The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the Standards and Procedures for Compiling, Editing Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Operation of the National Council for Textbook Review issued together with Circular No.
Pursuant to Decree No.Decree No. 69/2017/NĐ-CP of the Government dated May 25, 2017 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training; dated December 22, 2017 of the Minister of Education and Training.
At the proposal of the Director of the Secondary Education Department and the Director of the Primary Education Department;
Article 1. Amending and supplementing certain provisions of the Standards and Procedures for Compiling, Editing Textbooks; Standards for Organizations and Individuals Compiling Textbooks; Organization and Operation of the National Council for Textbook Review issued together with Circular No. 33/2017/TT-BGDĐT dated December 22, 2017 of the Minister of Education and Training, as follows:Pursuant to the Education Law promulgated on June 14, 2019;1. Amending Clause 1 and supplementing Clause 4 of Article 8 as follows:
"1. The language used in textbooks shall be Vietnamese (for textbooks of foreign languages and ethnic minority languages, additional languages appropriate to the subject matter may be used), ensuring spelling and grammar rules, abbreviations, symbols, transliteration; expressions shall be clear, easy to understand, accurately reflecting the content to be presented, suitable for students' age.
4. Book size, layout, number of lines in a page, number of characters in a line, paper quality (weight, whiteness, transparency, glossiness), cover paper quality and weight, ink quality according to national standards for books.".
1. Procedure for Compiling Textbooks
"a) Organizations and individuals compiling textbooks select authors who meet the criteria specified in Article 11 of this Circular; authors study the general education program issued by the Minister of Education and Training to develop overall and detailed outlines, compilation plans; assign tasks to the chief editor, main editor (if applicable), and authors to ensure the suitability of workload and time to guarantee the quality and timely completion of the textbook draft;
2. Amendment and supplementation of Article 9 as follows:
b) Organizations and individuals compiling textbooks organize the compilation, editing, design, illustration, complete at least one lesson, conduct experimental teaching, seek feedback after experimental teaching to perfect that lesson with the participation and consensus of all authors before organizing the compilation of other lessons; organize the compilation, editing, design, illustration, experimental teaching, seek opinions from teachers, educational management officials, scientists, educators knowledgeable about general education to review and evaluate the textbook draft according to the provisions of Articles 4, 5, 6, 7, and 8 of this Circular (specific requirements according to the Criteria for Evaluating Textbooks attached to this Circular); complete the textbook draft and submit it to the Ministry of Education and Training for review;
c) The Ministry of Education and Training organizes the review of the textbook draft according to Chapter IV of this Circular;
d) Organizations and individuals compiling textbooks perfect the textbook draft after the review;
đ) The Minister of Education and Training approves and permits the use of textbooks;
e) Organizations and individuals compiling textbooks organize the publication and distribution of textbooks in accordance with the law.".
2. Requirements and Procedure for Experimental Teaching of Textbooks
a) For each textbook draft, select lessons to organize experimental teaching to represent types of lessons, highlight new content, methods, forms of teaching according to the subject curriculum and educational activities; organize experimental teaching for at least 10% of total class hours for subjects and educational activities with 105 class hours or more per academic year, at least 15% of total class hours for subjects and educational activities with 70 to less than 105 class hours per academic year, at least 20% of total class hours for remaining subjects and educational activities; each lesson must be taught experimentally at least twice, after the first experimental teaching session, organize experience sharing and revision of the lesson before conducting the second experimental teaching session;
b) General education institutions selected to organize experimental teaching must be representative of regions and areas; classes of students selected to organize experimental teaching belong to grades where textbooks are being experimented; experimental teaching should be conducted for all students in the class at a time suitable for their abilities. Teachers teaching the subject and observing the experimental teaching are those currently teaching the subject with the experimental textbook; each experimental class must have at least three teachers observing and providing feedback on the experimental lesson;
c) Organizations and individuals compiling textbooks organize the evaluation of experimental lessons according to the provisions of Clauses (except for contents not reflected in the lesson) of Articles 4, 5, 6, 7, and 8 of this Circular (specific requirements according to the Criteria for Evaluating Textbooks attached to this Circular).
