On the Gas-Electric-Ammonia Project in Ba Ria-Vung Tau
OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
Pursuant to the Constitution of the Socialist Republic of Vietnam in 1992;
Pursuant to Resolution No. 05/1997/QH10 of the National Assembly, tenth session, second meeting, on the criteria for national key projects submitted to the National Assembly for consideration and decision on investment orientation;
Based on the report No. 399 KTN-m dated November 17, 1997 of the Government; the review report No. 44/KHCNMT dated November 20, 1997 of the Science, Technology and Environment Committee of the National Assembly, and the opinions of National Assembly deputies on the Gas-Electric-Ammonia Project in Ba Ria-Vung Tau;
RESOLUTION:
Article 1: The Gas-Electric-Ammonia Project in Ba Ria-Vung Tau is a national key project.
Approves the investment orientation for the construction of works within the Gas-Electric-Ammonia Project in Ba Ria-Vung Tau, including works for gas exploitation, transportation, and utilization (with attached appendices).
Article 2: Entrusts the Government to organize the implementation of the project and pay attention to the following points:
- Carefully calculate the construction schedule to ensure the synchronization of all works within the entire project, ensuring the efficiency of each work from gas exploitation, transportation to utilization. Particularly for the Ammonia Plant, careful consideration and selection of optimal solutions and conditions for economic efficiency and competitive products must be made before making investment decisions;
- Develop a suitable capital mobilization plan, combining domestic and foreign capital in the works of the project to ensure the highest efficiency;
- Implement environmental protection measures and ensure absolute safety for the works and residents;
- Annually report to the National Assembly on the progress of the project implementation;
Article 3: This Resolution takes effect from the date it is adopted by the National Assembly.
