The Prime Minister issues this Decision stipulating the functions, tasks, powers, and organizational structure of President's Office the Government Electronic Portal.
1. The Government Electronic Portal is an integrated administrative information portal and a multimedia communication agency of the Government, under the direct management of the Minister and Head of the Government Office (hereinafter referred to as the Minister and Head). C2. The Government Electronic Portal has the function of organizing, managing, and publishing official information of the Government,i3. The Government Electronic Portal is an administrative organization with legal personality, bearing the National Emblem seal, and having an account at the State Treasury; its operational budget is guaranteed by the state budget.
Article 1. Position and Functions
The Government Electronic Portal assists the Minister and Head in performing specific tasks and powers as follows:
1. To take the lead and coordinate with relevant units and agencies to submit for approval by the Minister and Head within their authority or to submit for higher-level approval,
2. To coordinate with relevant agencies to ensure information services for the activities of the Government,
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
3. To coordinate professionally with ministries, sectors, localities, and related agencies to connect and synchronize databases (excluding classified information) to the Government's Electronic Data Center; standardize software for national information resource utilization; collect, receive, integrate, and update all types of information (excluding classified information) in a timely manner; ensure compatibility and smoothness in information sharing and exchange processes in line with administrative reform programs to meet the requirements of government leadership and management,
4. To take the lead and coordinate with ministries, sectors, localities, and related agencies to integrate online public service information of the Government,
5. To coordinate with units under the Government Office to collect, receive, process, and update all types of information (excluding classified information) to perform assigned functions, tasks, and powers in accordance with the law,
6. To take the lead and coordinate with relevant units to organize press conferences, media interactions, and interviews with the media,
7. To manage and operate the Government Online Newspaper, the Government Office's Website, and other component websites in accordance with the law,
8. To organize online exchanges, dialogues, and other forms of communication using information and communication technology between the Government,
9. To receive feedback and suggestions from organizations and individuals sent via the Internet to the Government,
10. To design the technological, technical, and artistic structure of the Government Electronic Portal and the capacity of information data resources on the Government Electronic Portal; to develop diverse content, forms of operation, and multimedia applications and products to enhance information dissemination and propaganda of the Party's policies and the State's laws; economic and social conditions, domestic and international current affairs; to effectively serve government leadership and management,
11. To take the lead and coordinate with relevant agencies to manage, publish, and distribute the printed and electronic versions of the Official Gazette of the Socialist Republic of Vietnam,
12. To manage and operate the Government's official email system on the Internet, the Government's Electronic Data Center, and specialized technical infrastructure,
13. To manage and implement investment and construction projects assigned in accordance with the law; to participate in consulting, designing, and reviewing proposals and projects related to the professional field of electronic information portals of ministries, sectors, localities, and related agencies when required; to participate in reviewing important projects in terms of professional expertise as assigned by the Minister and Head,
14. To organize training and guidance on electronic administration-related professional matters in accordance with the law,
15. To research and apply scientific and technological advancements to improve the efficiency of the Government Electronic Portal,
16. To carry out international cooperation in areas of activity of the Government Electronic Portal in accordance with the law,
17. To take the lead and coordinate with units under the Government Office and related agencies to ensure confidentiality, network security, and information security of the Government Electronic Portal,
18. To perform service activities and value-added activities in accordance with the law and guidelines of the Ministry of Finance, ensuring that they do not affect assigned political tasks,
19. To manage the organizational structure and staffing; to implement salary systems and incentive policies, rewards, and disciplinary measures for civil servants, officials, employees, and collaborators in accordance with the law,
20. To manage and utilize assets assigned, allocated funds, and other financial sources in accordance with the law,

1. The Government Electronic Portal shall have a General Director and Deputy General Directors. The General Director of the Government Electronic Portal (hereinafter referred to as the General Director) shall be appointed, relieved, or dismissed by the Minister and Head; he/she shall be responsible to the Minister and Head,
a) The Electronic Administration and Official Gazette Department;
b) The Planning and Finance Department;
d) The Government Online Newspaper (the Government Online Newspaper has permanent offices in Ho Chi Minh City, Da Nang, and Can Tho);
2. Structure
đ) The Technology and Multimedia Communication Center;
b) Planning-Finance Department;
c) Office spaces;
d) Government Electronic Newspaper (the Government Electronic Newspaper has permanent offices in the cities of Ho Chi Minh City, Da Nang, and Can Tho);
đ) Multimedia Technology and Communication Center;
e) Electronic Data Center. In this Clause, the units specified in Points a, b, and c are administrative organizations, while the units specified in Points d, đ, and e are public service units. The Government Electronic Newspaper organizes and operates according to the model of a press, information, and communication agency; it is subject to state management in information and communication by the Ministry of Information and Communications as provided for by law.
3. Depending on the development requirements of the Government Electronic Portal, the General Director proposes to the Minister and Head of the Agency for submission.
4. The Minister and Head of the Agency shall stipulate the functions, tasks, powers, and organizational structure of the Government Electronic Newspaper. The General Director shall specify in detail the functions, tasks, and powers of the remaining units under the Government Electronic Portal; appoint, dismiss, and remove from office the leaders of units under the Government Electronic Portal in accordance with the provisions of law. When necessary, the General Director shall propose to the Minister and Head of the Agency for the decision to establish certain departments under the units specified in Clause 2 of this Article.
5. The staffing of civil servants and public officials of the Government Electronic Portal shall be decided by the Minister and Head of the Agency in accordance with the provisions of law.
Article 4. Effective date
This Decision takes effect from March 15, 2013; replacing Decision No. 83/2008/QĐ-TTg dated June 25, 2008 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the Government Electronic Portal.
Article 5. Responsibilities for Implementation
The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Councils, Chairpersons of People's Committees of provinces and centrally governed cities, the General Director of the Government Electronic Portal, and related agencies and organizations are responsible for implementing this Decision./
