On health protection, care, and improvement for officials, workers, and employees in the Transport Industry under new circumstances

In the past ten years, the work of protecting and caring for the health of officials, workers, and employees in the Transport Industry has achieved many significant accomplishments. The primary healthcare network within the industry has been increasingly consolidated, many dangerous diseases have been controlled and eliminated; the application of scientific and technological progress has been implemented at many healthcare facilities within the industry. The health of officials, workers, and employees throughout the Transport Industry, particularly the health of construction forces at major projects in remote areas, has been better cared for.

However, the work of caring for the health of officials, workers, and employees in the Transport Industry still has many shortcomings, including:

- The organizational model of healthcare in the Transport Industry is not suitable for current requirements and tasks.

- The organization and operation of the preventive healthcare system still have inadequacies.

- Many new social issues such as environmental pollution, harsh working conditions; income disparities pose significant challenges to fairness in medical examination and treatment; the negative side of the market mechanism poses a risk of blurring the moral values of medical practitioners; there is a risk of spreading large-scale epidemics due to globalization and international economic integration.

- Some officials, workers, and employees in the industry have not yet developed habits and awareness of self-protection and health care.

To implement Resolution No. 46/NQ-TW dated February 23, 2005 of the Central Committee on health protection, care, and improvement for the people under new circumstances, the Minister of Transport requests the heads of agencies and units in the industry to immediately carry out the following tasks:

Develop and perfect the health care system for officials, workers, and employees in the Transport Industry

1. a) Reorganize and improve the preventive healthcare system in the Transport Industry. Effectively implement national health programs and objectives. Timely forecast and take measures to prevent and minimize adverse effects on health caused by the environment and working conditions. Enhance the capacity to monitor, detect, and control diseases. Vigorously promote the prevention and treatment of occupational diseases in the Transport Industry.

b) Consolidate and improve the primary healthcare network in terms of infrastructure, equipment, and medical staff.

c) Promote scientific research, access, and apply advances in science and technology in diagnosis, treatment, disease prevention, and pharmaceutical production.

d) Expand cooperation, seek assistance and investment from other countries and international organizations.

2. Reform financial policies in healthcare

a) Prioritize upgrading healthcare facilities.

b) Establish and implement hospital fee policies appropriate to each category based on accurately calculating direct costs serving patients. Publicly disclose hospital revenue and expenditure for patients to know.

3. Enhance the effectiveness of state management

a) Vigorously reform administrative procedures, complete the organizational model of industry healthcare to ensure stable and sustainable development, meeting the key tasks of the Transport Industry in the new period.

b) Comprehensively reform management mechanisms, operations, finance, and human resources in hospitals, clinics, preventive healthcare centers... to promote the dynamism and creativity of units in mobilizing, managing, and effectively using resources.

a) Improve the medical staff team in terms of quantity, quality, and structure.

4. Developing human resources

b) Establish a training and retraining center for medical staff in the Transport Industry to meet the demand for medical personnel consistent with the development plan of industry healthcare.

c) Expand the dispatching of specialized staff for overseas training, encourage self-funded study abroad in fields with current needs.

d) Implement staff rotation, provide reasonable incentives for staff working in mountainous, remote, and difficult areas.

5. Promote socialization in healthcare

a) Reform and enhance the effectiveness of inter-departmental coordination in the work of health protection, care, and improvement for officials, workers, and employees in the Transport Industry.

b) Encourage various economic sectors to invest in and develop health protection, care, and improvement services.

6. Enhance the effectiveness of information, education, and communication

a) Create clear changes in understanding and responsibility of agencies and units regarding the work of health protection, care, and improvement for officials, workers, and employees in the Transport Industry.

b) Equip knowledge and skills so that each person, each family, and each unit can proactively prevent illness, build hygienic living habits, exercise regularly, and strengthen efforts to combat the harmful effects of tobacco in the Transport Industry.

c) Continuously improve professional ethics and expertise, worthy of society's trust and honor, implementing President Ho Chi Minh's teaching "Medical practitioners should be like parents".

Heads of agencies and units in the industry are required to promptly implement this Directive.

The Department of Health of the Transport Industry is responsible for developing action programs, coordinating monitoring and urging units to implement this Directive well and periodically compiling reports to the leadership of the Ministry./.
