Regulations on functions, tasks, powers, and organizational structure of the Remote Sensing Center
The Remote Sensing Center is a public service organization under the Ministry of Natural Resources and Environment, with the function of monitoring natural resources and the environment using remote sensing technology to serve state management work of the Ministry and national economic sectors; researching, applying, and transferring remote sensing technology in the fields of natural resources and the environment.
MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
At the request of the Director of the Remote Sensing Center and the Head of the Cadre and Civil Servant Department,
DECISION:
Article 1. Position and Functions
1. Using remote sensing technology to survey and monitor natural resources and the environment, including land resources, water resources, mineral resources, resource exploitation activities, environmental phenomena, meteorological and hydrological phenomena, natural disasters, and geological accidents;
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
2. Developing and submitting long-term plans, five-year plans, and annual plans for remote sensing activities and technological development to the Minister;
3. Collecting, processing, storing, managing, and providing remote sensing image data and products to serve natural resource and environmental management;
4. Establishing and updating the national topographic map system using remote sensing technology to serve planning and state territorial management;
5. Building remote sensing image databases and establishing geographic information systems to serve management and economic development of sectors and localities;
6. Researching, applying, and developing remote sensing technology to serve natural resource and environmental monitoring;
7. Developing standards, procedures, and regulations; coordinating in setting economic and technical norms for remote sensing;
8. Providing remote sensing image services and products, and transferring remote sensing technology to domestic and foreign organizations and individuals in accordance with the law;
9. Implementing joint research and scientific and technological cooperation programs, projects, and topics with countries and international organizations in the field of remote sensing;
11. Managing the organization, cadres, civil servants, employees, finance, and assets of the Center according to the
10. Statistically report regularly and urgently on the implementation of assigned tasks;
11. Managing the organization, cadres, civil servants, employees, finance, and assets of the Center according to the classification level.
12. Perform other tasks assigned by the Minister.
Article 3. Organizational Structure of the Center
a) The Center's leadership consists of a Director and several Deputy Directors.
The Director is responsible to the Minister for assigned tasks and is legally accountable for all Center activities; defines the functions and tasks of subordinate units; establishes working regulations and oversees all Center activities.
Deputy Directors assist the Director and are responsible to the Director for assigned areas of work.
b) The Director's Support Staff
1. Office;
2. Planning Department;
3. Accounting and Finance Department;
4. International Cooperation and Project Management Department;
5. Science and Technology Department.
c) Public Service Organizations
1. Remote Sensing Image Reception and Processing Center;
2. Database and Information System Center;
3. Basic Map Establishment and Updating Center;
4. Natural Resource and Environmental Monitoring Center;
5. Technology Application and Development Center;
6. Remote Sensing Technology Application Center (in Ho Chi Minh City).
The Remote Sensing Center is a third-level budget unit, has its own seal, and is allowed to open accounts at the State Treasury and banks in accordance with regulations.
Subordinate Centers of the Remote Sensing Center have their own seals and are allowed to open deposit accounts at the State Treasury and banks in accordance with the law.
Article 4. Effectiveness and Responsibility for Implementation
This Decision takes effect 15 days after publication in the Official Gazette and replaces Decision No. 10/2003/QD-BTNMT dated January 7, 2003, of the Minister of Natural Resources and Environment.
The Director of the Remote Sensing Center, the Head of the Cadre and Civil Servant Department, and the Heads of subordinate agencies and units of the Ministry are responsible for implementing this Decision./.
