PROVISIONS ON ACTIVITIES AND MATERIAL STANDARDS TO MEET THE NEEDS FOR CULTURAL, SPIRITUAL, AND PHYSICAL TRAINING OF POLICE OFFICERS AND SOLDIERS OF THE PEOPLE'S POLICE
Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security, concerning activities and material standards to meet the needs for cultural, spiritual, and physical training of police officers and soldiers of the People's Police, which took effect from November 26, 2021, was amended and supplemented by:
Circular No. 53/2024/TT-BCA dated October 23, 2024, issued by the Minister of Public Security, amending and supplementing certain provisions of Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security, concerning activities and material standards to meet the needs for cultural, spiritual, and physical training of police officers and soldiers of the People's Police, which took effect from December 8, 2024.
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to Decree No. 18/2013/NĐ-CP dated February 21, 2013, issued by the Government, stipulating material standards for logistics for officers, non-commissioned officers, and soldiers serving in the People's Police force;
Pursuant to Decision No. 50/2017/QĐ-TTg dated December 31, 2017, issued by the Prime Minister, stipulating standards and usage quotas for machinery and equipment;
At the proposal of the Director of the Political and Ideological Work Department;
The Minister of Public Security hereby promulgates this Circular on activities and material standards to meet the needs for cultural, spiritual, and physical training of police officers and soldiers of the People's Police.[1]
Chapter I. GENERAL PROVISIONS
Article 1. Scope of Regulation and Applicability
Article 1. This Circular provides for principles; contents and forms of activities; material standards to meet the needs for cultural, spiritual, and physical training of police officers and soldiers of the People's Police.
2. This Circular applies to:
a) Units under the Ministry; provincial and municipal public security organs (hereinafter collectively referred to as public security units and localities);
b) Officers, non-commissioned officers, conscript soldiers, public security workers, students of police academies and schools (collectively referred to as police officers and soldiers).
Article 2. Principles
1. Ensuring conditions regarding the content and form of activities that meet the needs for cultural, spiritual, and physical training of police officers and soldiers.
2. Providing according to the target group, quota, thriftily, effectively, and appropriately with the organizational structure, work, combat, and study realities of police officers and soldiers.
3. Being consistent with the state budget allocated to the Ministry of Public Security at each stage.
4. The quotas prescribed in this Circular are the maximum levels. Public security units and localities shall base their review and procurement according to the regulations of this Circular, actual needs, and the capacity of regular budget spending.
Article 3. Rights and Obligations of Police Officers and Soldiers
1. Police officers and soldiers are entitled to material standards to meet the needs for cultural, spiritual, and physical training and other rights and benefits stipulated in this Circular.
2. Police officers and soldiers have the obligation to actively participate in political, cultural, artistic, sports, and physical training activities; they are responsible for managing and using the materials and equipment provided efficiently and thriftily.
Chapter II. SPECIFIC PROVISIONS
Article 4. Contents and Forms of Activities to Meet the Needs for Cultural, Spiritual, and Physical Training of Police Officers and Soldiers
1. Education to enhance theoretical political knowledge and awareness of police officers and soldiers about Marxism-Leninism, Ho Chi Minh Thought, Party guidelines, State policies and laws, and regulations of the Ministry of Public Security.
a) Organizing police officers and soldiers to attend training courses and seminars to improve theoretical political knowledge as prescribed;
b) Organizing learning sessions and disseminating Party guidelines, State policies and laws, resolutions of the Central Party Committee of the Public Security, regulations of the Ministry of Public Security, and management and guidance documents of local party committees and governments;
c) Regularly every quarter or occasionally, organizing notifications to police officers and soldiers about international situations; domestic political, economic, social, national defense, and security situations; and the construction of the force, party work, and political work in the People's Police.
2. Educating police officers and soldiers to be proud of the revolutionary traditions of the Party, the nation, and the People's Police force.
a) Organizing various forms of learning about the history of the Party and the traditions of the People's Police force on significant anniversaries of the Party, the nation, and the People's Police;
b) Participating in commemorative events, traditional meetings, seminars, and discussions on the history of the Party, the nation, and the traditions of the People's Police;
c) Organizing for police officers and soldiers to participate in political activities, visits to museums, traditional houses, historical sites, and memorials belonging to the People's Police or localities.
