Article 24Regulations on the conditions for operating sports facilities
organizing shooting sports activities

Pursuant to the Law on Physical Culture and Sports dated November 29, 2006;
Pursuant to Ordinance No. 16/2011/UBTVQH12 dated June 30, 2011 on the management and use of weapons, explosives, and auxiliary equipment;
“1. Position
Pursuant to Decree No. 25/2012/NĐ-CP dated April 5, 2012 of the Government detailing the implementation of certain provisions of the Ordinance on the management and use of weapons, explosives, and tools.
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Article 1. This Circular stipulates special conditions for organizing training and competitions in Golf.
The Minister of Culture, Sports and Tourism issues this Circular stipulating the professional operational conditions for sports facilities organizing shooting sports activities.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular details the professional operational conditions regarding infrastructure, equipment, and specialized staff for sports facilities organizing shooting sports activities.

This Circular applies to organizations and individuals organizing shooting sports activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing shooting sports activities that is a business must have a business registration certificate; when conducting operations, it must obtain a certificate of compliance with business conditions according to the procedures specified in Clause 5, Article 55 of the Law on Physical Education and Sports.
2. A sports facility when organizing high-performance sports training and competition activities in shooting sports must ensure the conditions prescribed in Article 43 of the Law on Physical Education and Sports.
Chapter II
PROFESSIONAL CONDITIONS REGARDING INFRASTRUCTURE, EQUIPMENT, AND SPECIALIZED STAFF
Article 4. General Conditions Regarding Infrastructure and Equipment, Training Tools
1. Must have a shooting range that meets the standards specified in Articles 5, 6, 7, 8, 9, 10, and 11 of this Circular.
2. Sound levels must not exceed permissible noise limits as per national technical regulations. Noise measurement points are determined at the outside of windows or walls surrounding the shooting range and the entrance of the sports facility.
3. Sporting firearms must be registered and licensed for use in accordance with the law.
4. Must have clocks mounted at both ends of the shooting line.
5. Must have a medical room equipped with a stock of medicines and first aid supplies.
6. Must have a storage area for sporting firearms meeting the legal standards.
7. Must have an area for inspecting training and competition equipment.
8. Must have changing rooms, clothing storage areas, restrooms, and parking areas.
9. Must maintain a logbook recording the usage of sporting firearms and ammunition.
10. Must maintain a logbook recording participants' training sessions, including full name, date of birth, gender, place of residence, training time, type, brand, and serial number of the sporting firearm being used.
11. Must display a set of rules, including the following main contents:
a) Eligible participants;
b) Training hours;
c) Safety regulations during training and competition.
12. Must display instructions on how to use sporting firearms; a list of legal provisions concerning the responsibilities of athletes, coaches, and related individuals in using and storing sporting firearms.
13. Must ensure operational hours, security, hygiene, environmental protection, labor safety, and fire prevention according to the law.
14. Must ensure that participants in training and competition have specialized clothing, shoes, and gloves meeting the standards of the World Shooting Federation or the Vietnam Shooting Federation.
Article 5. General professional conditions for outdoor shooting ranges at 50 meters and 25 meters distances
1. There must be a surrounding wall around the shooting range with a thickness of at least 20cm and a height not lower than the upper edge of the overhead fence in front of the firing line to ensure safety.
2. There must be a target line and a firing line parallel to each other, located at the same elevation, firm and flat.
3. There must be a firing stand located behind the firing line; separating two firing stands with a transparent shield.
4. An overhead fence system in front of the firing line must be arranged to ensure that people lying on the firing bed or kneeling at the firing line cannot see the sky.
5. The path from the firing line to the target line must have a roof cover and safe walls.
6. The spectator area behind the firing line must be at least 5m away from the firing line.
7. The firing stands and targets must be numbered in sequence, starting from number 01 on the left side; the numbers must be large enough to be clearly visible by the naked eye when standing at the firing line; odd and even numbers must be in contrasting colors, non-reflective, and not obscured by shadows.
