DIRECTIVE
On Providing New Loans to Continue Caring for Coffee Trees in the Provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong
To continue maintaining the area of coffee trees capable of generating economic efficiency and addressing difficulties in credit relations between credit organizations and customers who need loans to care for coffee trees under conditions where coffee prices remain low, possibly not sufficient to cover production costs; the Governor of the State Bank requests the General Directors (Directors) of credit organizations, Heads of units under the State Bank, and Branch Directors of the State Bank in the provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong to implement the following contents:
1. For credit organizations.
1.1 In addition to implementing loan extensions and deferrals for coffee tree loans already stipulated by the Government and the guiding documents of the State Bank, credit organizations may provide loans at necessary and reasonable levels to maintain and care for coffee trees in accordance with planning and development plans of the industry and locality, considering such loans for caring for coffee trees as preserving an important long-term fixed asset for agriculture in the Central Highlands.
1.2 Credit organizations need to directly approach borrowing clients, understand the area of coffee trees that require maintenance and care to have appropriate solutions regarding capital if clients have loan needs.
1.3 In addition to implementing loans according to current regulations, credit organizations should consider providing loans to care for coffee trees even under current conditions where losses occur due to low coffee prices insufficient to cover production costs; however, this does not apply in the following cases:
- Coffee gardens with low productivity, excessively high costs compared to the average, difficult production conditions, and no potential for recovery.
- Old coffee gardens with unsuitable varieties for market requirements.
- Coffee gardens within provincial planning schemes aimed at changing crop structures. In such cases, credit organizations should consider providing loans for new crops or livestock to facilitate structural changes.
2. For units under the State Bank:
2.1 Units at the headquarters of the State Bank.
To ensure smooth operation of the State Bank, within their functional responsibilities, Departments and Bureaus must promptly and timely address any issues and proposals in the credit activities of credit organizations and related units.
2.2 State Bank branches in the provinces.
a. Urge and direct credit organizations in the region to enhance their responsibility in business operations and create favorable conditions for borrowing clients.
b. Monitor and inspect the implementation of loans by credit organizations; if there are any difficulties or issues, report and submit them to relevant authorities for prompt resolution.
c. Monthly request credit organizations in the region to submit reports on loan disbursements for caring for coffee trees to the branch of the State Bank, and simultaneously compile and report these to the State Bank of Vietnam.
The above are some directives from the Governor of the State Bank regarding continued provision of loans for caring for coffee trees in the provinces of Gia Lai, Kon Tum, Dak Lak, and Lam Dong. The General Directors (Directors) of credit organizations, Heads of units under the State Bank of Vietnam, and Branch Directors of the State Bank in provinces and centrally-administered cities are required to strictly implement this Directive./.