3. Organizing for police officers and soldiers to join the "For National Security" competition movement and other competition movements and campaigns within the People's Police.
a) The annual "For National Security" competition movement and special competitions celebrating significant anniversaries of the country and the People's Police;
b) Attending signing ceremonies for competition agreements, campaign response ceremonies, mid-term and final summary meetings of competition movements, "For National Security" congresses, and meetings recognizing outstanding examples and good deeds.
4. Educating and training moral qualities, lifestyle, etiquette, conduct, and behavioral norms of the People's Police.
a) Organizing specialized studies and discussions on following the thoughts, morals, and style of President Ho Chi Minh, the Six Points taught by President Ho Chi Minh to the People's Police, and the Code of Conduct for the People's Police;
b) Organizing for police officers and soldiers to sign commitments to strive and improve themselves according to the thoughts, morals, and style of President Ho Chi Minh, the Six Points taught by President Ho Chi Minh to the People's Police, the Code of Conduct for the People's Police, and the responsibility of exemplary behavior for Party members and officials.
5. Participating in cultural and artistic movements and activities.
a) Organizing mass art performances at units and localities; participating in performances organized by the Ministry of Public Security and local cultural departments;
b) Creating conditions for police officers and soldiers to respond to and participate in literary and artistic creation contests on themes related to the People's Police; actively responding to reading campaigns among the People's Police.
c) Organize for officers and soldiers to enjoy artistic programs, theatrical performances of the People's Public Security Theater and other professional art units; cultural and artistic programs performed by mass cultural teams and shock troops of public security units at the local level.
6. Organize sports and physical training movements, military exercises, physical fitness training, and enhance the combat readiness capabilities of officers and soldiers in accordance with regulations.
7. Build cultural agencies and units; ensure that agency and unit headquarters have appropriate landscapes, greenery systems, and lighting, maintain environmental hygiene; arrange bulletin boards, posters, and action slogans appropriately.
Article 5. Standards for material guarantees to meet cultural, spiritual, and physical training needs of officers and soldiers
1. Attach to this Circular are Appendices setting standards for material guarantees to meet cultural, spiritual, and physical training needs of officers and soldiers
a) Appendix 1. Standards for equipping libraries, reading rooms, bookcases;
b) Appendix 2. Standards for equipping newspapers and magazines;
The quantity and types of newspapers and magazines are decided by the head of the local public security unit. Officers and soldiers read newspapers and magazines collectively, choosing types based on their needs; reading time is determined by the unit leadership but must ensure working hours and work schedules.
c) Appendix 3. Standards for decorating conference halls and meeting rooms;
d) Appendix 4. Standards for equipping devices and tools for cultural and artistic activities;
đ) Appendix 5. Standards for equipping museums, traditional houses, memorial areas, historical sites;
e) Appendix 6. Standards for equipping tools for physical exercise, sports, physical training, military training, and martial arts;
Based on budget conditions, land funds, and actual needs, public security units at the local level equip horizontal bars, parallel bars, jumping pits, mini football fields, sports training rooms, volleyball courts, tennis courts, badminton courts, table tennis tables to organize physical exercise, sports, physical training, military training, and martial arts. Equipment, devices, firearms, ammunition, and auxiliary tools for military and martial arts training are provided and managed according to the regulations of the Ministry of Public Security.
2. Annually, officers and soldiers are provided with five writing pens and one notebook (100-page type, model specified by the head of the local public security unit) to serve political study.
Article 6. Sources of funding and use of funds
1. Funding to ensure operations, provision of infrastructure and equipment to meet cultural, spiritual, and physical training needs of officers and soldiers is allocated within the regular budget of the Ministry of Public Security assigned to local public security units and other legitimate sources of funding.
