RESOLUTION
Regular Meeting of the Government in May 1999

On May 29, 1999, the Government convened its regular meeting for May 1999 to discuss and adopt the following issues:
1. The Government heard the presentation by Minister of Agriculture and Rural Development Le Huy Ngo on the "Plan for Flood Diversion and Delay in the Red River System."
In recent years, weather conditions and natural disasters have shown very unusual developments. To proactively address the most complex situations that may arise from large floods, the Government has agreed that this year it must prepare necessary measures, mechanisms, and policies, as well as the procedures for flood diversion and delay, to protect important areas and facilities and minimize losses caused by floods to the greatest extent possible.
In general, the Government approved this Plan; it assigned the Ministry of Agriculture and Rural Development to lead, coordinate with the Government Office and related ministries, incorporate opinions from the meeting, promptly perfect the Plan and report to the Standing Committee of the Party Central Committee; at the same time, submit the Government's Resolution on Flood Diversion and Delay in the Red River System for the Prime Minister's signature and issuance in June 1999, serving as a legal basis for ministries, sectors, localities, and the people to proactively develop plans and schemes capable of coping with the most complex flood scenarios.
2. The Government approved the draft "Government Decree on State Investment Credit" and the draft "Decree on the Organization and Operation of the Development Support Fund," presented by Minister and Head of the Government Office Doan Manh Giao.
The Government affirmed that continuing to reform the state investment credit mechanism in the current phase is an urgent requirement to enhance the efficiency of capital utilization, fully exploit the advantages of credit relations, abolish preferential credit distribution under the request-grant mechanism; contribute to implementing the policy of mobilizing internal resources, adjusting economic and investment structures, improving efficiency and competitiveness of the economy in accordance with the spirit of the Fourth Plenary Session of the Central Committee and the Sixth Plenary Session of the Central Committee (first session).
It assigned the Government Office to lead, coordinate with relevant ministries, incorporate opinions from government members, perfect the two aforementioned draft Decrees, paying attention to their consistency in content with the Decrees promulgating the Investment Management Regulations and Construction, the Decree on the Management and Use of Official Development Assistance Funds, the Decree on Foreign Borrowing and Debt Repayment Management, and the Decree guiding the implementation of the Law on Encouraging Domestic Investment (amended), to be submitted for the Prime Minister's signature and issuance in June 1999.
3. After hearing the report by Minister and Head of the Government Office Doan Manh Giao on the consolidated opinions of government members regarding the draft Ordinance on Trade Bills proposed by the State Bank of Vietnam and the draft Ordinance on Public Service Labor Obligations proposed by the Ministry of Labor, Invalids, and Social Affairs, the Government agreed to approve these two draft Ordinances.
It assigned the State Bank of Vietnam and the Ministry of Labor, Invalids, and Social Affairs to cooperate with the Government Office and related agencies, incorporate opinions from government members, perfect the two aforementioned draft Ordinances, and submit them for the Prime Minister's review before presenting them to the Standing Committee of the National Assembly.
4. At this meeting, Minister of Planning and Investment Tran Xuan Gia presented to the Government the "Report on the Implementation of the Plan in May and the First Five Months of 1999 and Some Key Issues to Focus on Implementing the Plan in the Coming Month."
The Government agreed with the report and concluded that despite harsh weather conditions, the socio-economic situation in May and the first five months of 1999 remained stable and showed some development, with exports increasing compared to the previous month, but many production and business sectors still faced difficulties without significant positive changes. Measures to address these issues had been proposed but their implementation was slow and not thorough, and some production and business areas continued to decline.
The Government requested that ministries, sectors, and localities focus more intensively in the future, strictly and comprehensively implement existing mechanisms and policies, especially in industrial and agricultural production, accelerate the repair of dikes, particularly weak sections in the Red River Delta, and vigorously implement comprehensive measures to attract foreign investment and support exports, effectively implement stimulus policies to maximize internal resources, and strive to achieve the socio-economic development plan set forth.
