CIRCULAR
REGULATIONS ON THE SAMPLE OF INSPECTION CARD AND THE ISSUANCE, MANAGEMENT, AND USE OF INSPECTION CARDS
Pursuant to the Inspection Law on November 14, 2022;
Pursuant to Decree No. 43/2023/NĐ-CP dated June 30, 2023 of the Government detailing certain provisions and implementing measures of the Inspection Law;
Pursuant to Decree No. 81/2023/NĐ-CP dated November 27, 2023 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspectorate;
Pursuant to Decree No. 03/2024/NĐ-CP dated January 11, 2024 of the Government on agencies performing specialized inspection functions and activities of agencies assigned to perform such functions;
At the proposal of the Director of the Personnel Department and the Director of the Legal Department;
The Government Inspector General issues this Circular stipulating the sample of Inspection Card and the issuance, management, and use of Inspection Cards.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the sample of Inspection Card and the issuance, management, and use of Inspection Cards by inspection agencies and Inspectors.
Article 2. Applicability
This Circular applies to Ministries, ministerial-level agencies (hereinafter referred to collectively as Ministries), agencies under the Government, provincial People's Committees, centrally governed municipalities (hereinafter referred to collectively as provincial-level People's Committees), inspection agencies, and Inspectors.
Article 3. Prohibited Acts
1. Issuing new, replacing, reissuing, or recalling Inspection Cards for inappropriate subjects or in violation of the law.
2. Using Inspection Cards for unauthorized purposes or exploiting the use of Inspection Cards to commit acts that violate the law.
Chapter II
SAMPLE OF INSPECTION CARD
Article 4. Sample of Inspection Card
1. The Inspection Card is rectangular, measuring 60 mm wide and 90 mm long. The content on the Inspection Card is presented in the Vietnamese Unicode font according to Vietnam Standard TCVN 6909:2001.
2. The Inspection Card consists of two sides
a) Front side (Figure 1) with a red background, yellow capital letters, including two lines:
- The top line bears the State Emblem in boldface, size 10.
- The bottom line reads "INSPECTION CARD" in boldface, size 16.
- Between the two lines is the National Emblem with a diameter of 24 mm.

b) Back side (Figure 2): The background features pink floral patterns radiating from the center; in the middle is the symbol of the Inspection sector in a faint print, diameter 20 mm; at the upper left corner is the symbol of the Inspection sector with a diameter of 14 mm; from the upper left corner (10 mm away) to the lower right corner is a diagonal red line, width 6 mm.
+ National Emblem: "SOCIALIST REPUBLIC OF VIETNAM", in capitalized letters, size 8;
- State Emblem: Capital letters in boldface, size 8.
- Motto: Regular letters in boldface, size 8, underscored.
- Inspection Card: Capital letters in boldface and red color, size 12.
- Card number: Code of Inspector rank in regular letters in boldface, size 10.
- Name: Full name of the Inspector issued the Card in regular letters in boldface, size 10.
- Rank: Inspector rank of the person issued the card in regular letters in boldface, size 10.
- Agency: Name of the inspection agency in regular letters in boldface, size 10.
- Date of issuance of the Inspection Card in italic letters, size 10.
- A portrait photograph of the person issued the Card wearing the Inspection sector uniform, size 20mm x 30mm, stamped with a raised quarter-circle seal at the lower right corner of the photo.
- Title of the authorized official signing the Card in capital letters in boldface, size 8.
- Signature and full name of the authorized official signing the Card.
- Seal of the competent state agency issuing the Card (diameter 21 mm).
- Validity period: Regular letters, size 10; the next line below shows the expiration date in regular boldface letters, size 10.

3. The Inspection Card is made of paper material covered with plastic film protection, printed with a repeated quarter-circle red seal containing the abbreviated name of the issuing agency (for example, Ministry of Finance abbreviated as MOF) continuously at the lower left corner of the back side of the Card.
Article 5. Inspector's Card Number
1. When appointed to the rank of Inspector, each Inspector shall be issued an Inspector's Card number consisting of:
a) An uppercase letter and two digits to distinguish the agency using the Inspector belonging to a province or a ministry, the Vietnam Social Security, or the Government Cryptographic Agency. The Inspector's Card number shall be implemented according to the regulations of the Ministry of Home Affairs on the List of Numbers for State Agencies.
b) The Inspector's serial number consists of four digits, starting from 0001.
Example: If the card number is A29 - 0026, then A29 is the code number of the Inspectorate under the Government; 0026 is the serial number assigned to the Inspector's card.
2. The Inspector's Card number will only change (a new number will be issued) when the Inspector transfers to another agency with a different code from the agency currently employing the Inspector.
