direction.
4. Orientation for the development of cultural and social fields
a. Education, training, and vocational education
- Create a strong shift in educational quality towards advanced standards. Build and develop a teaching staff and educational management cadre. Allocate sufficient quantity, reasonable structure, ensure that 100% of teachers meet the standard and increase the proportion of teachers exceeding the standard;
- Strengthen investment in school facilities, strive to reach 100% of solid classrooms in secondary education by 2020, and 100% of schools meeting national standards; aim to achieve universal secondary education by 2015.
- Encourage the development of various forms of training and vocational education in a socially-oriented manner. Plan and build high-quality universities and vocational training institutions in a modern direction to meet the labor needs of the Province and Region; enhance local training, raise the proportion of trained labor to 50% by 2020.
b. Health, population, family, and children:
- Reform and perfect the health system towards fairness, efficiency, and development. Improve the quality of public health network operations, develop non-public health services. Implement well social policies in the field of health care and protection, medical examination and treatment for the poor, and children in difficult circumstances;
- Promote the application of scientific and technological advances, combine traditional medicine with modern medicine. Continue to consolidate and develop primary health care, intensify the construction of national standards for commune health; strive to reach 100% of communes meeting national health standards by 2020;
- Implement effectively the Population Strategy, stabilize the population size at 1.84 million people by 2020; strive to achieve and maintain replacement fertility levels. Pay attention to protecting and caring for children, aiming to reduce the malnutrition rate among children under five years old to about 10% by 2020.
c. Culture, information, physical education, and sports:
- Enhance the quality and effectiveness of the mass movement "All people unite to build a civilized lifestyle." Strive to reach 90% of households meeting the criteria for civilized families, 80% of villages, communes, wards reaching the cultural standard recognized by the district, and over 90% of agencies and units achieving the cultural standard. Strengthen the construction and consolidation of cultural information systems at the grassroots level. Preserve and promote traditional cultural values of residents living in the area.
- Vigorously promote the mass sports movement, closely linked with the socialization of sports activities. Comprehensive investment should be made in the group of strong sports disciplines, striving to achieve national-level results in some strong sports disciplines by 2010.
d. Science and technology and postal and telecommunications:
- Research, application, and implementation are the priority directions for technological innovation with a multi-level structure, directly targeting modern technology, serving the cause of industrialization and modernization, ensuring high-speed economic development. Strengthen the reception of appropriate technology to serve economic and social development; fundamentally solve the problem of supplying high-yield and high-quality crop and livestock varieties.
- Accelerate the development speed of the postal and telecommunications network, ensuring smooth communication; strive to have 80-90% of commune cultural-post offices providing Internet services by 2010. By 2010, achieve an average of 35-40 fixed telephones per 100 people, and by 2020, reach 70 telephones per 100 people. Complete optical fiberization of subscriber cables in cities and most communes and towns, meeting the information needs of the people.
đ. Implement social policies and employment solutions:
- Effectively implement the National Target Programs on Employment, linked with improving the quality of labor resources in the locality. Strive to create jobs for 18,000 to 20,000 workers annually, including exporting 3,000 to 4,000 workers.
- Strengthen guidance in implementing poverty reduction programs, mobilizing resources through socialization, accelerating the pace of poverty alleviation; properly carry out work to repay kindness and assist policy beneficiaries and children in special circumstances.
- Vigorously develop production, create more job opportunities, gradually improve the living standards of the people.
e. National defense and security:
- Closely combine the tasks of economic and social development with ensuring national defense and security, ensuring the goal of maintaining political stability and social order and safety, creating a favorable environment to serve economic and social development.
- Build a strong all-people national defense, focusing on building local military forces that are strong, regular, and gradually modernized. Build regional defenses, strategic mobility routes, military high points, and effectively implement the national defense education program.
g. Environmental protection:
Protect and sustainably develop the environment and natural resources; rationally exploit and use natural resources efficiently within ecological and environmental limits; effectively handle and control environmental pollution, and address environmental degradation.
