CIRCULAR
REGULATIONS ON INSPECTOR UNIFORMS
Pursuant to Law on Inspection No. 84/2025/QH15 dated June 25, 2025;
Pursuant to Decree No. 216/2025/NĐ-CP dated August 5, 2025 of the Government detailing certain provisions and guiding the implementation of the Law on Inspection;
Pursuant to Decree No. 109/2025/NĐ-CP dated May 20, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Government Inspector General;
At the proposal of the Director of the Personnel Department and the Director of the Legal Department;
The Government Inspector General issues this Circular regulating inspector uniforms.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
This Circular stipulates the uniform model, management, use, and issuance system for inspector uniforms for inspectors and staff working in inspection agencies.
Inspectors and staff working in inspection agencies under the People's Army and the People's Public Security shall comply with the regulations of the Minister of National Defense and the Minister of Public Security regarding their uniforms.
Article 2. Prohibited Acts
1. Using uniforms, shoulder boards, insignia, and badges not corresponding to rank or grade; using them for improper purposes or while not on duty for personal gain.
2. Counterfeiting, renting, lending, exchanging, selling, or using uniforms contrary to regulations.
3. Arbitrarily changing the specifications, style, color, and material of uniforms.
4. Wearing uniforms that are incomplete or inconsistent.
5. Arbitrarily issuing uniforms to persons not specified in Article 1 of this Circular.
6. Other prohibited acts as prescribed.
Chapter II
MODEL OF INSPECTOR UNIFORMS, MANAGEMENT AND ISSUANCE OF INSPECTOR UNIFORMS
Section 1
MODEL OF INSPECTOR UNIFORMS
Article 3. Inspector Uniforms
1. Inspector uniforms include: Overcoat, winter jacket, long-sleeved shirt, spring-summer trousers, skirt (for women), short-sleeved spring-summer shirt, long-sleeved spring-summer shirt, kepi hat, helmet, hat badge, pine branch, nameplate, shoulder board, rank insignia, tie, file case, belt, leather shoes, backless sandals, socks, and raincoat.
2. Winter jacket, spring-summer trousers, skirt are dark gray; long-sleeved shirt, short-sleeved spring-summer shirt, long-sleeved spring-summer shirt are navy blue; leather shoes and backless sandals are black.
3. Kepi hat, helmet are dark green; tie, nameplate are dark gray; file case is black; hat badge, pine branch are white; belt is dark brown; socks are black; raincoat is faded green.
4. Specifications and materials of uniforms shall be implemented according to the Appendix attached to this Circular.
Article 4. Shoulder Boards and Rank Insignia
1. Shoulder boards and rank insignia for inspectors holding leadership and management positions:
a) Government Inspector General: Has a border running around with four stars arranged in a vertical row on the shoulder board;
b) Deputy Government Inspector General in the first year of the first term has a border running around with two stars arranged in a vertical row on the shoulder board; from the second year onwards and Deputy Government Inspector General in charge has a border running around with three stars arranged in a vertical row on the shoulder board;
c) Department Heads and equivalents under the Government Inspector General, Chief Inspector of the State Bank: Have a border running around with one star on the shoulder board;
d) Deputy Department Heads and equivalents under the Government Inspector General, Deputy Chief Inspector of the State Bank, Chief Inspector of Confidential Services, Chief Inspector of provinces and centrally-administered cities: Are equipped with four stars arranged in a vertical row on the shoulder board, with two horizontal stripes at the bottom of the shoulder board;
đ) Deputy Chief Inspector of Confidential Services, Chief Inspector established pursuant to international treaties; Heads of Departments and equivalents under the Government Inspector General; Heads of Departments and equivalents under the State Bank Inspectorate; Deputy Chief Inspectors of provinces and centrally-administered cities: Are equipped with three stars arranged in a vertical row on the shoulder board, with two horizontal stripes at the bottom of the shoulder board;
e) Deputy Chief Inspectors established pursuant to international treaties; Deputy Heads of Departments and equivalents under the Government Inspector General, Deputy Heads of Departments and equivalents under the State Bank Inspectorate; Heads of Departments and equivalents under provincial and centrally-administered city Inspectorates: Are equipped with two stars arranged in a vertical row on the shoulder board, with two horizontal stripes at the bottom of the shoulder board;
g) Deputy Heads of Departments and equivalents under provincial and centrally-administered city Inspectorates: Are equipped with one star, with two horizontal stripes at the bottom of the shoulder board.
2. Shoulder boards and rank insignia for inspectors not holding leadership and management positions:
a) Senior Inspectors: Are equipped with three stars arranged in a vertical row on three vertical blue stripes on the shoulder board;
b) Principal Inspectors: Are equipped with two stars arranged in a vertical row on two vertical blue stripes on the shoulder board;
c) Inspectors: Are equipped with one star on one vertical blue stripe on the shoulder board.
3. Specifications and colors of shoulder boards and rank insignia shall be implemented according to the Appendix of this Circular.
Article 5. Regarding civil servants, officials, and staff working in inspection agencies who do not hold the rank of inspector
1. Civil servants, officials, and staff working in inspection agencies who do not hold the rank of inspector shall be provided with inspection uniforms, including: Autumn-winter clothing, long-sleeved shirts, spring-summer clothing, skirts (for women), leather belts, backstrap sandals, leather shoes, socks, ties.
2. The color, specifications, and materials of the uniforms shall be implemented as stipulated in Clauses 2, 3, and 4 of Article 3 of this Circular.