Article 6. Raised Seal on the Inspector's Card
1. The raised seal on the Inspector's Card shall resemble the model of the seal of the competent state agency issuing the card, with a diameter of 21 mm.
2. The raised seal is used to stamp in the lower right corner of the photograph of the person to whom the Inspector's Card is issued.
3. Units or departments responsible for managing the issuance and distribution of cards at ministries, sectors, and localities shall manage and use the raised seal in accordance with the provisions of the law.
Chapter III
ISSUANCE, MANAGEMENT, AND USE OF INSPECTOR CARDS
Article 7. Conditions, Forms, and Time Limit for Issuing Inspector Cards
1. Inspectors are eligible to have their superior authority consider and propose the issuance of an Inspector Card after receiving a decision appointing them to the rank of Inspector. Those who are temporarily detained, undergoing disciplinary action, or have been notified of an investigation related to corruption, misconduct, or professional ethics issues will not be considered for card issuance. For those who do not have five more years of service, an Inspector Card with a usage period up to retirement date will be issued.
2. The forms of issuing Inspector Cards include:
a) Issuance of a new Inspector Card;
b) Replacement of an Inspector Card;
c) Reissuance of an Inspector Card.
3. Within thirty days from the date of receipt of all necessary documents, the competent authority shall examine the issuance of Inspector Cards in accordance with the regulations.
Article 8. Issuance and Replacement of Inspector Cards
1. Individuals meeting the conditions to establish a dossier for initial appointment to the rank of Inspector shall simultaneously establish a dossier to request the issuance of an Inspector Card.
2. Replacement of Inspector Cards in the following cases:
a) Inspectors are promoted to a higher rank of Inspector;
b) The Inspector Card has expired;
c) Due to changes in the card number, name, working agency, or other reasons leading to the need to update information of the person holding the Inspector Card.
3. Procedures and formalities for issuing and replacing Inspector Cards
a) The Chief Inspector of the Department, the Chief Inspector of the district, county, town, city under provincial jurisdiction, city under central jurisdiction shall submit a written request for the issuance and replacement of Inspector Cards to the Chief Inspector of the province. The Chief Inspector of the Provincial Police, the Chief Inspector of inspection agencies under the Ministry of National Defense shall submit a written request for the issuance and replacement of Inspector Cards to the Chief Inspector of the Ministry of Public Security, the Chief Inspector of the Ministry of National Defense.
The Chief Inspector of the General Bureau, the Bureau under the Ministry shall submit a written request for the issuance and replacement of Inspector Cards to the Chief Inspector of the Ministry;
b) The Chief Inspector of the Ministry, the Chief Inspector of the province, the Chief Inspector of the Vietnam Social Security, the Chief Inspector of the Cryptographic Agency shall review, compile lists, and submit written requests to the Minister, the Chairman of the People's Committee of the province, the General Director of the Vietnam Social Security for the issuance and replacement of Inspector Cards.
For Inspectors under the Government Inspectorate, the head of the directly managing unit shall submit a written request for the issuance and replacement of Inspector Cards to the Personnel Organization Department for compilation and submission to the Chief Inspector of the Government Inspectorate for the issuance and replacement of Inspector Cards for Inspectors under the Government Inspectorate;
c) Based on the dossier and written requests, the Minister, the Chairman of the People's Committee of the province, the General Director of the Vietnam Social Security shall review and issue decisions for the issuance and replacement of Inspector Cards and direct the printing and issuance of new and replaced Inspector Cards.
4. The dossier for the issuance and replacement of Inspector Cards includes:
a) A written request for the issuance and replacement of Inspector Cards;
b) A list of requests for the issuance and replacement of Inspector Cards carried out according to Model 01 and Model 02 attached to this Circular;
c) Decision or copy of the decision appointing to the rank of Inspector;
d) Two color photographs of the individual wearing the Inspector uniform, size 20 mm x 30 mm, clearly marked with name and unit on the back of the photograph;
đ) The old Inspector Card cut at the corners (in the case of replacing the Inspector Card).
Article 9. Reissuing the Inspection Card
1. Inspectors may be considered for reissuance of the Inspection Card that has been lost or damaged due to objective reasons.
2. Procedures and formalities for reissuing the Inspection Card
a) The Inspector submits an application for reissuance of the Inspection Card, detailing the reasons for loss or damage of the card and requesting its reissuance;
b) The Chief Inspector of the Department, the Chief Inspector of the city, district, provincial inspectorate, or the municipal inspectorate under the central government examines and confirms the reasons for loss or damage of the Inspection Card and proposes to the Chief Inspector of the provincial department the reissuance of the Inspection Card. The Chief Inspector of the Provincial Public Security Department, and the Chief Inspector of inspection agencies under the Ministry of National Defense examine and confirm the reasons for loss or damage of the Inspection Card and propose to the Chief Inspector of the Ministry of Public Security and the Chief Inspector of the Ministry of National Defense the reissuance of the Inspection Card.
