CIRCULAR

Regulations on the Framework Program for Intermediate Vocational Qualifications and the Framework Program for Higher Vocational Qualifications in the Group of Engineering Technology Occupations

Pursuant to the Vocational Training Law dated November 29, 2006;

Decree No. Decision No. 186/2007/NĐ-CP of December 25, 2007 by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids and Social Affairs;

Pursuant to Decision No. Decision No. 58/2008/QD-BLDTBXH of September 6, 2008 by the Minister of Labor, Invalids and Social Affairs promulgating regulations on the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications;

Based on the assessment results of the Evaluation Council and the proposal of the General Department of Vocational Training regarding the issuance of the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications for the following occupations: Metal Corrosion Protection Technology; Oil and Gas Extraction Equipment Repair; Railway Construction Machinery Operation and Repair; Mechanical Equipment System Maintenance; Electrical Equipment Installation; Refrigeration Equipment Operation and Repair; Interior Fitment Machining and Assembly for Seagoing Vessels; Die Machining and Seagoing Vessel Forming;

The Ministry of Labor, Invalids and Social Affairs hereby stipulates the framework program for intermediate vocational qualifications and higher vocational qualifications for the above occupations as follows:

Article 1. Scope of Regulation and Applicability:

This Circular stipulates the framework program for intermediate vocational qualifications and the framework program for higher vocational qualifications to be applied to public and private vocational training institutions that have registered to provide vocational training for the occupations specified in this Circular; the framework programs for intermediate vocational qualifications and higher vocational qualifications stipulated in this Circular are not mandatory for vocational training institutions with foreign investment capital.

Article 2. The framework program prescribed in this Circular includes:

1. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Metal Corrosion Protection Technology" (Annex 1).

2. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Oil and Gas Extraction Equipment Repair" (Annex 2).

3. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Railway Construction Machinery Operation and Repair" (Annex 3).

4. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Mechanical Equipment System Maintenance" (Annex 4).

5. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Electrical Equipment Installation" (Annex 5).

6. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Refrigeration Equipment Operation and Repair" (Annex 6).

7. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Interior Fitment Machining and Assembly for Seagoing Vessels" (Annex 7).

8. The framework program for intermediate vocational qualifications and higher vocational qualifications for the occupation "Die Machining and Seagoing Vessel Forming" (Annex 8).

Article 3. Responsibilities for Developing Vocational Training Programs:

Based on the provisions of this Circular, the Principals of vocational colleges, intermediate vocational schools, universities, colleges, and specialized intermediate vocational schools that have registered to provide vocational training for the occupations specified in this Circular shall organize the development, evaluation, and approval of their vocational training programs.

Article 4. Implementation provisions

Clause 1. This Circular takes effect from May 15, 2011.

Clause 2. Ministries, ministerial-level agencies, governmental agencies, political-social organizations, provincial People's Committees, the General Department of Vocational Training, vocational colleges, intermediate vocational schools, universities, colleges, specialized intermediate vocational schools that have registered to provide intermediate vocational qualifications and higher vocational qualifications for the occupations specified in this Circular, and related units are responsible for implementing this Circular./.
