DIRECTIVE

On ensuring the quality of healthcare human resource training

The Politburo has issued Resolution No. 46/NQ-TW dated February 23, 2005 on health care work to protect, care for, and improve people's health in the new situation, which directed that the medical profession is a special profession requiring special training, therefore the quality of training for healthcare human resources needs to be given particular attention. To rectify training activities to ensure quality, the Minister of Health requests higher education, college, and secondary medical institutions to implement the following tasks:

 

1. Regarding training targets: Each year, schools must establish training targets to submit for approval by competent authorities based on the school's capacity such as teaching staff, school facilities, and practical hospitals (pharmaceutical enterprises). In the short term, the Ministry of Health stipulates certain standards as a basis for planning as follows:

a) The total number of students and trainees currently studying at the school shall not exceed the following quota: secondary level: 20 trainees/1 teacher; college level: 15 students/1 lecturer; and university level: 10 students/1 lecturer. For multi-level training institutions, the ratio is calculated separately for each type of student and trainee (including postgraduate students) and then summed up.

The number of full-time teachers and lecturers at the school must reach a minimum of 60% of the total teaching staff. Part-time and adjunct lecturers can be converted to equivalent full-time lecturers at half the time.

b) The number of non-full-time students must be less than 40% of the total number of full-time students. In universities offering multi-level training, the total number of college students and secondary trainees must not exceed the number of university students to enable the schools to focus on undergraduate and postgraduate training.

c) The Department of Science and Training under the Ministry of Health is responsible for guiding medical and pharmaceutical schools to implement other standards regarding infrastructure, equipment, and the quality of teaching staff.

2. Joint training in the healthcare sector is implemented as follows:

a) For the university level: Joint university-level medical and pharmaceutical training can only be conducted between universities with the function of training healthcare and pharmaceutical personnel, as assigned by competent authorities.

b) For the college and secondary levels: Joint college and secondary training can only be conducted between institutions tasked with training healthcare personnel, as assigned by competent authorities. Joint training for general practitioners is not allowed.

c) Healthcare personnel training must be organized in medical and pharmaceutical schools to ensure training quality and cannot be conducted in institutions without the task of training healthcare personnel.

3. Training of general practitioners:

Currently, the Ministry of Health has assigned the task of training general practitioners to localities facing difficulties in healthcare personnel. Schools assigned this task need to strengthen management to ensure training quality.

4. This Directive takes effect 15 days from the date of publication in the Official Gazette.

Upon receipt of this Directive, medical and pharmaceutical training institutions are required to strictly comply. The Ministry of Health will coordinate with the Ministry of Education and Training and relevant state agencies to conduct inspections, checks, supervision, and recommend legal measures against training institutions violating current regulations.

During implementation, if there are any issues, institutions are requested to promptly report to the Ministry of Health (Department of Science and Training) for consideration and resolution./.
