Supplementing Circular No. 27/2008/TT-BTC dated April 1, 2008 guiding financial management regulations for Vietnamese agencies abroad 

Regarding financial management regulations for Vietnamese agencies abroad

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;

Pursuant to Decree No. 157/2005/NĐ-CP dated December 23, 2005 of the Government stipulating certain regulations for officials and civil servants working on assignment at Vietnamese agencies abroad;

Pursuant to Decree No. 131/2007/NĐ-CP dated August 6, 2007 of the Government amending and supplementing Decree No. 157/2005/NĐ-CP dated December 23, 2005 of the Government stipulating certain regulations for officials and civil servants working on assignment at Vietnamese agencies abroad;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance,

The Ministry of Finance supplements Circular No. 27/2008/TT-BTC dated April 1, 2008 guiding financial management regulations for Vietnamese agencies abroad as follows:

1. Supplementing the end of Clause 1, Section V of Circular No. 27/2008/TT-BTC as follows:

a) The provisions stipulated in Point 1.2.1, Subsection 1.2, Clause 1, Section III regarding the allowance for concurrently holding positions shall be implemented as follows:

- In cases where Ambassadors or Heads of Vietnamese Representative Offices abroad have decisions to concurrently hold positions and commence work at Vietnamese Representative Offices abroad before January 1, 2006, they shall enjoy the concurrent position allowance from January 1, 2006.

- In cases where Ambassadors or Heads of Vietnamese Representative Offices abroad have decisions to concurrently hold positions from January 1, 2006 onwards, they shall enjoy the concurrent position allowance from the date they commence work at Vietnamese Representative Offices abroad.

b) The provisions stipulated in Point 1.2.2, Subsection 1.2, Clause 1, Section III regarding the allowance for concurrently performing duties shall be implemented as follows:

Officials and civil servants who have decisions to concurrently perform duties from January 1, 2006 onwards shall enjoy the concurrent duty allowance from the date they commence work at Vietnamese agencies abroad.

This Circular takes effect 45 days from the date of publication in the Official Gazette. Other provisions in Circular No. 27/2008/TT-BTC dated April 1, 2008 of the Ministry of Finance guiding financial management regulations for Vietnamese agencies abroad remain valid.

3. During implementation, if there are any difficulties, please report to the Ministry of Finance via Vietnamese agencies abroad or relevant agencies for study and appropriate amendment./.
