DECISION
Regarding the establishment of the National Education Council
PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
Considering the proposal of the Minister, Head of the Personnel - Civil Service Agency under the Government, and the Minister of Education and Training;
DECISION:
Article 1. The National Education Council shall be established to assist the Prime Minister in directing the implementation of the strategy for education and training development during the period of industrialization and modernization.
Article 2. The Council shall have the following tasks and powers:
1- Directing the summary of educational reform efforts and drafting the education and training strategy (including long-term goals, plans, major projects on education and training, the structure of the national education system...);
2- Reviewing important policies on education and training development for consideration and decision by the Government and the Prime Minister;
3- Being authorized to decide on guidelines and measures for education and training work within the Prime Minister's authority;
4- Directing the preparation of the budget for the education and training sector to be submitted to the National Assembly for approval;
Article 3. The composition of the National Education Council includes:
1- The Prime Minister, Chairman;
2- The Minister of Education and Training, Vice-Chairman in charge;
3- The Director of the Central Science and Education Department, Vice-Chairman;
4- The Chairman of the Committee on Culture, Education, Youth, Children, and Adolescents of the National Assembly, member;
5- The Minister of Finance, member;
6- The Minister of Science, Technology, and Environment, member;
7- The Minister of Planning and Investment, member;
8- The Minister, Head of the Personnel - Civil Service Agency under the Government, member;
9- A Deputy Director of the Government Office, member兼任秘书长办公厅秘书长兼总干事;
10- Six scientists and experts engaged in research, teaching, and management in the fields of general education, higher education, and vocational training, with experience and the ability to contribute to the development of education and training, members.
The Personnel - Civil Service Agency under the Government shall be responsible for submitting to the Prime Minister for decision the specific list of Council members.
Article 4. The National Education Council shall have its office located at the Government Office; the operating expenses of the Council shall be provided by the Government Office.
Article 5. The National Education Council shall operate in accordance with regulations issued by the Prime Minister.
Article 6. This Decision takes effect fifteen days from the date of signing.
Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decision./.