3. Procedure for Editing Textbooks
a) During use, textbooks may be edited;
b) The procedure for editing textbooks is carried out like the procedure for compiling textbooks as specified in Clause 1 of this Article, except for the provision on experimental teaching of textbooks. In cases where experimental teaching of edited textbooks is required, it will be decided by the Minister of Education and Training.
4. The Minister of Education and Training decides specifically the procedures for compiling and editing textbooks as stipulated in Clauses 1, 2, and 3 of this Article for textbooks compiled and edited using state budget funds.".
b) The textbook editing process shall be carried out according to the textbook compilation process specified in Clause 1 of this Article, except for the provisions on experimental use of textbooks. In cases where it is necessary to organize experimental use of edited textbooks, the Minister of Education and Training shall decide.
4. The Minister of Education and Training shall specifically determine the processes for compiling and editing textbooks as stipulated in Clauses 1, 2, and 3 of this Article for textbooks compiled and edited using state budget funds.
4. Amending and supplementing Clause 3 of Article 10 as follows:
"3. Fulfill the requirements for implementing the textbook compilation and editing process as prescribed in Article 9 of this Circular."
5. Amend and supplement Point a Clause 1 Article 11 as follows:
"a) Possess a bachelor's degree or higher in a relevant field corresponding to the subject or educational activity for which the textbook is being compiled; have knowledge of educational science; have at least three (3) years of direct teaching or research experience in a relevant field corresponding to the subject or educational activity for which the textbook is being compiled;"
6. Amend and supplement Clause 3 Article 13 as follows:
"3. Have participated in one of the following tasks: developing the general education program, evaluating the general education program, compiling textbooks, evaluating textbooks, having at least three (3) years of direct teaching or research experience at teacher training institutions in a relevant field corresponding to the subject or educational activity for which the textbook is being evaluated; or having at least three (3) years of direct teaching experience in the subject or educational activity for which the textbook is being evaluated."
7. Amend and supplement Clause 1, Clause 2 Article 16 as follows:
"1. At least fifteen (15) days before the first meeting of the Council, the draft textbook shall be sent by the organization responsible for evaluation to the Council members. The Council members shall read, study, and write comments and evaluations on the draft textbook according to the provisions of each clause stipulated in Articles 4, 5, 6, 7, and 8 of this Circular (specific requirements according to the criteria for evaluating textbooks attached to this Circular).
2. The Council shall convene to discuss the draft textbook according to the provisions of each clause stipulated in Articles 4, 5, 6, 7, and 8 of this Circular (specific requirements according to the criteria for evaluating textbooks attached to this Circular)."
8. Amend and supplement Point c Clause 1 Article 17 as follows:
c) Explain about the draft textbook proposed for evaluation, including: name of the textbook; assignment of tasks and responsibilities of the chief editor, sub-editor (if applicable); purpose of compilation, target audience, and scope of use; structure and content; experimental process and results; organization of collecting opinions and incorporating feedback from teachers, educational managers, scientists, and educators knowledgeable about general education regarding the draft textbook; other related information (if any)."
9. Amending and supplementing Article 18 as follows:
"Article 18. Organizations and individuals proposing textbook evaluation
1. Organizations and individuals proposing textbook evaluation are organizations and individuals who compile textbooks that meet the standards prescribed in this Circular, with a draft textbook compiled and edited according to the provisions of Article 9 of this Circular.
2. Organizations and individuals proposing textbook evaluation are responsible for reporting, incorporating feedback, and explaining to the Council on the content of the textbook in each round of evaluation; perfecting the draft textbook; and explaining to society regarding issues of public concern about the textbook."
10. Amend Clause 1 and supplement Clause 3 Article 19 as follows:
"1. The organization responsible for textbook evaluation is an entity under the Ministry of Education and Training, assigned by the Minister of Education and Training.
3. The organization responsible for textbook evaluation assists the Minister of Education and Training in supervising the process of compiling and editing textbooks by organizations and individuals as prescribed in Article 9 of this Circular."
Article 2. Effective Date
This Circular takes effect from May 5, 2022.
This Circular takes effect from December 25, 2025/.
The Director of the Office, Heads of the General Secondary Education Department, Primary Education Department, Ethnic Education Department, National Defense and Security Education Department, Heads of relevant units under the Ministry of Education and Training, Chairpersons of Provincial People's Committees, Directors of Departments of Education and Training, and related organizations and individuals are responsible for implementing this Circular.
