DIRECTIVE
Regarding Strengthening Management and Guidance of Clerical and Archival Work in the Fisheries Sector

In recent years, the Party and State have paid great attention to clerical and archival work. Many legal regulations on clerical and archival work have been issued, serving as the basis for organizing and perfecting the state management system for such work. As a result, clerical and archival work has gradually become systematic. Clerical work has been strictly implemented in accordance with regulations, ensuring effective support for administrative management activities. National archives and archival organizations at all levels and specialized sectors have been established, making significant contributions to collecting, managing, and effectively utilizing archival materials. Clerical and archival work has truly made important contributions to economic and social development and national security.
Along with the formation and development of the Fisheries Sector, clerical and archival work has received attention and achieved certain results. Clerical work and seal management at the Ministry's Office and subordinate units have been carried out quite well; archival work has also shown positive changes.
However, clerical and archival work, particularly archival work in the Fisheries Sector, still has many shortcomings. Clerical and archival work has not truly focused on managing, exploiting, and effectively using information from archival materials. Material conditions, equipment, and storage facilities are insufficient and fail to meet long-term management and utilization requirements as stipulated by the state. The application of information technology in clerical and archival work is slow. Archival work generally remains limited to preservation but does not yet achieve centralized and unified management of archival materials. Indexing and building retrieval tools for archival materials have not been synchronized with collection efforts. Many grassroots units lack specialized staff, leading to issues such as improperly formatted and procedurally incorrect documents, lost, scattered, damaged archival materials, or inability to find materials when needed for retrieval...
To promptly address these issues, gradually improve and strengthen clerical and archival work at the Ministry's office and grassroots units within the sector, while enhancing the ability to exploit archival information to serve management, scientific research, production, business operations of the sector, and other legitimate societal needs, the Minister of Fisheries requests that agencies and units within the sector implement the following contents:
1. Ministry Office:
a- Develop regulations and guidelines for uniform clerical procedures, standardize record-keeping systems and document transfer processes at the Ministry and grassroots units throughout the sector.
b- Develop regulations and guide subordinate units to strictly comply with state regulations on file establishment, management, and submission to the Ministry's archive; gradually modernize clerical and archival work; build databases to provide information for Ministry management activities.
c- Regularly organize inspections, develop guidance documents for clerical and archival work for units; annually coordinate with the Organizational Cadre and Labor Department, Fisheries Secondary Schools to plan training and capacity building for clerical and archival staff and managers at all grassroots units.
d- Direct the application of information technology in administrative management activities at the Ministry and towards the entire sector, especially in clerical and archival work to organize management, search, and utilize archival materials.
e- Continuously collect and organize sources of materials formed during agency operations to utilize them and plan their submission to the National Archive Center as prescribed by the state.
f- Organize the dissemination and implementation of the National Archives Ordinance throughout the sector.
2. Heads of Subordinate Agencies and Units:
a- Arrange and allocate personnel for clerical and archival work in their agencies and units, ensuring at least one dedicated staff member trained in basic clerical and archival procedures in each agency and unit.
b- Rectify and direct the development of new management regulations for clerical and archival work; establish a file and material directory for agency management and regular submission to the archive; allocate separate rooms and warehouses for archival material storage according to state regulations.
c- Direct the collection of files and materials from dissolved agencies and completed matters still stored in departments for centralized management and plans for indexing and processing the destruction of materials that have exceeded their useful life according to state regulations.
d- Equip material conditions, working environments, and equipment for the clerical and archival work department; plan cooperation with the Ministry Office in database construction and the application of information technology in administrative management; manage, search, and utilize archival materials.
e- Implement annual statistical reporting on clerical and archival work; inventory, equipment, staff situations to higher-level archival management agencies and specialized archival management agencies.
3. Head of the Ministry Office is responsible for assisting the Minister in guiding the implementation of this Directive and uniformly managing clerical and archival work throughout the sector.
4. Directors of Departments, Chiefs of Bureaus, Inspectors General of the Ministry; Chairmen of Management Councils, General Directors of Holding Companies; Heads of Subordinate Units of the Ministry are responsible for implementing this Directive
