ORDINANCE

Amending and supplementing certain Articles of the Ordinance

stipulating national honorary titles

"Heroic Mother Vietnam"

BASED ON THE CONSTITUTION OF THE SOCIALIST REPUBLIC OF VIETNAM IN 1992 AS AMENDED AND COMPLEMENTED BY RESOLUTION NO. 51/2001/QH10;

Pursuant to Resolution No. 23/2012/QH13 dated June 12, 2012 of the National Assembly on the legislative program for 2013, adjusting the legislative program for 2012 and the term of the XIIIth National Assembly;

The Standing Committee of the National Assembly promulgates this Ordinance amending and supplementing certain Articles of the Ordinance stipulating the national honorary title "Heroic Mother Vietnam"

Article 1.

Amending and supplementing certain Articles of the Ordinance stipulating the national honorary title "Heroic Mother Vietnam":

1. Clause 2 shall be amended and supplemented as follows:

"Article 2

Mothers falling under any of the following circumstances shall be awarded or posthumously awarded the title "Heroic Mother Vietnam":
1. Having two or more children who are martyrs;
2. Only having two children, one of whom is a martyr and the other a war invalid with a reduced work capacity of 81% or more;
3. Only having one child who is a martyr;
4. Having one child who is a martyr and either the husband or the mother herself is a martyr;

5. Having one child who is a martyr and the mother herself is a war invalid with a reduced work capacity of 81% or more."

2. Clause 4 shall be amended and supplemented as follows:

"Article 4

Those who are awarded or posthumously awarded the title "Heroic Mother Vietnam" shall be presented with the Certificate and Medal "Heroic Mother Vietnam" and shall enjoy the following preferential benefits:
1. Being organized a ceremony for awarding or posthumous awarding;
2. Receiving a lump sum payment and enjoying preferential benefits as prescribed by laws on preferential treatment for persons meritorious to the revolution;
3. Being organized a solemn funeral when deceased;

4. The costs for organizing the awarding or posthumous awarding ceremony and the funeral shall be guaranteed by the State."

Article 2.

Replace the phrase "Certificate and Medal" at Article 6 of the Ordinance stipulating the national honorary title "Heroic Mother Vietnam" with the phrase "Certificate, Medal "Heroic Mother Vietnam".

Article 3.

1. This Ordinance takes effect from January 1, 2013.

2. The Government shall provide detailed regulations and guidance on the implementation of this Ordinance.
