THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 39/2007/QD-TTg dated March 21, 2007 of the Prime Minister on the management of pricing for postal and telecommunications services;
Based on the proposal of the Director of the Planning and Finance Department.
DECISION:
Article 1. The connection tariffs for the fixed telecommunication network are hereby established as follows:
1.1. For international calls terminating in the fixed telecommunication intra-city network of Hanoi, Da Nang, and Ho Chi Minh City, or the international fixed telecommunication long-distance network (international network), the connection charge is 0.03 USD per minute.
1.2. For international calls terminating in the fixed telecommunication intra-provincial network of other provinces and cities outside Hanoi, Da Nang, and Ho Chi Minh City (hereinafter referred to as the intra-provincial network), the international network shall pay a connection charge of 0.035 USD per minute.
1.3. For international calls that are transferred through the PSTN long-distance inter-provincial network to terminate in the intra-provincial network, the international network shall pay the following connection charges:
a) Intra-provincial network: as stipulated in Points 1.1 or 1.2 above;
b) PSTN long-distance inter-provincial network: - In case the international network connects to one toll switch in a region (1 Toll), the connection charge is 300 VND per minute; - In case the international network connects to two toll switches in a region (2 Toll), the connection charge is 250 VND per minute; - In case the international network connects to three toll switches in a region (3 Toll), the connection charge is 200 VND per minute.
1.4. The connection charges specified in Points 1.1, 1.2, and 1.3 above do not include value-added tax.
1.5. For international calls that are transferred through the VoIP long-distance inter-provincial network (VoIP inter-provincial network) to terminate in the intra-provincial network, the connection charge paid to the VoIP long-distance inter-provincial network shall be agreed upon by enterprises but shall not exceed the connection charge with the PSTN long-distance inter-provincial network and shall not discriminate between enterprises.
Article 2. This Decision takes effect 15 days from the date of publication in the Official Gazette. Any previous regulations contrary to the provisions of this Decision are hereby abolished.
Article 3. The Heads of the Office, the Director of the Planning and Finance Department, the Heads of agencies and units under the Ministry of Posts and Telecommunications, General Directors, and Directors of related service-providing enterprises are responsible for implementing this Decision./.
