CIRCULAR
Guidelines for the development, review, and issuance of economic and technical standards for public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering goods or services, or tendering for the provision of public products and services using state budget funds from regular expenditure;
Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government on the assignment of tasks, ordering, or tendering for the provision of products and services of public service activities funded by the state budget from regular expenditure funds;
At the proposal of the Director of the Department of Planning and Finance;
The Minister of Information and Communications issues this Circular guiding the development, review, and issuance of economic and technical standards for public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular guides the development, review, and issuance of economic and technical standards for public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals related to the management and implementation of economic and technical standards for public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications.
Article 3. Explanation of Terms
1. Public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications are public service activities in the field of press included in the List of public service activities funded by the state budget in the information and communication sector issued by the competent authority.
2. Economic and technical standards for public service activities funded by the state budget in the field of press under the management of the Ministry of Information and Communications include direct consumption levels of labor, materials, machinery and equipment, and other consumptions (if any) necessary to complete a unit product meeting the conditions for publication or broadcast on media channels or a volume of work of public service activities under specific conditions consistent with practical production and service provision.
Article 4. Objectives of developing economic and technical standards
1. To serve as a basis for establishing prices and unit prices for public service activities funded by the state budget in the field of press. The pricing method according to the regulations of the Ministry of Finance is described in Appendix V.
2. To meet the requirements for ordering the provision of public service activities funded by the state budget in the field of press.
3. To serve as a basis for planning, economic and financial management, and quality management in the production and provision of public service activities funded by the state budget in the field of press.
Article 5. General principles for developing economic and technical standards for public service activities in the press funded by the state budget
1. Standards are developed based on practical organization of production and service provision; ensuring stability over a certain period, in line with practical requirements.
2. When there are changes in technology, legal regulations, or when they no longer meet practical requirements, standards must be adjusted or newly established.
3. Ensuring the accuracy and completeness of all necessary consumptions to complete a public service activity product meeting current criteria, standards, and quality requirements.
4. Standards for similar tasks in the operations of print newspapers, online newspapers, radio, and television at the same press agency must ensure consistency.
5. Meeting general structural requirements for various types of economic and technical standards.
Chapter II
CONTENT, METHODS, FORMS, AND STRUCTURE OF THE STANDARDS
ECONOMIC - TECHNICAL
Article 6. Basis for establishing economic and technical norms
1. Services included in the list of public services using state budget funds as issued by competent authorities.
2. Current legal regulations on working conditions for employees.
3. Actual operating conditions of the unit regarding human resources, material infrastructure, technical equipment, and the organizational capacity to provide public services.
4. Statistical data, actual survey results, and related materials concerning the content of the economic and technical norms being established.
Article 7. Methods for Establishing Economic and Technical Norms
1. Methods for establishing economic and technical norms:
a) The statistical and comprehensive method is based on annual statistical data or within reporting periods (statistical data must ensure reliability and legality over a minimum of three consecutive years prior to the establishment of economic and technical norms) and relies on practical experience or comparative parameters to establish economic and technical norms.
b) The comparison method is based on existing or previously implemented economic and technical norms for similar work, products, or services to establish economic and technical norms.
c) The standard method is based on legal standards regarding labor time, rest periods, and consumption rates of machinery, equipment, and materials to establish labor, machinery, equipment, and material norms for each job or group of jobs.
d) The experimental analysis method involves organizing surveys and experiments according to each process and content of work carried out under current organizational and technical conditions of the unit, analyzing and calculating each component of the norm based on survey and experiment results.
e) The synthesis method combines some of the methods specified in points a, b, c, and d of this Article.
2. News agencies organize the establishment of norms based on actual conditions and select and apply the methods prescribed in Clause 1 of this Article.
Article 8. Components of Economic and Technical Norms
1. Labor norms are the necessary consumption levels of labor by employees with specific expertise to complete a product or public service.
2. Material norms are the necessary consumption levels of each type of material or raw material to complete a product or public service as stipulated.
3. Machinery and equipment norms are the necessary usage times for each type of machinery or equipment to complete a product or public service according to the criteria and standards set by the unit or competent authorities (if applicable).
Article 9. Structure of Economic and Technical Norms
1. The structure of economic and technical norms includes general provisions and the content of economic and technical norms.