Article 6. Conditions for outdoor shooting ranges at 50 meters distance
1. The length of the shooting range must not be less than 60m (including at least 45m outdoors), designed as 50m + 2m target line + 5m firing line + spectator area; the width of the shooting range must not be less than 15m, ensuring space for at least 10 firing stands.
2. There must be a bullet trap or bullet deflector placed immediately behind the target, made of steel.
3. There must be a target running machine, or a target winch, or a target reel used to replace the shooting target.
4. The firing bed must be 2.2m long, 0.8m wide, and 0.8m high, or the firing mat must be 200cm long, 80cm wide, and its thickness must not be less than 2mm but not more than 50mm.
5. The center of the target must be 75cm above the surface of the firing stand.
6. The light intensity of the targets must be guaranteed to be equal to or greater than 1500 lux.
7. The shooting target must meet the standards of the World Shooting Federation or the Vietnam Shooting Federation.
8. The surface of the firing stand must be at least 2.5m long and 1.2m wide.
Article 7. Conditions for outdoor shooting ranges at 25 meters distance
1. The length of the shooting range must not be less than 35m (including at least 12.5m outdoors), designed as 25m + 3m target line + 5m firing line + spectator area; 50m + 2m target line + 5m firing line + spectator area; the width of the shooting range must not be less than 15m, ensuring space for at least 2 target frames.
2. The target frame must meet the standards of the World Shooting Federation or the Vietnam Shooting Federation.
3. A box or bullet trap placed parallel and 1m behind the target frame; adjacent to the surface of the bullet trap is a board for mounting the rear target.
4. The gun and ammunition table must be 60cm long, 50cm wide, and adjustable in height from 70cm to 100cm.
5. The bullet shell screen in front of the shooter must be 1.6m long and 1.2m wide.
6. There must be a timing and target control device meeting the standards of the World Shooting Federation or the Vietnam Shooting Federation.
7. The center of the target must be 1.4m above the surface of the firing stand.
8. There must be a target running machine, or a target winch, or a target reel used to replace the shooting target.
9. The shooting target must meet the standards of the World Shooting Federation or the Vietnam Shooting Federation.
Article 8. Conditions for indoor 10-meter shooting ranges for air rifles and air pistols
1. The shooting range must have dimensions of at least 20m on each side; the length must be designed as 10m + 5m firing line + spectator area; the width must ensure space for 10 firing stands, each firing stand being 1m wide and spaced 1m apart.
2. The shooting table must be 80cm high, 60cm wide, and extend along the entire firing line, fixed to the firing line mark.
3. The light inside the entire building must be between 300 lux and 500 lux; in front of the target, it must be between 1000 lux and 1500 lux.
4. There must be a target running machine, or a target winch, or a target reel used to replace the shooting target.
5. The shooting target must meet the standards of the World Shooting Federation or the Vietnam Shooting Federation.
6. The center of the target must be 1.4m above the surface of the firing stand.
Article 9. Conditions for a 10-meter mobile target indoor shooting range
1. The length of the shooting range must not be less than 20 meters, designed with 10 meters for the shooting area + 2 meters for the target line + 5 meters for the shooter's line + spectator area. The width of the shooting range must not be less than 10 meters, divided into two separate compartments, each compartment being 3 meters wide to accommodate one frame of targets.
2. The shooting targets and frames must meet the standards set by the World Shooting Federation or the Vietnam Shooting Federation.
3. The path from the shooting line to the target line must have a safety partition wall at least 2 centimeters thick and 2 meters high.
4. The shooting bench must be 0.8 meters high and placed 10 centimeters forward from the shooting line.
5. General lighting in the shooting range must be between 300 lux and 500 lux; lighting in front of the targets must be between 1000 lux and 1500 lux.
