Guidelines for Admissions to Bachelor's and College Programs in Part-time Professional Education for Nursing (Nurse), Midwifery, and Medical Technology for the Academic Year 1998-1999

In order to continue improving the quality of professional work, management, and training of cadres, the Ministry of Health issues this Circular guiding admissions to Bachelor's and College programs in part-time professional education for Nursing (Nurse), Midwifery, and Medical Technology for the academic year 1998-1999.

I. ELIGIBILITY FOR ADMISSION

The candidates for admission are those who hold a high school diploma in Nursing (Nurse), Midwifery, and Medical Technology, currently working at state health facilities, in accordance with their trained specialty, and now wish to study in the same specialty.

II. CLASSES AND REGIONS FOR ADMISSION

1. Ho Chi Minh City University of Medicine and Pharmacy

1.1. Classes in Bachelor's and College programs in part-time professional education: Nursing (Nurse), Midwifery, and Medical Technology.

1.2. Admission region: Southern provinces from Da Nang southward.

2. Nam Dinh Health College

2.1. Classes in Bachelor's and College programs in part-time professional education: Nursing (Nurse), Midwifery, and Medical Laboratory Technology.

2.2. Admission region: Northern provinces from Thua Thien-Hue northward.

III. ADMISSION STANDARDS

1. Political standards

Clear personal and family background.

Successfully complete assigned tasks.

Good moral character, complying with state policies and laws.

2. Academic and professional qualifications.

2. Educational and professional standards

2.1. Education: Graduation from secondary school or equivalent supplementary education.

2.2 Professional:

- Hold a high school diploma in health education in the specialty applied for.

- If a medical assistant, must have a certificate of conversion to Nursing (Nurse) according to the program of the Ministry of Health.

3. Professional experience standard

Have at least three years of work experience counted from October 30, 1998, since graduation from high school health education.

4.1. Health:

Must be in good health to study and work as stipulated in the Joint Circular of the Ministry of Health, Ministry of Education and Training, and Ministry of Labor, Invalids and Social Affairs No. 10/TT-LB dated August 18, 1989, and the Guidance Document No. 2445/TS dated August 20, 1990, of the Ministry of Education and Training.

Be in good health to study as stipulated in the Joint Circular of the Ministry of Health and the Ministry of Education and Training (formerly the Ministry of Secondary Vocational Education and Vocational Training) No. 10/TT-LB dated August 18, 1989, and the guidance letter No. 2445/TS dated May 20, 1990 of the Ministry of Education and Training.

Not exceeding 50 years old for males and 45 years old for females, as of October 30, 2001.

Not exceeding 50 years old for males and not exceeding 45 years old for females, counted until October 30, 1998.

IV. PRIORITY POLICIES

Points for admission to schools will be given preferential consideration based on regions and within each region, there are preferential groups based on policy:

1. Regional priority:

applied according to the division of admission regions of the Ministry of Education and Training printed in the book "Things to Know About Admissions..." in 1998.

1.1. Region 1 (KV1): Mountainous areas and remote, isolated regions, islands, including highland (KV1-VC) and deep interior (KV1-VS) regions.

1.2. Region 2 (KV2): Midland and delta regions (including suburban districts of centrally governed cities), including rural and town areas (KV2-NT).

1.3. Region 3 (KV3): Urban centers of centrally governed cities.

2. Policy priority:

2.1. Priority Group 1:

- Heroes of the armed forces, labor heroes.

- Ethnic minorities.

- War invalids ranked.

- Cadres working in highland, deep interior regions with permanent residence registration there for at least three years, counted until October 30, 1998. If cadres working in highland, deep interior regions do not have permanent residence registration there or have less than three years of permanent residence registration, they will only be placed in the second priority group.

- Staff involved in training activities in the staffing of medical universities, vocational high schools, or those serving as Head Nurses, Midwifery Chiefs, or Chief Technicians in departments or hospitals.

2.2. Priority Group 2:

- Cadres awarded medals or orders for resistance, victory, labor, or model workers at provincial level for two consecutive years (the year before enrollment).

- Cadres with over ten years of professional experience.

- Cadres with ten or more years of work experience in the specialty. The difference in points between regions or between successive priority groups does not exceed three points.

V. ADMISSION EXAMINATION AND ELIGIBILITY REQUIREMENTS

1. Subjects of examination: Candidates must take three subjects: Mathematics, Chemistry, and Specialty.

1.1. Mathematics and Chemistry:

According to the Secondary School curriculum.

1.2. Specialty subject:

According to the curriculum of high school health education in the specialty applied for.

Candidates who have graduated from another university or college (in natural sciences or engineering) are exempted from Mathematics and Chemistry exams and only need to take the Specialty exam.

2. Eligibility for admission:

Successful candidates must meet all admission criteria and achieve the required score for the school they are applying to, including:

- Major Subject: not less than 5 points

- Academic: No zero scores.

3. Examination date:

The admission examination will be held in July 1998. The examination schedule will be determined by the Schools and reported to the Ministry of Health (Department of Science and Training) while simultaneously informing candidates in the School's admission region.

VI. APPLICATION DOCUMENTS:

All cadres going to study must submit application documents including:

1. One application form for the examination (according to the prescribed model in 1997), with the approval of the competent authority managing cadres.

2. Copies of the high school diploma in the specialty and copies of the secondary school diploma or equivalent (with state certification). If admitted, the original diplomas must be presented for verification upon enrollment.

3. Decision to send cadres to study issued by the competent authority managing cadres (to be submitted upon admission). Cadres managed by Provincial Health Departments must also provide a decision to send them to study issued by the Provincial Health Departments.

4. Certificate of being a preferential candidate (if applicable).

If they are Head Nurses, Head Midwives, or Head Medical Technicians, they must provide a decision on appointment by the competent authority.

5. Health certificate for 1998 issued by a hospital or authorized health agency.

6. Two photographs size 4x6 (ID card style) taken in 1997 or 1998 (one photo attached to the application form, stamped and sealed).

7. Two envelopes with stamps and addresses pre-filled by the applicant.

All documents must be enclosed in an envelope size 230x330mm, with the name, address, and list of documents inside indicated on the outside.

Schools will not accept additional documents after the examination.

Applicants must pay the examination fee as announced by the school in accordance with the general regulations of the Ministry of Education and Training.

Applicants from northern provinces should submit their applications to Nam Dinh Health College, 365 Han Thuyen Street, Nam Dinh City.

Applicants from southern provinces should submit their applications to Ho Chi Minh City University of Medicine and Pharmacy, 217 An Duong Vuong Street, District 5, Ho Chi Minh City.

Deadline for submission: Before May 15, 1998.

Heads of units managing cadres are responsible for verifying the application documents of cadres sent to study. Any false declaration in the application documents to participate in the examination will be handled according to the admission regulations of the Ministry of Education and Training.

Upon receipt of this Circular, units and localities shall implement it and select cadres meeting the criteria and correct target groups as specified in this Circular. Schools need to carefully review the admission documents and organize examinations according to regulations to ensure educational quality and social equity.
