Issuing standards for the preservation of fire-fighting water pumps stored in state reserves directly managed by the State Reserve General Department

Pursuant to the National Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly;

Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;

The Minister of Finance promulgates this Circular amending and supplementing Clause 1, Article 15 and the attached forms of Circular No. 86/2013/TT-BTC dated June 27, 2013 of the Ministry of Finance concerning the application of preferential treatment regimes in customs administration for enterprises meeting the required conditions as follows:

The Ministry of Finance stipulates the standards for the preservation of fire-fighting water pumps stored in state reserves directly managed by the State Reserve General Department as follows:

Article 1. Attached hereto are the systems of catalogues of standards for the preservation of fire-fighting water pumps stored in state reserves directly managed by the State Reserve General Department (Annexes 01, 02, 03, 04 attached hereto).

Article 2. These standards are established based on the unit price in October 2010 and shall be used as a basis for building and implementing plans for importing, preserving, and exporting fire-fighting water pumps stored in state reserves in 2011. From 2012 to 2015, the annual preservation standard will be adjusted according to the average price increase or decrease index reported annually for products, goods, and services published by the General Statistics Office.

Article 3. The Director of the State Reserve General Department shall base on the preservation standards set forth in this Circular and the provisions of Decision No. 21/2006/QD-BTC dated April 3, 2006 of the Minister of Finance promulgating regulations on the establishment, issuance, and management of preservation standards for national reserve goods to guide and organize implementation without exceeding the prescribed standards..

Article 4. This Circular takes effect 45 days from the date of signature. Decree No. 96/2008/QD-BTC dated October 30, 2008 regarding the issuance of preservation standards for fire-fighting pumps stored in national reserves directly managed by the National Reserve Administration is hereby repealed. The Director of the State Reserve General Department, the Director of the Ministry of Finance's Office, and the heads of units related to the management of state reserves are responsible for organizing its implementation./.
