CIRCULAR

Regulations on standards for equipping dining halls, kitchens, and catering equipment;

usage quotas for electricity at warehouses and technical areas; duties,

generator sets for units and organizations under

cryptographic forces and office equipment in cryptographic workrooms

Pursuant to Decree No. 35/2013/NĐ-CP dated April 22, 2013, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of National Defense;

Pursuant to Decree No. 32/2013/NĐ-CP dated April 16, 2013 of the Government detailing and guiding the implementation of certain provisions of the Cryptographic Law regarding the regime and policies for cryptographic personnel;

Considering the proposal of the Director of the Government Cryptographic Board;

The Minister of National Defense issues this Circular regulating standards for equipping dining halls, kitchens, and catering equipment; usage quotas for electricity at warehouses and technical areas; standards and equipment for generator sets for units and organizations under cryptographic forces and office equipment in cryptographic workrooms.

Article 1. Scope of Regulation

This Circular stipulates standards for equipping dining halls, kitchens, and catering equipment; usage quotas for electricity at warehouses and technical areas; standards and equipment for generator sets for units and organizations under cryptographic forces and office equipment in cryptographic workrooms.

Article 2. Applicability

Article 1. This Circular applies to cryptographic personnel who are not military personnel or People's Public Security officers receiving salaries according to the cryptographic rank pay scale and the cryptographic technical rank pay scale; relevant agencies, organizations, and individuals.

Article 2. Military personnel and People's Public Security officers engaged in cryptographic work shall implement office equipment in cryptographic workrooms according to the provisions of Article 6 of this Circular.

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

Article 3. Units and organizations under cryptographic forces are units and organizations using cryptography established in accordance with the law on cryptography.

Article 4. Cryptographic workroom is a specialized workroom for cryptographic work.

Article 5. Principles of Assurance

Clause 1. Ensuring the satisfaction of regular living needs, training, field exercises, and combat readiness.

Clause 2. Ensuring compliance with the requirements of tasks of cryptographic forces, socio-economic conditions, and state budget capacity in each period.

3. Being consistent with overall development trends and specific characteristics of each region, locality, and particular group.

Clause 4. Using economically and reasonably in ensuring standards for office equipment and electricity usage for cryptographic personnel.

Article 6. Dimensions and models of various types of office equipment in cryptographic workrooms

Dimensions and models of various types of office equipment in cryptographic workrooms and daily-use equipment shall be implemented in accordance with the regulations of the Ministry of National Defense on design and economic-technical norms for office equipment and daily-use equipment.

Article 7. Standards for equipping dining halls, kitchens, and catering equipment

2. Ensuring through provision of physical items.

Standards for equipping dining halls, kitchens, and catering equipment for units and organizations under cryptographic forces shall be implemented in accordance with the annex attached to this Circular.

Article 8. Electricity usage quotas

Article 7. Standards for Canteens, Kitchens, and Catering Utensils

Electricity usage quotas for the export, import, storage, maintenance, repair, and sealing of cryptographic technical equipment, documents, and means of transportation and spare parts at warehouses and technical areas shall be implemented as follows:

Clause 1. Electricity usage quotas for the export, import, storage, maintenance, repair, and sealing of cryptographic technical equipment and documents (hereinafter referred to collectively as warehouse work) are the levels of electricity (number of kWh) specified for use in a month for a unit of volume of goods in the warehouse or station to perform tasks assigned at warehouse facilities, including:

Point a) Electricity consumption for devices consuming electricity to carry out export, import, transport, inspection, storage, and maintenance of various types of materials, equipment, goods, and products in cryptographic warehouses of units and organizations under cryptographic forces;

Point b) Electricity consumption for lighting to serve work in the warehouse and protect the warehouse area.

Clause 2. Electricity usage quotas for means of transportation and spare parts at warehouses and technical areas (hereinafter referred to collectively as technical work) are the levels of electricity (number of kWh) specified for use in a month by units and organizations under cryptographic forces to ensure technical support for use, training, and cryptographic professional work, including:

Point a) Electricity consumption for testing and inspecting cryptographic technical equipment to ensure professional work and training at technical areas of units and organizations under cryptographic forces;

Point b) Electricity consumption for the export, import, storage, maintenance, repair, and sealing of cryptographic technical equipment at facilities, workshops, warehouses, and technical areas of units and organizations under cryptographic forces;

Point c) Electricity consumption for equipment to maintain environmental conditions for storage and some equipment, materials, and goods in the warehouse (electronic components, optical equipment, chemicals...), maintaining environmental conditions for calibration quality control rooms, equipment inspection rooms;

Point d) Electricity consumption for lighting to protect the workshop and technical area.

c) Electrical energy used for equipment operation to maintain storage conditions and ensure certain equipment, materials, and goods in the warehouse (such as spare parts warehouse, electronic equipment, optical devices, chemicals, etc.); maintaining environmental conditions for calibration and measurement quality rooms, testing equipment rooms;

d) Electrical energy used for lighting to protect areas around workshops and technical zones.

Article 9. Standards and equipment for generators for units and organizations under the cryptographic force

Units and organizations under the cryptographic force stationed on islands, border guard posts, or in other areas without access to the national power grid shall be equipped with generators with sufficient capacity to meet lighting requirements and be appropriate to the establishment strength of each unit to ensure the electricity consumption standards specified in Catalogue No. 05 issued together with Decree No. 32/2013/NĐ-CP dated April 16, 2013 of the Government detailing and guiding the implementation of certain provisions of the Cryptographic Law regarding the regime and policies for cryptographic personnel. The minimum operating time for the generator is 6 hours/day.

Article 10. Funding Assurance

The funding for implementing the equipment standards for cryptographic personnel as stipulated in this Circular shall be guaranteed from the state budget. Each year, agencies and units using cryptographic personnel shall prepare a budget estimate for implementation within their annual budget estimates and submit it to the financial authorities at the same level for consolidation and submission to the competent authority according to regulations.

Article 11. Implementation Organization

1. The Government Cryptographic Agency shall take the lead and coordinate with relevant functional agencies to assist the Minister of National Defense in directing, guiding, and inspecting the implementation of this Circular and resolving any difficulties and issues arising during its implementation.

2. Agencies and units under the Ministry of National Defense, according to their assigned functions and tasks, shall cooperate with the State Confidentiality Service to disseminate, guide, and implement this Circular.

Article 12. Effective Date

1. This Circular takes effect from March 3, 2015.

2. During the implementation process, if there are any difficulties, ministries, sectors, and localities shall report them to the Ministry of National Defense (through the Government Cryptographic Agency) for consideration and collaborative resolution./.
