DIRECTIVE

On Promoting the Role of Youth

in Economic and Social Development in the New Period

In recent years, ministries, sectors, and provincial people's committees have paid attention to creating conditions for promoting the role of youth in economic and social development, job creation, education and training of young people, and cultivating young human resources to serve the country's industrialization and modernization process. However, the effective utilization of young labor has not been adequately emphasized; some models of economic and social development with significant and effective contributions from the Youth Union need more investment for expansion; there is a lack of attractive policies to attract young people to work in areas with many difficulties; the unemployment rate among young people remains high, their overall qualifications and skills are still low, failing to meet practical requirements.

N |||To better promote the role of youth in economic and social development and contribute to implementing the Youth Development Strategy until 2010 approved by the Government, the Prime Minister requests ministries, ministerial-level agencies, government agencies, provincial people's committees:

1. Focus on building mechanisms, policies, solutions, training, utilizing, and creating conditions for youth to participate in economic and social development and job creation.

- Ministries and sectors shall have plans to mobilize, utilize, and create mechanisms for youth to participate in national target programs, key projects, especially those related to hydropower, water conservancy, transportation, afforestation, marine and island economic construction, rural infrastructure construction, and special difficult regions.

- Provincial people's committees shall have action programs to implement the Youth Development Strategy until 2010, focusing on developing plans to use young labor forces to participate in local economic and social development goals.

- The National Committee on Youth shall coordinate with relevant ministries, sectors, and the Communist Youth Union Central Committee to assist the Prime Minister in building mechanisms and policies regarding the mobilization and utilization of youth forces in participating in national target programs and key projects of the Government and localities.

2. Continue to create conditions for the Youth Union to encourage and organize youth participation in national target programs and urgent central and local key projects.

- When formulating and implementing central and local key projects, ministries, sectors, and provincial people's committees must create conditions for the Youth Union to join project steering committees to enhance the role of the Youth Union in propaganda, mobilization, and organization of young labor forces, fostering a labor competition movement to build the nation and educate and train young people.

- The Ministry of Planning and Investment, the Ministry of Finance shall advise the Government to determine priority fields and projects for the Youth Union to participate in and allocate funds for the Youth Union to implement, particularly programs and projects in infrastructure construction, economic development, culture, education, health care in special difficult regions, new technology development in major economic centers, industrial zones; in the short term, ensure sufficient funding, timely progress, and total investment approved for projects assigned by the Prime Minister to the Youth Union. Provincial people's committees are responsible for ensuring conditions and coordinating with the Youth Union to monitor and direct the implementation of project targets.

- The Ministry of Transport shall plan and develop schemes to cooperate with the Youth Union to organize young people's participation in road construction projects, especially those funded by the state budget, considering Young Pioneers Corps with sufficient capacity and experience as priority candidates for bidding according to legal regulations.

- The Ministry of Planning and Investment, the Ministry of Posts and Telecommunications, the Ministry of Finance, and related ministries shall advise the Government to develop plans to coordinate investments to support the Youth Union in implementing the Popularizing Information Technology and Connecting Knowledge Networks for Vietnamese Youth Project.

- The Ministry of Labor, Invalids, and Social Affairs shall lead and coordinate with the Youth Union to strengthen and improve the quality of activities and increase investment in upgrading vocational training and employment centers of the Youth Union, focusing on long-term vocational training in key areas to meet labor market demands, vocational training for rural and mountainous young people.

- The State Bank shall guide state commercial banks, social policy banks, and credit organizations to develop appropriate mechanisms to support young people, especially young households in Youth Model Villages, Youth Economic Zones, Youth Cooperatives, young enterprises, and Young Pioneer units in production and business loans, creating new jobs, forming concentrated production areas, building product brands, and enhancing competitiveness.

3. Develop and supplement policies to encourage young people to serve at border, sea, and island areas, and special difficult regions.

- The Ministry of Home Affairs shall lead, together with the National Committee on Youth, relevant ministries, and sectors, to coordinate with the Youth Union to study and develop documents to be submitted to the Prime Minister for issuance regarding the organization and policies for Young Pioneers, voluntary young intellectuals, and voluntary young people, aiming to clearly shift the encouragement of voluntary young people and young intellectuals to establish themselves, work, and serve in special difficult regions, border areas, and islands.

- The People's Committees of provinces and centrally governed cities shall coordinate and create conditions for the Youth Union to effectively participate in local socio-economic development programs and projects; develop plans for vocational training, utilize trained youth, support young people in obtaining loans to start businesses, direct and create conditions for voluntary units to operate, approve investment projects for local young intellectual teams, issue regulations on policies to encourage young people to work or volunteer in particularly difficult areas, border regions, and islands.

4. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial and centrally governed city People's Committees, Steering Committees of national target programs and projects shall be responsible for implementing this Directive.

- The Central Committee of the Ho Chi Minh Communist Youth Union shall cooperate with ministries, sectors, and localities to effectively implement assigned programs and projects; guide levels of the Youth Union organizations to mobilize young people to actively and effectively participate in socio-economic development programs and projects, contributing to the successful implementation of this Directive.

- Entrust the National Committee for Youth Affairs with the responsibility to monitor and periodically report to the Prime Minister on the implementation of this Directive./.