Article 10. Conditions for a clay pigeon shooting range
1. The shooting direction should be towards the north or northeast.
2. The shooting range must have dimensions of at least 150 meters on each side.
3. There must be a surrounding wall around the shooting range that is 3 meters high and 30 centimeters thick.
4. A safety net 3 meters high must be installed above the surrounding wall.
5. For a Traap shooting range: There must be a trench to place the disc throwers, with at least 15 electronic or manual disc throwers.
6. For a Skeet shooting range: There must be two stands to place the disc throwers, with one electronic or manual disc thrower in each stand.
7. Ensure that the distance from the trench where the discs are thrown to the standing position for shooting is at least 15 meters.
8. The distance from the standing position for shooting along the shooting direction to the surrounding wall must be at least 70 meters.
9. The standing position for shooting has an area of 1 meter2, behind the shooting point 3 meters there must be a movement path for the shooter.
10. There must be a barrier at least 7 meters behind the movement path to separate the audience from the shooting area.
11. The shooting discs must be made of clay with a diameter of 10 centimeters.
Article 11. Conditions for constructing a plastic bullet shooting range
1. The shooting range must have dimensions of at least 100 meters on each side.
2. There must be a surrounding wall around the shooting range that is 3 meters high and 30 centimeters thick, with a safety net 3 meters high installed above it.
3. Inside the shooting range, there must be at least three shooting mounds made of one of the following materials: earth, wood, or plastic.
Article 12. Conditions for staff and specialized personnel
1. The head of a sports facility engaged in competitive shooting must have a secondary level education in physical education or higher, or hold a professional certification in competitive shooting issued by the World Shooting Federation or the Vietnam Shooting Federation, with a clear record and not fall under any of the following circumstances:
a) Minors; individuals with limited or lost civil capacity; drug addicts;
b) Individuals who are under criminal investigation by judicial authorities;
c) Individuals currently banned from holding positions or practicing professions related to conditional business activities concerning public security and order, or banned from residing; individuals currently serving a prison sentence; individuals currently undergoing community-based educational measures or compulsory educational measures; individuals currently executing administrative penalty decisions for violations of property rights of domestic or foreign organizations, citizens' health, honor, and dignity, or violations of public security and social order twice within six months but not reaching the level of criminal prosecution without being subject to administrative handling as stipulated in Clause 2, Article 94 of the Law on Handling Administrative Violations;
d) Individuals with prior convictions that have not been expunged for crimes endangering national security or particularly serious crimes; individuals with prior convictions that have not been expunged for crimes endangering human life and health and other directly related crimes to conditional business activities concerning public security and order; individuals who have been subject to administrative handling or administrative penalties in the field of public security and social order but have not yet reached the period required to be considered as not having been administratively penalized.
2. There must be coaches or instructors ensuring one of the following criteria:
a) They are sports coaches, instructors, or athletes in shooting with a level of Class I or higher;
b) They hold a degree in physical education and sports in shooting at the secondary level or higher;
c) They hold a professional certification in competitive shooting issued by the World Shooting Federation or the Vietnam Shooting Federation.
Each coach or instructor can guide no more than 10 people per session.
3. There must be warehouse staff or personnel responsible for storing firearms meeting the standards specified in Article 13 of Circular Joint No. 06/2013/TTLT-BVHTTDL-BCA dated October 18, 2013, regulating the provision, management, and use of sports weapons in training and competition.
Chapter III
IMPLEMENTATION
Article 13. Responsibility for Implementation
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Department of Culture, Sports, and Tourism shall conduct inspections and handle according to its authority organizations and individuals when organizing shooting sports activities violating the provisions of this Circular.
3. Provincial Departments of Culture, Sports, and Tourism and the Vietnam Shooting Federation are responsible for implementing this Circular.
Article 14. Effective Date
1. This Circular takes effect from August 1, 2014.
2. Sports facilities that have been operating shooting sports activities but do not meet the conditions specified in this Circular must complete and improve the professional conditions within six months from the date this Circular takes effect.
3. During implementation, if any issues arise, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports, and Tourism for timely research and resolution./.