Section 2
MANAGEMENT, USE AND ISSUE OF INSPECTION UNIFORMS
Article 6. Use of inspection uniforms
1. Inspectors and staff working in inspection agencies shall use inspection uniforms in the following cases:
a) Performing inspection tasks, receiving citizens, handling complaints and denunciations, and preventing corruption, waste, and negative practices;
b) Attending commemorative ceremonies, conferences, meetings, or working with agencies, units, and organizations within and outside the sector;
c) Other situations where uniformed attire is required within the inspection agency as decided by the head of the inspection agency.
2. Inspectors and staff working in inspection agencies are not required to use inspection uniforms in the following cases:
a) Assigned to perform verification tasks or information checks that require confidentiality;
b) Participating in other activities that do not require the use of inspection uniforms.
Article 7. Time for wearing inspection uniforms
1. The use of uniforms according to seasons is specified as follows:
a) Inspectors and staff working in inspection agencies from Hue City northward shall use seasonal uniforms; they shall wear spring-summer uniforms from April 1st to October 31st, and autumn-winter uniforms from November 1st of the previous year to March 31st of the following year. Inspectors and staff working in inspection agencies from Da Nang City southward shall wear spring-summer uniforms.
b) During the transitional period between summer and winter, based on the weather conditions of each region, the use of spring-summer or autumn-winter uniforms shall be decided by the head of the inspection agency.
2. The use of autumn-winter uniforms out of season for attending conferences and commemorative events of the Inspection Sector shall be decided by the Chief Inspector General of the Government.
Article 8. Wearing kepi hats, shoulder straps, insignia, and nameplates
1. Inspectors shall wear kepi hats when using uniforms during the awarding and receiving of medals, orders, state honorary titles, and other forms of commendation.
2. Inspectors shall wear shoulder straps and insignia according to the regulations on the rank of inspector and management positions as prescribed.
3. Inspectors shall wear nameplates neatly centered on the left chest: For men, it shall be fastened above the left chest pocket flap; for women, it shall be aligned horizontally from the first button (from top to bottom).
Article 9. Management, recovery, and replacement of uniforms
1. Individuals who are provided uniforms shall be responsible for maintaining and preserving them according to regulations.
2. In cases of retirement, disability retirement, or transfer to another profession, uniforms need not be recovered; in cases of transfer to another profession, forced termination of employment, or other reasons for leaving, shoulder straps, insignia, and nameplates previously issued must be recovered before leaving the job.
3. Uniforms must be issued according to standards, purposes, recipients, and service life as prescribed. Inspection agencies shall maintain records of uniform issuance management for each inspector and staff member working in inspection agencies, ensuring accuracy and compliance with regulations.
If uniforms have been damaged or lost due to external causes, replacements shall be provided. If uniforms have been damaged or lost due to personal reasons, individuals must replace them at their own expense, ensuring they meet the uniform requirements as prescribed.
4. Inspectors and staff working in inspection agencies in areas from Da Nang City southward, if unable to wear overcoats due to unsuitable weather conditions, the heads of provincial and municipal inspection agencies directly under the central government, the heads of the State Bank Inspection Agency, and the heads of inspection agencies established pursuant to international treaties may consider and decide to replace overcoats with spring-summer uniforms to suit the weather conditions.
The replacement of overcoats with spring-summer uniforms for inspectors and staff working in units under the Government Inspector General in Ho Chi Minh City shall be considered and decided by the Chief Inspector General of the Government.
5. Based on specific conditions, the head of the inspection agency may consider and decide to provide uniforms according to service life or provide funds for individuals to purchase uniforms according to standards, service life, specifications, styles, colors, and materials of uniforms after widely soliciting opinions democratically and publicly and obtaining high agreement from cadres, civil servants, officials, and employees.

2. Uniforms issued once (in case of damage or loss, they will be reissued):
a) Cap, helmet;
b) Badge, pine branch;
c) Shoulder board, rank insignia;
d) Emblem.
Article 11. Budget Estimation and Settlement for Uniform Production and Procurement Costs
1. Funding sources
The budget for uniform production and procurement costs for inspection agencies is guaranteed by the state budget according to the current budget classification as stipulated by the State Budget Law; it is allocated within the budget of inspection agencies that do not operate under self-management systems.
2. Budget Estimation
Annually, inspection agencies base their budget estimation on the recipients of uniforms, the quantity and types of uniforms due for issuance as prescribed in this Circular, and incorporate these into the annual budget of the inspection agency; for inspection agencies that are not budgetary units, they prepare the budget requirement for uniform production and procurement costs to be included in the budget revenue and expenditure plan of the agency or unit; they submit this to the financial authority at the same level for consolidation into the annual budget for approval by the competent authority.
3. Settlement of Uniform Production and Procurement Costs
The settlement of uniform production and procurement costs shall be carried out in accordance with the State Budget Law and related laws.
Chapter III
IMPLEMENTING PROVISIONS
Article 12. Effective Date
This Circular takes effect from the date of signature and replaces Circular No. 02/2015/TT-TTCP dated March 16, 2015, issued by the Government Inspectorate regarding the uniforms of cadres, inspectors, civil servants, and officials of state inspection agencies.
Article 13. Responsibility for Implementation
1. The Minister, Heads of Ministries equivalent to ministries, Heads of agencies with inspection bodies; Chairmen of People's Committees of provinces and centrally governed cities are responsible for implementing this Circular
2. During implementation, if there are any issues arising or difficulties encountered, please promptly report them to the Government Inspectorate for study, amendment, and supplementation as appropriate./.
