Monthly, enterprises licensed to provide paid radio and television services shall be responsible for submitting a quick report on their content provision activities on paid radio and television services to the Radio, Television, and Electronic Information Administration according to Model No. 10A/DVTHTT prescribed in Article 2 of this Circular. The deadline for submitting the monthly report is the 15th day of the reporting month. |
4c. Every six months, news agencies licensed to produce domestic channels that engage in collaborative editing and translation activities according to requirements shall be responsible for reporting such activities to the Radio, Television, and Electronic Information Administration according to Model No. 16A/SXCT prescribed in Article 2 of this Circular. The deadline for submitting the mid-year report is June 6 of the reporting year, and the annual report must be submitted no later than November 25 of the reporting year. |

Business reports from agencies and enterprises shall be submitted to the Radio, Television, and Electronic Information Administration via one of the following methods: direct submission, postal service, or online through the reporting system on the Radio, Television, and Electronic Information Administration's website." |

2. Supplement Clauses 4a, 4b, 4c, and 4d following Clause 4 of Article 4 as follows:
"4a. Every six months, enterprises licensed to provide paid radio and television services shall be responsible for reporting their content provision activities on radio and television services to the Radio, Television, and Electronic Information Department according to Form 09A/DVTHTT as stipulated in Article 2 of this Circular. The deadline for submitting the mid-year report is no later than June 6 of the reporting year, and the annual report must be submitted no later than November 25 of the reporting year.
4b. Monthly, enterprises licensed to provide paid radio and television services shall be responsible for promptly reporting their content provision activities on radio and television services to the Radio, Television, and Electronic Information Department according to Form 10A/DVTHTT as stipulated in Article 2 of this Circular. The deadline for submitting the prompt report is no later than the 15th day of the reporting month.
4c. Every six months, press agencies licensed to produce domestic program channels that engage in collaborative editing and translation activities upon request shall be responsible for reporting their collaborative editing and translation activities upon request to the Radio, Television, and Electronic Information Department according to Form 16A/SXCT as stipulated in Article 2 of this Circular. The deadline for submitting the mid-year report is no later than June 6 of the reporting year, and the annual report must be submitted no later than November 25 of the reporting year. 4d. Business reports from agencies and enterprises shall be submitted to the Radio, Television, and Electronic Information Department via one of the following methods: directly, through postal service, or online through the reporting system on the Department's electronic information website."
Article 2. Effectiveness and Transitional Provisions
1. This Circular shall take effect from August 15, 2023.
2. Organizations and enterprises that have been granted Radio and Television Broadcasting Service Licenses for Pay Television Services, Registration Certificates for Program Channel Catalogs on Pay Television Services, Production Licenses for Domestic Radio and Television Program Channels, and Editing Licenses for Foreign Radio and Television Program Channels on Pay Television Services prior to the date this Circular takes effect shall continue to operate in accordance with the contents and deadlines specified in the issued Licenses and Certificates and must fulfill the responsibilities and obligations of organizations and enterprises as stipulated in this Circular.
Article 3. Responsibility for Implementation
1. The Director of the Office, the Director of the Radio, Television, and Electronic Information Administration, the Heads of agencies and units under the Ministry of Information and Communications, and related agencies, organizations, and individuals are responsible for implementing this Circular.
2. During implementation, if any difficulties arise, the relevant units are requested to report them to the Ministry of Information and Communications (through the Radio, Television, and Electronic Information Administration) for study, amendment, and supplementation as necessary./.
