Regarding amending the Postal Stamp Management Regulations attached to Decision 16/2005/QĐ-BBCVT issued by the Minister of Information and Communications

Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;
Pursuant to Decree No. 157/2004/NĐ-CP dated August 18, 2004 of the Government detailing the implementation of certain provisions of the Post and Telecommunications Ordinance concerning Postal Services;
At the proposal of the Director of the Post Department,
DECISION:
Article 1. Amending some articles of the Postal Stamp Management Regulations promulgated together with Decision No. 16/2005/QĐ-BBCVT dated April 29, 2005 of the Minister of Posts and Telecommunications:
1. Amend Clause 1 and Clause 2 of Article 10 as follows:
"1. The Ministry of Information and Communications issues a decision on printing stamps (newly issued stamps, reissued stamps) based on the annual program and project plan, and the design approval dossier submitted by Vietnam Post (Annex 3).
2. The Ministry of Information and Communications decides on the entity responsible for stamp printing to ensure quality and security of the stamps."
2. Amend Clause 6 and Clause 7 of Article 23 as follows:
"6. Propose overprinting of stamps (for cases involving overprinting). The proposal includes the purpose, reasons, name of the stamp model, and the content to be overprinted (title, image, emblem, symbol, printed value on the stamp face).
7. Propose reissuing stamps (for cases involving reissuing). The proposal includes a detailed report on the stamp model proposed for reissue (purpose, reasons, name of the stamp model)."
3. Amend Annex 3 and Annex 4 (as attached).
Article 2. This Decision shall take effect fifteen (15) days from the date of publication in the Official Gazette.
Article 3. The Director of the Office, Heads of Departments, Heads of agencies and units under the Ministry of Information and Communications, Directors of Provincial Departments of Information and Communications, General Directors of the Vietnam Post and Telecommunications Group, and other relevant organizations and individuals are responsible for implementing this Decision.
