Regulations on material infrastructure, equipment, and training of specialized staff for Table Tennis training professional staff for Table Tennis
Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Decree No. 106/2016/NĐ-CP dated July 1, 2016 of the Government on conditions for operating sports activities;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Article 1. Scope of Regulation
Article 1. This Circular stipulates the material infrastructure, equipment, and training of specialized staff to meet the requirements for practicing and competing in Table Tennis.
Article 2. The standards for material infrastructure and equipment for high-performance sports training and competition in Table Tennis shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 2. Applicability
This Circular applies to organizations and individuals organizing training, competition, and specialized staff training for Table Tennis in Vietnam.
Chapter 3. Infrastructure and Equipment for Training
Clause 1. The area where the table is placed must have a roof, be windproof, and not cause glare. The floor must be flat and non-slippery.
Clause 2. The table must be placed within a space that is at least 5 meters wide and 8 meters long.
Clause 3. The table surface must have uniform bounce, approximately 23 centimeters when a standard ball falls from a height of 30 centimeters onto the table surface.
Clause 4. The ball must be spherical, with a diameter of 40 millimeters and a weight of 2.7 grams, made of cellulite or similar flexible plastic material, white or orange in color.
Clause 5. The net and net posts must be 15.25 centimeters high. The distance between the net post and the limit outside the vertical boundary line must be 15.25 centimeters, the top edge of the net must be uniformly 15.25 centimeters high, the bottom edge of the net must be flush with the table surface, and the side edges of the net must be flush with the net posts.
Clause 6. Lighting must be evenly distributed across all points on the table surface and the surrounding area, with a minimum intensity of 300 Lux, and each light fixture must be at least 4 meters above the table surface.
Clause 7. A ball barrier around the table area must be 75 centimeters high, dark in color, and avoid reflection and confusion with the ball's color.
Clause 8. There must be a first aid kit as prescribed by the Ministry of Health, changing rooms, storage areas, and sanitary facilities.
Clause 9. There must be a bulletin board displaying the following main contents: Training hours, participants, those who are not allowed to participate, and safety measures during training.
Chapter 4. Infrastructure and Equipment for Competition
Article 2. Clause 1, Clauses 3, 4, 5, 6, 7, and 8 of this Circular.
Clause 2. The table must be placed within a space that is at least 7 meters wide and 14 meters long.
Clause 2. There must be a table for scoreboards and chairs for referees.
Article 5. Ratio of Training Guidance
Each coach may instruct no more than 30 people in one session.
Article 3. The General Department of Sports, the Vietnam Table Tennis Federation, or the Provincial Departments of Culture, Sports and Tourism, or the Provincial Departments of Culture and Sports under the central government shall organize specialized training for coaches in Table Tennis.
Article 4. The General Department of Sports shall be responsible for developing the content and program for specialized training for coaches in Table Tennis, to be submitted to the Minister of Culture, Sports and Tourism for decision.
Article 5. Certificates of specialized training for coaches in Table Tennis shall be issued by the organizing body. The format of the certificate is specified in the Appendix attached to this Circular.
Article 7. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspection Agency shall conduct inspections and handle violations of this Circular within its authority.
3. Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports under the central government shall be responsible for implementing this Circular.
Article 8. Effective Date
Article 6. This Circular shall take effect from March 5, 2018.
Article 7. Circular No. 13/2012/TT-BVHTTDL dated December 10, 2012 of the Minister of Culture, Sports and Tourism stipulating the conditions for operation of sports facilities organizing Table Tennis activities shall cease to be effective from the date this Circular takes effect. During implementation, if any issues arise, agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for research and resolution.