2. General provisions of economic and technical norms include the scope of regulation, application objects, basis for establishing and revising norms.
3. Content of economic and technical norms includes:
a) Name of the norm associated with the type of product or service being established; unit of measurement of the norm; norm code; Some common types of products or services are described in Appendix IV;
b) Application guidelines;
c) Work content;
d) Components of the norm's consumption and norm values;
đ) Other notes and instructions (if any);
e) Forms: Common norm table model as attached at Appendix III.
Chapter III
ESTABLISHING, REVIEWING AND ISSUING ECONOMIC AND TECHNICAL NORMS
PROCEDURES
Article 10. Organization to establish economic-technical norms for public service activities using state budget funds in the field of press
1. The managing agency shall consider and decide on assigning tasks to press agencies to organize the establishment of norms; Vietnam Television, Vietnam News Agency, Voice of Vietnam shall independently decide on organizing the establishment of norms.
2. The head of the agency assigned the task to organize the establishment of norms shall delegate to subordinate units the responsibility for establishing economic-technical norms.
3. The unit responsible for establishing economic-technical norms shall develop a detailed plan for establishing economic-technical norms. The contents of the detailed plan for establishing economic-technical norms are set out in Appendix I.
4. The head of the agency assigned the task to organize the establishment of norms shall approve the detailed implementation plan for the task carried out by subordinate units, serving as the basis for managing the work of establishing economic-technical norms.
5. The unit responsible for establishing norms shall implement the work of establishing economic-technical norms according to the guidelines in this Circular and the approved detailed plan.
6. The procedures for establishing economic-technical norms and the methods for determining losses for products of public services established under these norms are specified in Appendix II of this Circular.
7. Opinions from related units within the press agency shall be solicited regarding the established economic-technical norms to improve them before the review process.
Article 11. Review of Economic-Technical Norms
1. When the economic-technical norms are completed, the unit responsible for establishing norms shall report to the head of the press agency on the results of establishing economic-technical norms to organize the review of economic-technical norms before reporting to the competent authority for consideration and issuance.
2. The head of the agency assigned the task to organize the establishment of norms shall decide to establish a Review Board at the grassroots level, organize the review of the results of establishing norms. The number of members of the Review Board is an odd number: The Chairman of the Board is the Head of the agency; members of the Board are representatives of specialized departments of the unit; representatives of specialized departments of the managing agency or additional experts in the field (if necessary). Members have independent opinions.
3. Documents submitted to the Review Board include:
a) A letter requesting review;
b) Draft economic-technical norms;
c) An explanatory report on establishing economic-technical norms including: The selected method for establishing norms; report on the implementation process; Bases for establishing economic-technical norms; service provision process: report on the content of work, clearly describing the service provision process; steps and stages of the product of public services determined and calculated in the norm, clearly showing types of materials, supplies, machinery... used in the service provision process; Survey forms collecting data and summary reports on survey results (in case of using experimental data collection methods: Survey forms collecting information, data, with confirmation between the surveyor and the surveyed party; survey forms must fully reflect all survey data (measurements, timing...) ensuring the basis for analysis, evaluation, calculation of norm values; Report on incorporating, explaining, improving the draft norm based on comments from related agencies, independent expert opinions (if any), opinions of the norm application subjects, affected parties...; Report on assessing the expected impact of the norm after issuance on: production activities, public service provision of the unit.
d) Other documents serving the process of establishing norms, evaluating feasibility (if any).
4. Content of review:
Reviewing the results of establishing economic-technical norms involves examining and evaluating the results of establishing economic-technical norms, mainly as follows:
a) Checking, evaluating, concluding on the bases for establishing norms;
b) Checking, evaluating, concluding on the methods for establishing norms;
c) Checking, evaluating, concluding on the organization and procedures for establishing norms;
d) Checking, evaluating, concluding on the methods for collecting, processing, analyzing, calculating, determining norm values;
đ) Checking, evaluating, concluding on the format and layout of presenting norms;
e) Checking, evaluating, concluding on the technical-economic feasibility of the norms;
f) Other issues (if any);
g) Recommendations (if any).
