DIRECTIVE
On the matter of compiling statistics on individuals affected by chemical toxins used by the United States during the war in Vietnam
To implement the Directive of the Prime Minister as stated in Circular No. 3300/TCCB dated July 2, 1997, regarding the urgent promotion and organization of research to accurately and comprehensively assess the severe and long-term consequences of chemical toxins caused by the United States during the war in Vietnam and measures to address them, the Ministry of Labor - Invalids and Social Affairs proposes to conduct a statistical compilation and comprehensive evaluation of individuals affected by chemical toxins to establish a basis for policy development to be submitted to the Prime Minister.
The Minister of Labor - Invalids and Social Affairs directs:
1. Departments of Labor - Invalids and Social Affairs of provinces and cities:
a) To organize the dissemination and guidance on reporting individuals affected by chemical toxins used by the United States during the war in Vietnam.
Reporting subjects include: Individuals belonging to revolutionary armed forces, civil officials of political parties, Youth Volunteers, civilians, and other categories (those who have participated in former governments and military forces), who fought, served, worked, or lived in areas affected by chemical toxins used by the United States during the war, as well as their children born with deformities or disabilities (a form is attached).
b) To compile the situation, evaluate results, and submit a report along with all completed forms of subjects within their jurisdiction to the Ministry before November 30, 1997.
2. The War Consequences Investigation Board shall be responsible for guiding, urging, inspecting the reporting process, collecting reports from localities, and analyzing and processing results to serve immediate and long-term research work.
3. Statistical data and results must not be disclosed without approval from the Ministry of Labor - Invalids and Social Affairs.
Any difficulties encountered during implementation should be promptly reported to the Ministry of Labor - Invalids and Social Affairs for joint resolution.