The Chief Inspector of the General Department, the Department under the Ministry examines and confirms the reasons for loss or damage of the Inspection Card and proposes to the Chief Inspector of the Ministry the reissuance of the Inspection Card;
c) The Chief Inspector of the Ministry, the Chief Inspector of the provincial department, the Chief Inspector of the Vietnam Social Insurance, the Chief Inspector of the Cryptographic Service examine and compile lists, sending documents requesting the Minister, the Chairman of the People's Committee at the provincial level, the General Director of the Vietnam Social Insurance to consider and issue decisions on reissuing the Inspection Card.
For Inspectors under the Government Inspectorate, the head of the unit directly managing the Inspector examines and confirms the reasons for loss or damage of the Inspection Card and sends a document requesting reissuance of the Inspection Card to the Cadre and Civil Servant Organization Department for compilation;
d) Based on the file and request document, the Minister, the Chairman of the People's Committee at the provincial level, the General Director of the Vietnam Social Insurance considers and issues a decision on reissuing the Inspection Card.
3. Documents for reissuing the Inspection Card include:
a) Application for reissuance of the Inspection Card;
b) Official letter requesting reissuance of the Inspection Card;
c) List of requests for reissuance of the Inspection Card carried out according to Model No. 03 attached to this Circular;
d) Two color portrait photographs of the individual wearing the inspection uniform, size 20 mm x 30 mm, with full name and unit clearly marked on the back of the photograph.
Article 10. Using the Inspection Card
1. Inspectors shall use the Inspection Card when performing inspection tasks.
2. The validity period of the Inspection Card is five years from the date of issuance.
Article 11. Revoking the Inspection Card
1. The revocation of the Inspection Card shall be implemented in the following cases:
a) Inspectors who have been relieved of their duties as stipulated in Article 42 of the Inspection Law;
b) Cases of replacing the Inspection Card as prescribed in Clause 2, Article 8 of this Circular.
2. Inspectors are responsible for returning the Inspection Card when they fall within the cases specified in Clause 1 of this Article.
3. Heads of inspection agencies, Directors of the Cadre and Civil Servant Organization Department under the Government Inspectorate shall implement the revocation of the Inspection Card, cut the corner of the card, and report to the authorized person issuing the Inspection Card.
Article 12. Managing the Inspection Card
1. The Minister, the Chairman of the People's Committee at the provincial level, the General Director of the Vietnam Social Insurance are responsible for managing the Inspection Cards of Inspectors within their appointment authority. The Chief Inspector of the Ministry, the Chief Inspector of the provincial department, the Chief Inspector of the Vietnam Social Insurance, the Chief Inspector of the Cryptographic Service, and the Director of the Cadre and Civil Servant Organization Department under the Government Inspectorate have the following responsibilities:
a) Examine and compile lists, send documents requesting the Minister, the Chief Inspector of the Government Inspectorate, the Chairman of the People's Committee at the provincial level, the General Director of the Vietnam Social Insurance to issue new, reissue, replace, or revoke the Inspection Card for Inspectors under their respective ministries, sectors, or localities;
b) Issue the Inspection Card, revoke the Inspection Card, and maintain records of issuance, reissuance, replacement, and revocation of the Inspection Card;
c) Monitor and inspect the use of the Inspection Card by Inspectors under their management. When discovering misuse of the Inspection Card, they shall recommend appropriate authorities to handle it in accordance with the law.
3. Inspectors are responsible for preserving the Inspection Card. In case the Inspection Card is lost or damaged, Inspectors must report to the head of the direct managing inspection agency and submit an application for reissuance of the Inspection Card in accordance with Article 9 of this Circular.
Chapter IV
IMPLEMENTATION PROVISIONS
Article 13. Effective Date
This Circular takes effect from June 15, 2024.
Article 14. Transitional Provisions
The Inspection Card issued to Inspectors in accordance with Circular No. 01/2012/TT-TTCP dated April 9, 2012, of the Government Inspectorate, which has a usage period until 2025, will continue to be used until December 31, 2024. After the aforementioned period, inspection agencies are responsible for recovering, cutting corners of the cards, and submitting lists to the Government Inspectorate before January 15, 2025.
Article 15. Responsibility for Implementation
1. The Minister, the Head of a ministry-level agency, the Head of a government agency, the Chairman of the People's Committee at the provincial level, or the centrally-administered municipality are responsible for implementing regulations on the Inspection Card for Inspectors under their management.
2. During implementation, if there are arising issues or difficulties, organizations, units, and individuals are requested to promptly reflect them to the Government Inspectorate for study, amendment, and supplementation to ensure compliance./
