Pursuant to the Law on Organization of the National Assembly;

BASED ON THE LAW ON THE STATE FRONTIER ORGANIZATION OF VIETNAM Male;

BASED ON THE REGULATIONS ON THE ACTIVITIES OF NATIONAL ASSEMBLY DEPUTIES AND NATIONAL ASSEMBLY DELEGATIONS;

BASED ON THE REGULATIONS ON COOPERATION IN WORK BETWEEN THE NATIONAL ASSEMBLY STANDING COMMITTEE AND THE PRESIDENTIAL COUNCIL OF THE CENTRAL COUNCIL OF THE STATE FRONTIER ORGANIZATION OF VIETNAM,

RESOLUTION:

Article 1

ISSUES GUIDELINES ON NATIONAL ASSEMBLY DEPUTIES MEETING WITH VOTERS.

Article 2

NATIONAL ASSEMBLY DEPUTIES, NATIONAL ASSEMBLY DELEGATIONS, NATIONAL ASSEMBLY OFFICES, THE DEPUTY WORKING GROUP, THE PETITION COMMITTEE, THE PERMANENT COMMITTEE OF THE STATE FRONTIER ORGANIZATION AT ALL LEVELS, AND RELEVANT GOVERNMENT AGENCIES ARE RESPONSIBLE FOR IMPLEMENTING THIS RESOLUTION.

GUIDELINES ON NATIONAL ASSEMBLY DEPUTIES MEETING WITH VOTERS

PART I
GENERAL GUIDELINES

Article 1. Responsibilities of National Assembly deputies towards voters

1. National Assembly deputies represent voters, embodying the will and aspirations of voters and the people nationwide and in their constituencies, must maintain close contact with voters, be subject to voter supervision, meet with voters, understand their thoughts and aspirations; collect and truthfully reflect the opinions and petitions of voters to the National Assembly and relevant government agencies.

2. About twenty days before the opening of a National Assembly session, National Assembly deputies must fulfill the task of meeting with voters in their constituency to gather opinions and aspirations of voters regarding issues within the program and content of the National Assembly session and the opinions and petitions of voters towards the National Assembly, Government, Ministries, sectors, agencies, and organizations at central and local levels.

3. Within about twenty days following the closing of a National Assembly session, National Assembly deputies have the responsibility to meet with voters in their constituency to report on the results of the National Assembly session and the resolution of voter petitions.

4. Once a year, at the end of the year, combining with meetings with voters, National Assembly deputies must report to voters in their electoral units about the fulfillment of their representative duties and the implementation of their action programs promised to voters.

5. In addition to regular meetings with voters before and after National Assembly sessions, National Assembly deputies should also meet with voters in their place of residence and workplace; meet with voters on specific topics or areas of interest to National Assembly deputies, or directly meet and interact with voters.

Article 2. Rights and responsibilities of voters

Voters in villages, hamlets, communes, wards, production units, and organizations that organize meetings with National Assembly deputies have the right to attend meetings between National Assembly deputies and voters to raise opinions and petitions on issues of concern to voters, provide comments on the performance of National Assembly deputies, and simultaneously have the responsibility to comply with the regulations of the meetings with voters.

Article 3. Responsibilities of relevant agencies and organizations in organizing for National Assembly deputies to meet with voters.

National Assembly Delegations, Standing Committees of People's Councils, People's Committees, Permanent Committees of the State Frontier Organization at all levels, and relevant agencies and organizations within their scope of duties and powers have the responsibility to coordinate in preparing and organizing thorough meetings between National Assembly deputies and voters.

Article 4. Forms of meetings with voters.

1. Meetings with voters.

a) Regularly before and after National Assembly sessions at the location where National Assembly deputies were elected.

b) At places of residence and work.

c) On specific topics or areas of interest to National Assembly deputies.

2. Personal or group meetings with voters.

Article 5. Composition of meetings with voters.

1. Representatives from Party committees, People's Councils, People's Committees, State Frontier Organizations, member organizations of the State Frontier Organization, and relevant agencies and organizations at each level.

2. Voters directly working, studying in agencies, organizations, units, and production and business establishments under various economic components.

3. Voters in villages, hamlets, communes, wards.

Article 6. Principles of meetings with voters.

The meetings of National Assembly deputies with voters shall be conducted according to the principles of democracy, equality, and transparency.

PART II
RESPONSIBILITIES OF AGENCIES, ORGANIZATIONS, AND UNITS
IN ORGANIZING AND IMPLEMENTING MEETINGS WITH VOTERS

Article 7. Responsibilities of National Assembly Delegations

1. Based on the program and plan of activities of the National Assembly, the National Assembly Standing Committee, the actual situation in the locality, and the requirements of deputies in the delegation (if any), National Assembly Delegations develop plans for meetings with voters and send these plans to the National Assembly Standing Committee and the Presidential Council.

2. National Assembly deputies report to voters:

a) The program and content of the National Assembly session (for meetings with voters before the National Assembly session);

b) The results of the National Assembly session and the resolution of voter petitions (for meetings with voters after the National Assembly session);

c) The fulfillment of their representative duties and the implementation of their action programs (at meetings with voters after the final National Assembly session of the year).

3. Voters make statements and exchange opinions with National Assembly deputies.

4. Representatives of the Standing Committee of the People's Council, People's Committee answer and clarify issues raised by voters within the jurisdiction of the locality; if unable to answer immediately, they will take note and respond in writing to the National Assembly Delegation to inform voters through appropriate means.

