Regarding the issuance of rates for using dedicated data communication networks
to serve Party and State agencies

Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on the management of service rates for postal and telecommunications services;
Pursuant to Circular No. 228CP-CN dated February 19, 2004 of the Government regarding the "Construction of a Dedicated Data Communication Network for Party and State Agencies";
At the proposal of the Director of the Telecommunications Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Issuing rates for using dedicated data communication networks to serve Party and State agencies throughout the country as follows:
1. For channel speeds up to 2.048Kbps (2Mbps):

2. For channel speeds above 2.048Kbps (2Mbps):
2.1. The rate for channel speeds from over 2Mbps to 50Mbps is calculated as the rate for a 2Mbps channel X the multiple of the 2Mbps channel speed X 0.8.
2.2. The rate for channel speeds above 50Mbps is calculated as the rate for a 2Mbps channel X the multiple of the 2Mbps channel speed X 0.6.
Article 2The rates specified in this Circular do not include value-added tax.
Article 3This Circular takes effect from April 15, 2010.
Article 4. The Head of the Office, the Director of the Telecommunications Department, the Heads of units under the Ministry of Information and Communications, the General Directors of Vietnam Post and Telecommunication Group, and related units are responsible for implementing this Circular./.