5. Orientation for urban spatial development
a. Develop and reasonably distribute the urban network and residential areas in the Province; link industrial zone development with urban and service development. Create balanced development between the plains, midlands, and mountainous regions; harmonize urbanization with new rural construction, striving to achieve an average of 16 square meters of housing per person by 2010 and 21 square meters by 2020.
b. The central urban cluster is formed and developed along the old National Highway 1A from Ninh to Kep. This is the key economic region of the Province, including Bac Giang City, which serves as the economic and political center built towards modernity, enhancing the quality of all aspects of the city, expanding urban space after 2010; there are satellite industrial and service cities such as Dinh Tram, Song Khe - Noi Hoang, Quang Chau, Van Trung, Viet - Han; cities Kep, Voi, Bich Dong, Ninh, Que Nham, developing some urban areas linked with industrial zones, upgrading some satellite cities to become Class IV cities.
c. Eastern urban system: main direction of development along National Highway 31 from Dong Ngo to An Chau; secondary direction of development along Provincial Road 293, 289. Cities include the market towns Chu, An Chau, Bien Dong, Kep II, Pho Lim, Tan Son, Long Son, Van Son, and Thanh Son. The central city of the region is Chu Market Town, striving to become a Class IV city.
d. Western urban system: formed and developed along National Highway 37, 398, and Provincial Road 292 including the market towns Thang, Caugop, Boha, Nha Nam, Cao Thang, and other market towns in the Region. Thang Market Town is the center of the Region, striving to become a Class IV city.
6. Orientation for economic and social development in key regions
a. Development driving region:
The economic driving region includes Bac Giang City, part of Lang Giang District, Yen Dung District, and Viet Yen District with industrial zones (Dinh Tram, Song Khe - Noi Hoang, Quang Chau, Van Trung, Viet - Han...). Construct a convenient transportation system of railways, waterways, and roads for trade exchanges and development with major economic centers in the North, Hanoi Capital, China, and ASEAN countries.
b. Agricultural, forestry, and industrial economy of Luc Ngan region:
With Chu town as the center, it includes most of the areas of Luc Ngan District, Son Dong District, and the northeastern part of Luc Nam District. This region has geographical, topographical, climatic, and weather conditions conducive to the development of forestry, agriculture in general, and fruit trees in particular, and has favorable conditions for developing agricultural and forestry raw material areas linked with agricultural product processing and eco-tourism.
c. Economic region combining national defense:
The economic region combining national defense includes the northern and northeastern parts of Lang Giang District, the northwestern part of Luc Ngan District, the eastern part of Luc Nam District, and Yen Dung District. The geographical location and terrain make this region a strategic area for national defense. The boundaries of the region are relative, requiring close integration between economic and social development and the construction of a solid defensive area.
d. Economic focus area Hiệp Hòa:
Located adjacent to the administrative boundary of the capital city of Hanoi with relatively convenient transportation routes, it facilitates trade with Hanoi and northern mountainous provinces. In the planned expansion of the Hanoi Capital's spatial development, the district of Hiệp Hòa is situated on Ring Road 4 and within the Hanoi Capital region. The plan includes developing several industrial zones and clusters to attract investments from businesses in Hanoi and to accommodate the relocation of certain factories from the inner city of Hanoi.
7. Developing the economic and social infrastructure system
Focus on investing in and constructing a modern economic and social infrastructure system to meet the requirements for the period of industrialization and modernization. Specifically:
- Upgrading National Highway 1A to expressway standards and upgrading the old National Highway 1A to Class III standards; upgrading and expanding National Highways 31, 37, and 279 to Class IV standards;
- Completing the upgrade and asphalt paving of the provincial road system totaling 390 kilometers by 2015. In the short term, prioritize upgrading and expanding Provincial Road 398, Provincial Road 296 connecting to National Highway 3, and the grid-like road network serving the four main economic development axes, contributing to accelerating the process of industrialization and modernization of agriculture and rural areas;
- Striving to upgrade and asphalt or concrete pave the rural road system to achieve a ratio of 70-80%; upgrading and hardening the rural transportation system, including bridges leading to villages, ensuring smooth travel throughout the year at 100% by 2020;
- Upgrading the river and railway systems to national and international standards to facilitate cargo transport;
- Upgrading port facilities, inland ports, stations, warehouses, fuel depots, postal and telecommunications infrastructure, tourism infrastructure to serve economic development. Building new container ports in Đồng Sơn - Yên Dũng, dry ports in Kép - Lạng Giang, and Quang Châu - Việt Yên; upgrading dedicated ports in Bắc Giang and other river ports along the three main rivers;
- Upgrading the power system, water supply and drainage; completing the comprehensive upgrade and renovation of the irrigation system towards solidification to use water efficiently and ensure basic self-sufficiency in irrigation for agriculture by 2015;
- Constructing commercial and tourism infrastructure, supermarket and store systems; upgrading rural markets to support commercial development; upgrading roads leading to major tourist areas (Khuôn Thần Tourist Area, Suối Mỡ, West Yên Tu Mountain); upgrading hospitals, health stations, schools (including universities, colleges, vocational schools), and research and development facilities for plant and animal breeds, welfare projects, conservation, and cultural heritage museums;
