Pursuant to the Law on Foreign Trade Management dated June 12, 2017;

Pursuant to Decree No. 96/2022/NĐ-CP dated November 29, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Department of Import-Export;

The Minister of Industry and Trade issues this Circular regulating the suspension of temporary import for re-export of Monazite ores and concentrates.

Article 1. Scope of Regulation

This Circular regulates the suspension of temporary import for re-export of Monazite ores and concentrates.

Article 2. Applicability

1. Business entities participating in the temporary import for re-export business of Monazite ores and concentrates.

2. Agencies, organizations, and individuals related to the temporary import for re-export business of Monazite ores and concentrates.

Article 3. Suspension of Temporary Import for Re-export of Monazite Ores and Concentrates

Suspension of temporary import for re-export of Monazite ores and concentrates (HS Code 2612.20.00, Chapter 26, Subheading 26.12).

Article 4. Effective date

This Circular takes effect from May 13, 2024 to December 31, 2027.

State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

During the implementation of this Circular, if any difficulties arise, business entities, agencies, organizations, and individuals concerned shall reflect them in writing to the Ministry of Industry and Trade for resolution./.