5. The conclusion of the Review Board is made by voting, following the principle of majority; the assessment is conducted at three levels as follows:
a) Level 1: Meets requirements for issuance;
b) Level 2: Meets requirements but needs revision before issuance;
c) Level 3: Does not meet requirements and needs to be re-established.
6. The results of the Review Board are summarized in the Review Report, including the conclusions and recommendations of the Board. The Review Report on the results of establishing economic-technical norms serves as the basis for the competent authority to decide on issuing economic-technical norms.
Article 12. Procedures for issuing economic and technical standards and responsibilities for organizing implementation
1. Press agencies and agencies assigned the task of developing standards shall submit and propose to competent authorities to decide on issuance based on the results of standard development and review, which have met the requirements of the Review Board.
2. The dossier for submission for issuance includes:
a) The submission document from the main unit responsible for developing the standards;
b) A report on the review of the results of standard development, assessed by the Review Board on standards as meeting the requirements for issuance;
c) Draft Decision on Issuance;
d) Draft Economic and Technical Standards (attached) proposed for issuance.
Article 13. Decision on Issuance of Economic and Technical Standards for Public Services in the Press Sector Using State Budget
1. Competent authorities issuing standards shall delegate units to advise, inspect, and review the standard development dossier; if necessary, they may request additional information to clarify and form the basis for deciding on the issuance of economic and technical standards.
2. The decision on the issuance of economic and technical standards for public services in the press sector using state budget for press agencies shall be carried out according to regulations, including:
a) Press agencies under Ministries and central agencies shall submit to the Minister or head of the central agency for a decision on issuance.
b) Press agencies under the Government shall issue decisions on issuance within their authority.
c) Press agencies under provincial People's Committees shall report to the provincial People's Committee for a decision on issuance.
d) Press agencies under provincial Party Committees, city-level Party Committees, political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations at the local level shall report to the management agency and send to the provincial People's Committee for a decision on issuance.
Article 14. Review, Adjustment, Amendment, and Supplement of Economic and Technical Standards
1. Issued economic and technical standards shall be reviewed, adjusted, amended, and supplemented in the following cases:
a) When the State adjusts relevant policies or systems.
b) When there are changes in production technology processes or new production techniques are applied.
c) When errors are found in calculations or determinations of standards that do not match actual implementation.
d) Regular reviews and adjustments shall be conducted according to the decision of the issuing authority.
2. The review, adjustment, amendment, and supplement of issued standards shall be carried out according to procedures similar to those for newly developed economic and technical standards. Units entrusted with the main responsibility for reviewing shall report to the competent authority on the contents and bases for amending and supplementing the standards.
Article 15. Funding for Developing Economic and Technical Standards
1. Funding for developing economic and technical standards shall be sourced from the state budget allocated by competent authorities in accordance with laws and other legitimate sources.
2. The establishment, allocation, and management of funding for developing economic and technical standards shall be carried out in accordance with the Law on State Budget and other related laws.
Chapter IV
IMPLEMENTATION
Article 16. Transitional Provisions
1. Press agencies that have been approved by competent authorities to apply specific economic and technical standards according to Circulars No. 18/2021/TT-BTTTT, No. 09/2020/TT-BTTTT, and No. 03/2018/TT-BTTTT shall continue to implement these specific applications until June 30, 2025, or organize reviews and supplements according to the guidance provided in this circular.
2. In cases where new economic and technical standards are being developed, they shall be implemented according to the guidance provided in this circular.
3. Press agencies that have not yet developed economic and technical standards for public services using the state budget in the press sector shall organize the development of such standards according to the guidance provided in this circular.
Article 17. Implementation Provisions
1. This Circular takes effect from August 1, 2024.
2. The Minister, heads of central agencies, Chairmen of provincial People's Committees, and relevant agencies, organizations, and individuals shall be responsible for implementing this circular.
3. Central press agencies under the Communist Party, press agencies managed by political-social organizations, political-social-professional organizations, social organizations, and social-professional organizations at the central level shall base their decisions on applying this circular on the actual situation of their own agencies and units.
4. It is encouraged for agencies not using the state budget to apply the guidelines provided in this circular.
5. During the implementation process, if difficulties arise, organizations and individuals are advised to report to the Ministry of Information and Communications for consideration and resolution.