8. List of priority programs and projects for research and investment (Appendix attached).
III. MAJOR SOLUTION GROUPS TO IMPLEMENT THE PLAN.
To achieve the goals of the socio-economic development plan for Bắc Giang Province until 2020, it is necessary to focus on the following major solution groups:
1. Investment capital solutions
The total investment capital required for implementing the Plan is very large compared to the province's resources and central government support. Therefore, to meet the investment capital needs, there must be measures to mobilize capital to promote diversified investment, primarily leveraging internal resources, maximizing land fund capital, encouraging the attraction of investment from non-state economic sectors, and socializing investment in healthcare, education, sports, specifically:
- State budget capital (central and local budgets) will be concentrated for investment in economic and social infrastructure development;
- Continuing to generate capital from the land fund, implementing mechanisms for land use rights auctions to attract capital for infrastructure construction, new urban areas, industrial zones... Using land funds to create capital for building infrastructure to develop industry. Conducting reviews and reclaiming unused or improperly used land;
- Encouraging enterprises to prepare well to issue and list shares on the stock market to attract investment for production and business development;
- Implementing the policy of "State and people working together" in the concrete paving of canals, construction, and reinforcement of rural transportation systems; forming provincial investment funds in accordance with the law; - Promoting administrative reform to create favorable conditions for various economic components to establish new businesses and expand existing ones under the Law on Enterprises; actively promoting investment to attract domestic and foreign projects;
- Taking advantage and effectively utilizing official development assistance (ODA) capital.
2. Mechanism and policy solutions
- Promptly detailing the legal system, Party and State policies on renewal into practical applications at the local level. Urgently reviewing, amending, and supplementing the province's mechanisms and policies to align with development requirements, creating a fair investment and business environment for all economic components. Establishing preferential mechanisms and policies to encourage and attract investment in mountainous regions, rural areas, and ethnic minority areas;
- Improving the quality of organization and operation of the state administrative system to suit local conditions and meet development and international economic integration requirements;
- Vigorously implementing the one-stop mechanism, simplifying administrative procedures in a transparent manner when handling matters for organizations, businesses, and citizens. Promoting judicial reform, establishing a legal service network to facilitate access and timely understanding of policies and laws for individuals and organizations in protecting their legitimate rights and interests;
- Strengthening decentralization in management, organizational structure, and cadres and civil servants, linking this with the restructuring and enhancement of the operational capacity of local authorities; building a clean and strong political system. Enhancing the initiative, creativity, and responsibility of each organization and individual in performing their duties.
