- This Circular takes effect 45 days from the date of signature.
- Ministries, ministerial-level agencies, government agencies, political-social organizations, provincial People's Committees, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and intermediate specialized schools that have registered their operations to train intermediate vocational level and higher vocational level in the occupations specified in this Circular, and related units are responsible for implementing this Circular.

Article 1. Scope of Regulation and Applicability:
This Circular stipulates the framework program for intermediate vocational level and the framework program for higher vocational level to be applied to vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate schools (hereinafter referred to collectively as vocational training institutions) both public and private that have registered to conduct vocational training in the occupations specified in this Circular;
The framework program for intermediate vocational level and the framework program for higher vocational level stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.
Article 2. The framework program prescribed in this Circular includes:
1. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Dyeing Technology" (Annex 1);
2. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Industrial Explosives Production" (Annex 2);
3. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Drilling and Blasting" (Annex 3);
4. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Iron Smelting" (Annex 4);
5. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Forging and Stamping" (Annex 5);
6. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Construction and Completion of Hydraulic Works" (Annex 6);
7. The framework program for intermediate vocational level and the framework program for higher vocational level for the occupation "Sewing Machine Repair" (Annex 7);

Article 3. Responsibility for developing vocational training programs:
Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate-level colleges that have registered to provide vocational training for the trades specified in this Circular shall organize the development, review, and approve the vocational training programs of their institutions.
Article 4. Implementation provisions:
1. This Circular takes effect 45 days from the date of signature.
2. The Ministries, ministerial-level agencies, governmental agencies, Political-Social Organizations, People's Committees of provinces and centrally governed cities, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate-level colleges that have registered to provide intermediate vocational training and higher vocational training for the trades specified in this Circular, and related units shall be responsible for implementing this Circular./.