2. Annually, based on the standards stipulated in this Circular, local public security units prepare budgets, report to the Ministry of Public Security (through the Planning and Finance Department); manage, use, and settle accounts in accordance with the State Budget Law and related implementing documents.
3. The Planning and Finance Department is responsible for consolidating and proposing funding requests from local public security units, reporting to the Ministry of Public Security leadership for allocation decisions; informing the Party Work and Political Affairs Department, and local public security units to implement.
Article 7. Adjusting Price Levels
1. In cases where the actual price fluctuates higher than the price specified in the Appendices attached to this Circular, the adjustment of the price level shall be carried out as follows:
a) If the fluctuation rate does not exceed 10% of the price specified in the Appendices issued with this Circular, the head of the police unit or locality shall decide after obtaining a written consensus from the Department of Planning and Finance.
b) If the fluctuation rate exceeds 10% but does not exceed 20% of the price specified in the Appendices issued with this Circular, the police unit or locality shall report to the Department of Planning and Finance for review and submit to the Minister for consideration and decision.
2. In cases where the actual price fluctuates more than 20% above or below the price specified in the Appendices issued with this Circular, the Department of Planning and Finance and the Department of Party Work and Political Affairs shall report to the Minister to decide on amending the prices issued with this Circular.
Chapter III. IMPLEMENTING PROVISIONS[2]
Article 8. Effective Date
This Circular takes effect from November 26, 2021, and replaces Circular No. 62/2009/TT-BCA dated November 19, 2009, which stipulates the content of activities and material standards to ensure cultural and spiritual enjoyment needs of police officers.
Article 9. Responsibility for implementation
1. The Director of the Department of Party Work and Political Affairs is responsible for guiding, inspecting, and urging police units and localities to implement this Circular.
2. Heads of subordinate units under the Ministry; Directors of provincial and centrally-administered city police forces are responsible for implementing this Circular.
During implementation, if there are difficulties or obstacles, police units and localities shall report to the Ministry of Public Security (through the Department of Party Work and Political Affairs) for guidance.

[1] Circular No. 53/2024/TT-BCA dated October 23, 2024, issued by the Minister of Public Security to amend and supplement certain articles of Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security, regarding activities and material standards to meet cultural, spiritual needs and physical training for People's Police officers is promulgated based on the following grounds:
"Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to Decree No. 01/2021/NĐ-CP dated October 21, 2021, of the Government stipulating the criteria and material standards for后勤补给标准；
Pursuant to Decision No. 50/2017/QĐ-TTg dated December 31, 2017, of the Prime Minister stipulating the criteria and usage standards for machinery and equipment；
At the proposal of the Director of the Political and Ideological Work Department;
The Minister of Public Security hereby issues Circular amending and supplementing certain articles of Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security, regarding activities and material standards to meet cultural, spiritual needs and physical training for People's Police officers..
[2] Article 2 and Article 3 of Circular No. 53/2024/TT-BCA dated October 23, 2024, issued by the Minister of Public Security to amend and supplement certain provisions of Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security on activities and material standards ensuring cultural, spiritual needs and physical training for People's Police officers, shall take effect from December 8, 2024, and are stipulated as follows:
“Article 2. Responsibility for Implementation
1. The Political and Ideological Work Department shall monitor, guide, inspect, and urge the implementation of this Circular.
2. Heads of units under the Ministry, Directors of Public Security Departments of provinces and centrally governed cities shall be responsible for implementing this Circular.
Article 3. Implementation Provisions
This Circular shall take effect from December 8, 2024.
In the process of implementation, if there are difficulties or obstacles, local Public Security units shall report to the Ministry of Public Security (through the Political and Ideological Work Department) for guidance.
[3] This annex is replaced according to Article 1 of Circular No. 53/2024/TT-BCA dated October 23, 2024, issued by the Minister of Public Security to amend and supplement certain provisions of Circular No. 92/2021/TT-BCA dated October 12, 2021, issued by the Minister of Public Security on activities and material standards ensuring cultural, spiritual needs and physical training for People's Police officers, which shall take effect from December 8, 2024.
