CIRCULAR
REGULATIONS ON STANDARDS AND QUANTITIES OF EQUIPMENT FOR TRAINING AND COMPETITION IN SPORTS FOR NATIONAL TEAM ATHLETES AND COACHES
Pursuant to the Law on Management and Use of State Assets dated June 21, 2017;
Pursuant to Decree No. 79/2017/NĐ-CP dated July 17, 2017, of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decision No. 50/2017/QĐ-TTg dated December 31, 2017 of the Prime Minister stipulating standards and quotas for the use of machinery and equipment;
At the proposal of the Director-General of the General Department of Physical Training and Sport;
The Minister of Culture, Sports and Tourism issues this Circular to regulate standards and quantities of equipment for training and competition in sports for national team athletes and coaches.
Article 1. Scope of Regulation
This Circular regulates standards and quantities of equipment for training and competition in sports for national team athletes and coaches of national sports teams and national youth sports teams (hereinafter referred to collectively as national teams) in each sport that is centrally trained and competitively engaged according to the decision of the General Director of the General Department of Physical Culture and Sports.
Article 2. Applicability
This Circular applies to national team athletes and coaches who are centrally trained and competitively engaged in sports according to the decision of the General Director of the General Department of Physical Culture and Sports; National Sports Training Centers and other training and coaching units; agencies, organizations, and individuals related to the training and competitive engagement of national teams.
Article 3. Sources of funds for purchasing equipment for training and competition in sports
Equipment for training and competition in sports for national team athletes and coaches shall be purchased from the annual budget of the Ministry of Culture, Sports and Tourism and other sources of funding as prescribed by law.
Article 4. Standards for equipment for training and competition in sports
Standards for equipment for training and competition in sports for national team athletes and coaches shall be implemented in accordance with Article 43 of the Law on Physical Culture and Sports.
Article 5. Classification of equipment for training and competition in sports
Equipment for training and competition in sports includes:
1. Equipment for general physical training for national team athletes in various sports;
2. Equipment for training and competition in sports for national team athletes and coaches in various sports;
3. Equipment for training and competition in sports for national team athletes and coaches in specific sports.
Article 6. Quantities of equipment for training and competition in sports
1. The quantity of equipment for general physical training for national team athletes in various sports is specified in Appendix I attached hereto.
2. The quantity of equipment for training and competition in sports for national team athletes and coaches in various sports is specified in Appendix II attached hereto.
3. The quantity of equipment for training and competition in sports for national team athletes and coaches in specific sports is specified in Appendix III attached hereto.
Article 7. Principles, systems, and timing for issuing equipment for training and competition in sports
1. Issuing equipment for training and competition in sports for national team athletes and coaches must be based on the quantities specified in Article 6 of this Circular.
2. Equipment for training and competition in sports with a usage period of one year or more shall be issued according to the quantities specified in Appendices I and III attached hereto and shall be newly issued when such equipment falls under the conditions for disposal as stipulated in the Law on Management and Use of Public Assets.
3. Equipment for training and competition in sports with a usage period of less than one year shall be issued as follows:
a) Equipment for training and competition in sports issued once a year: issued when national team athletes and coaches are centrally trained and competitively engaged according to the first decision of the year by the General Director of the General Department of Physical Culture and Sports;
b) Equipment for training and competition in sports issued twice a year:
- First issuance when national team athletes and coaches are centrally trained and competitively engaged according to the first decision of the year by the General Director of the General Department of Physical Culture and Sports;
- Second issuance when national team athletes and coaches are centrally trained and competitively engaged with a total training period of 183 days or more in a year.
c) Equipment for training and competition in sports used and consumed monthly shall be issued monthly to national team athletes and coaches who are centrally trained and competitively engaged;
d) Equipment for training and competition in sports used and consumed daily shall be issued daily to national team athletes and coaches who are centrally trained and competitively engaged.
Article 8. Work on planning and budget preparation
1. Annually, based on the training and sports competition plan approved by the General Director of the Sports Administration, the training and coaching units shall cooperate with relevant agencies and units to develop plans and detailed budgets for purchasing training and sports competition equipment for athletes and coaches of national teams concentrated at their units, and submit them to the competent authority for approval in accordance with regulations.
2. Based on the state budget expenditure budget that has been approved, the Ministry of Culture, Sports and Tourism or the Sports Administration shall allocate and assign the budget for purchasing training and sports competition equipment to the training and coaching units in accordance with regulations.
Article 9. Implementation Provisions
1. In cases where training and sports competition equipment not specified in this Circular arises, the training and coaching units shall decide or submit to the competent authority for decision on the purchase and distribution of such equipment in accordance with the needs of use, annual budget balance capacity, ensuring economy, efficiency, and compliance with legal provisions.
2. This Circular takes effect from August 15, 2021.
3. Circular No. 04/2012/TT-BVHTTDL dated March 30, 2012, issued by the Minister of Culture, Sports and Tourism, which stipulates standards, norms, management and usage regulations for training and sports competition equipment of national sports teams and national youth sports teams, shall cease to be effective from the date this Circular takes effect.
4. Any difficulties encountered during implementation should be reported to the Ministry of Culture, Sports and Tourism (through the Sports Administration) for research and appropriate amendments and supplements./.