- Promote the application of information technology according to the e-Government model and implement the deployment of a quality management system in accordance with ISO 9001 - 2001 standards;
3. Solutions for developing human resources
- Build and effectively implement the Provincial Human Resource Development Strategy; develop plans and mechanisms, policies to positively support the training of new and retraining of business leaders and corporate managers; at the same time, have appropriate mechanisms and policies to attract high-level officials in economic, scientific and technological fields, skilled experts, experienced workers, and artisans to work in the Province;
- Expand cooperation with reputable training institutions both within and outside the Province to train skilled technical workers. Encourage enterprises to contribute capital, equipment, means to improve training quality or to link up for training. Establish training facilities suitable for local conditions and actual requirements; promote socialization in education and training to mobilize all social resources for investment in education and training development;
- Reasonably promote the process of land consolidation and the transition of some agricultural laborers to small-scale industries and services. Develop mechanisms and policies to create a favorable environment to promote industrialization and modernization of agriculture and rural areas;
4. Solutions to strengthen linkage and cooperation in development with Hanoi City and other provinces and cities
Strengthen linkage and cooperation with Hanoi City and other provinces and cities in the region to fully leverage comparative advantages, especially in industrial development, agriculture and forestry, trade, tourism, healthcare, education and training, science and technology, environmental protection;
5. Solutions for cultural and social development
- Concentrate resources to accelerate the speed of poverty reduction and prevent relapse into poverty; improve public awareness and change backward customs;
- Continue to implement policies and measures to assist economic development and access to social services for the poor;
- Vigorously implement policies to encourage production development, expand vocational training networks for workers, and increase the proportion of trained labor;
- Effectively implement social policies such as care for war veterans, social assistance, prevention of social evils... Implement good policies for ethnic minorities and mountainous regions;
- Promote socialization in education and training, healthcare, culture and information, physical education and sports sectors;
6. Solutions to enhance national defense and security
- Continue to implement the national defense and security strategy. Launch mass movements for people's participation in national security. Closely combine economic and social development tasks with security and defense assurance;
- Strengthen legal education among cadres and the people; state management over public order and safety in the locality; resolutely suppress and handle criminal activities. Vigorously carry out grassroots situation monitoring, and complaints and denunciations resolution to build trust and a safe, clean social environment;
7. Implementation and supervision of planning
a. Announcing and disseminating the plan:
- Organize the announcement and dissemination of the Provincial Socio-Economic Development Plan through various forms to Party committees and authorities, sectors, mass organizations, enterprises, and the people in the Province;
- Organize the introduction and promotion of priority projects to investors;
b. Building action programs and investment promotion:
- After the Plan is approved, based on the objectives of the Plan, it is necessary to build action programs to gradually achieve the Plan's goals. In the short term, develop specific plans to achieve the targets set forth in the Resolution of the 16th Provincial Party Congress;
- Vigorously promote investment promotion activities, focusing on key projects with core products that play a decisive role in achieving the Plan's goals;
- Develop some core product programs of the Province and strictly organize their implementation to create new momentum for production and business development. At the same time, implement incentive and preferential policies for the development of core products in terms of market, capital, and land;
- Gradually concretize planning work and incorporate it into five-year and annual plans for implementation. Depending on changes in socio-economic development conditions during each period, review, adjust, and supplement the Plan in a timely manner to suit the development process;
- All levels, sectors, social organizations, and ethnic groups in the Province have the responsibility to inspect and supervise the implementation of the Plan;
Article 2. The overall socio-economic development plan for Bac Giang Province until 2020 serves as the basis for establishing, approving, and implementing sectoral plans (construction plans, land use plans, and other sectoral plans) and investment projects in Bac Giang Province.
Article 3. The People's Committee of Bac Giang Province shall, based on the goals, tasks, and directions for socio-economic development of the province as stated in the Plan after its approval, coordinate with relevant ministries and sectors to direct the preparation, submission for approval, and implementation according to regulations of the following contents:
1. The overall socio-economic development plan at the district level; the urban system development plan and rural settlement points; the construction planning; land use planning and plans; industry and sector development plans... to ensure synchronous development.
2. Five-year plans, annual plans; key economic, cultural, and social development programs; specific projects to focus investment and allocate priority investments in a reasonable manner.
3. Study and develop, issue, or submit to competent state agencies for issuance (if the matter exceeds authority) certain mechanisms and policies appropriate to the development requirements of the province during each phase, aimed at attracting and mobilizing resources to implement the Plan.
Article 4. Assign relevant ministries and sectors to support the People's Committee of Bac Giang Province in researching and preparing the aforementioned plans; studying and developing and submitting to competent state agencies for issuance certain mechanisms and policies appropriate to the socio-economic development requirements of Bac Giang Province during the phase to effectively mobilize and utilize resources, encourage investment to achieve the socio-economic development goals, tasks, and directions of the Province as stated in the Plan. Accelerate investment and implementation of projects and works of regional scale and significant importance to the development of Bac Giang Province that have been decided for investment. Study and consider adjustments and supplements to industry development plans and investment plans for related projects expected to be invested as stated in the Plan.
Article 5This Decision takes effect 45 days from the date of issuance.
Article 6. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Bac Giang Province are responsible for implementing this Decision.