5. National Assembly deputies make statements explaining, accepting opinions and petitions of voters.

6. Representatives of the Permanent Committee of the State Frontier Organization make concluding remarks at the meeting.

Article 12. Meetings with voters at places of residence

1. The office serving the National Assembly Delegation assists National Assembly deputies or National Assembly deputies themselves to contact the Standing Committee of the People's Council, People's Committee, and the Permanent Committee of the State Frontier Organization in the commune, ward, town where the deputies reside to organize meetings with voters.

2. The Standing Committee of the People's Front Committee at the commune, ward, town where the representative resides shall coordinate with the Standing Committee of the People's Council and the People's Committee at the same level to organize the meeting between representatives and voters, send out voter invitation letters, and widely announce to the voters in the representative's constituency about the content, time, and location of the meeting.

3. The People's Committee at the commune, ward, town where the National Assembly representative comes to meet with voters shall create favorable conditions regarding the venue and ensure order and safety for the meeting.

4. The program of the meeting between representatives and voters shall be conducted similarly to the provisions set forth in Article 11 of this Guidance.

Article 13. Meeting with voters at workplace

1. The Office serving the Delegation of National Assembly representatives shall assist the National Assembly representatives or allow the representatives to contact the Heads of agencies, Trade Union Committees of agencies, organizations, units to organize the meeting between representatives and voters.

2. The Trade Union Committee of the agency where the representative works shall coordinate with the Head of the agency, organization, unit to organize the meeting between representatives and voters and chair the meeting, informing voters within the agency, organization, unit to attend the meeting. Where there is no trade union organization, the Head of the agency, organization, unit shall organize and implement it.

3. The program of the meeting between representatives and voters shall be conducted similarly to the provisions set forth in Article 11 of this Guidance.

Article 14. Meeting with voters on specialized topics or fields of interest to National Assembly representatives.

The Office serving the Delegation of National Assembly representatives shall assist the National Assembly representatives or allow the representatives to contact the Heads of agencies, organizations, units related to organize the meeting between representatives and voters on specialized topics or fields of interest to National Assembly representatives. The Heads of agencies, organizations, units shall be responsible for assisting National Assembly representatives in implementing such meetings.

Article 15. National Assembly representatives may meet individually or in groups with voters.

National Assembly representatives may directly meet with voters to understand their thoughts, wishes, and issues of concern; transfer legitimate suggestions and complaints of voters to the Delegation of National Assembly representatives for consolidation and reporting to the Standing Committee of the National Assembly or sending to relevant agencies, organizations, units for consideration and resolution.

PART IV
COLLECTING, COMBINING VOTERS' OPINIONS AND MONITORING THE RESOLUTION OF VOTERS' OPINIONS AND COMPLAINTS

Article 16. Collecting and combining opinions and complaints of voters in localities

1. After each round of meetings with voters, the Delegation of National Assembly representatives shall take the lead in coordinating with the Standing Committee of the People's Front Committee at the provincial level to collect and combine the opinions and complaints of voters within the jurisdiction of state agencies, organizations, units at the central level and submit them to the Standing Committee of the National Assembly and the Chairman's Board of the Central People's Front Committee of Vietnam; simultaneously transferring the opinions and complaints of voters within the jurisdiction of state agencies, organizations, units at the local level for consideration, resolution, and response to voters.

2. For meetings with voters before the National Assembly session, the Delegation of National Assembly representatives shall report to the Standing Committee of the National Assembly and the Chairman's Board of the Central People's Front Committee of Vietnam no later than five days before the opening day of the National Assembly session. For meetings with voters after the National Assembly session, the time for submitting the report to the Standing Committee of the National Assembly and the Chairman's Board of the Central People's Front Committee of Vietnam shall not exceed thirty days from the end date of the National Assembly session.

3. For meetings with voters in their constituencies, workplaces, or specialized topics or fields of interest to representatives, National Assembly representatives must report the results of the meeting to the Delegation of National Assembly representatives no later than five days after the meeting.

Article 17. Comprehensive report on voters' opinions and complaints between two National Assembly sessions.

Between two National Assembly sessions, based on the results of regular supervision by National Assembly representatives through collecting opinions and complaints of voters before and after each National Assembly session, and consulting the opinions of relevant local agencies (Standing Committee of the People's Council, People's Committee, Standing Committee of the People's Front Committee, Provincial People's Court, Provincial People's Procuracy), the Delegation of National Assembly representatives shall quickly compile the most pressing issues concerning the whole country and the locality within the jurisdiction of the National Assembly, Government, Ministries, and sectors, and submit them to the Standing Committee of the National Assembly and the Chairman's Board of the Central People's Front Committee of Vietnam no later than twenty days before the opening day of the National Assembly session.

Article 18. Collecting and combining opinions and complaints of voters nationwide and monitoring and urging the resolution of voters' opinions and complaints nationwide

1. The Chairman's Board of the Central People's Front Committee of Vietnam shall take the lead in coordinating with the Standing Committee of the National Assembly to prepare a comprehensive report on voters' opinions and complaints nationwide to be presented at the National Assembly session.

2. The Standing Committee of the National Assembly shall direct the Civil Affairs Committee to collect and classify voters' opinions and complaints to send to relevant agencies, organizations for study, resolution, and report the results to the Standing Committee of the National Assembly and the Chairman's Board of the Central People's Front Committee of Vietnam.

3. The Ethnic Committee and other Committees of the National Assembly shall monitor and urge the resolution of voters' complaints within their respective fields of responsibility; the Standing Committee of the National Assembly shall direct the Civil Affairs Committee to follow up and urge responses and resolutions to other voters' complaints.

CHAPTER V
IMPLEMENTING PROVISIONS

Article 19

This guidance takes effect from the date of signature.
